The Department of Agrarian Reform in Northern Mindanao and Caraga conducted in Cagayan de Oro last November 10-14 an orientation cum workshop for the preparation of the 2015 work and financial plan, budget execution documents (BED) and regional management procurement plan.
The five-day activity was an offshoot of the national orientation on the 2015 BED preparation conducted by the DAR central office in Clark, Pampanga a week earlier.
Asst. Regional Director Eliasem Castillo said “the workshop seeks to acquaint local DAR staff about the actual preparation of budget execution documents, particularly for 2015, as required by the Department of Budget and Management.”
At the workshop, Castillo explained the rationale for the preparation of the 2015 BED. DAR Central Office Supervising Agrarian Reform Program Officer (SUARPO) Ruel Limbo presented the DAR organizational performance indicator framework (OPIF) and organizational outcomes, while SUARPO Dennis Cruz provided inputs on the procurement and templates on the project procurement management plan and annual procurement plan.
The orientation cum workshop was attended by DAR regional directors and provincial officers and their corresponding division chiefs and technical staff from Regions 10 and Caraga.
Asst. Secretary Teofilo Inocencio of Field Operations Office, Director Susan Serrano of Agrarian Reform Capacity Development Service, Director Teresita Panlilio of Presidential Agrarian Reform Council Secretariat, Asst. Director Elena Cabañes of Bureau of Agrarian Reform Beneficiaries Development and other DAR central office technical staff also attended the workshop where they provided valuable assistance and guidance.
