Cagayan de Oro - Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) is a project implemented by the Department of Agrarian Reform (DAR) that aims to improve the quality of life of agrarian reform beneficiaries (ARBs) and other small-scale farmers in agrarian reform communities (ARCs) as well as ARBs in non-ARCs through efficiently-run farm enterprises. It also puts primacy on ARB organizations (ARBOs) to improve farming efficiency and to bring about economies and other benefits of scale.
ARCCESS has five (5) components. These are (1) deployment of professional services to ARBOs to assist them in implementing their agri-based enterprise (agri-extension & business development); (2) provision of common service facilities (CSF) or farm equipment to ARBOs which they will use as their business asset; (3) strengthening access to credit and insurance facilities in partnership with the Land Bank of the Philippines (LBP), Department of Agriculture, Philippine Crop Insurance Commission (DA-PCIC) and private financing institutions, (4) provision of strategic farm to market roads (FMR) that will connect the markets to the ARBO location, and (5) land tenure improvement assistance to ARBOs with pending “2nd generation cases”.
As of March 2014, a total of nineteen (19) common service facilities (CSFs) were already delivered to the lead ARBOs.
In the municipality of Alubijid, 1 unit of cassava granulator was delivered to Centro Sampatulog Farmers Consumers Coop on April 15, 2013.
One unit of cassava granulator was delivered to Kabangasan Mapua Agrarian Reform Multipurpose Coop on May 24, 2013 in the municipality of Balingoan.
In barangay Taglimao, Cagayan de Oro, 2 units of corn shellers were delivered to Taglimao Farmers Multipurpose Coop on June 04, 2013 which also covers barangays Pagalungan and Tagpangi.
On June 4 and 7, 2013, 2 units of corn shellers were delivered to Indahag Agrarian Reform Community Multipurpose Coop in barangay Indahag, Cagayan de Oro.
While in barangay Lapad, Laguindingan, 1 unit of corn sheller was delivered to Lapad Agrarian Reform Farmers’ Cooperative on June 11, 2013.
LANAO DEL NORTE
In the municipalities of Kapatagan, Sapad and Lala, 1 unit of combined harvester and 1 unit of flatbed dryer were delivered to Rebe Multipurpose Cooperative on May 30, 2013.
While in the municipality of Tubod, 1 unit of corn sheller was delivered to Palao Farmers Multipurpose Coop on June 11, 2013
In the municipality of Tudela, 1 unit of cassava granulator was delivered to COSIBA ARC MPC on May 27, 2013.
Then in the municipality of Plaridel, barangay Mamangka Daku, 1 unit of combined rice harvester was delivered on May 29, 2013 and 1 flatbed dryer was delivered on September 19, 2013 to their Mamanga Daku Agrarian Reform Community Coop.
One (1) unit of cassava granulator was delivered on May 3, 2013 to Mabunga Imbatug Salimbalan District Multipurpose Coop in barangay Patpat/Salimbalan, Baungon.
In barangay Poblacion, Cabanglasan, 3 units of rice threshers were delivered on May 9, 2013. Also one (1) unit of 4 WD tractor, 35 hp w/ implements was delivered last July 22, 2013 and 1 unit of flatbed dryer was delivered on September 6, 2013 to Cabanglasan NetWorking Community Association.
In addition to the common service facilities delivered, market oriented agri-technology and agri-extension services are also being provided to the ARBOs.
Based on the identified sub-projects, the extension services are handled accordingly by Xavier Science Foundation, Sugar Regulatory Commission and National Dairy Authority through a Memorandum of Agreement with the DAR. (Faye Manit/ERS)
