Study on agri venture agreements conducted

Z Z WEB 20160226 REGL R10 CDO PINXCAGAYAN DE ORO—Officials of the Department of Agrarian Reform (DAR) recently underwent a two-day study on Agricultural Venture Agreements (AVA) to review contracts and arrangements and identify the good and bad experiences to serve as inputs for policy recommendations for the next administration.

The DAR commissioned a multidisciplinary study team of experts from the Food and Agriculture Organization (FAO) to conduct workshops and consultations to DAR officials and focal persons to find out whether the engagement of AVAs has safeguarded the rights of agrarian reform beneficiaries (ARBs).

DAR-10 hosted the study and briefing for the series of activities that were done in two days. In his welcome remarks, Regional Director Faisar Mambuay emphasized the importance of this study since AVA arrangements are common in Bukidnon.

Participants in the study was headed by Atty. Hector Soliman, the team leader and national expert on land tenure and property rights; Gomercindo Tumbali, national expert on juridical entities for ARBOs, cooperatives, and smallholder farmer organizations; Atty. Antonio Salvador, national expert on labor laws, dispute management and agribusiness contract management; and Anania Tagudin, head of the technical working group of the DAR Central Office Project Management Service.

Team leader Atty. Soliman said a series activities were conducted in January. First is the pre-consultation workshop for AVA study focal persons participated by regions 9 to 13, which focused on whether the engagement of AVAs has safeguarded the rights of the ARBs. Second was the focus group discussion (FGDs) participated by regions 10 and Caraga which focused on providing insights on the 18 years of AVA implementation.

Another FGD will also be held in Davao on February 9 to 11 to be participated by regions 9, 11, and 12. “A national workshop is also planned to make a presentation of the initial findings, which is hoped to be finalized by April,” Soliman said. (Ressan Nash N. Alonto/ERS)
