ARISP III: Linking Communities in Region 10


CAGAYAN DE ORO - Agrarian Reform Infrastructure Support Project III (ARISP III) is a program of the Department of Agrarian Reform (DAR) that aims to eradicate poverty, improve and support agricultural economic status, help develop farmers’ agricultural product and initiate proper training for the agrarian reform communities (ARCs).

Japan International Cooperation Agency (JICA) helps fund the implementation of ARISP III together with the Government of the Philippines.

ARISP III has four major components: (1) physical infrastructure, (2), institutional development (3) agriculture and agribusiness development, (4) and project management

ARISP III’s overall project cost, effective April 15, 2008 until April 15, 2014 is PhP7.96B. Its mission is to provide support in certain needs of the ARCs such as concreting of roads, rural water supply, post-harvest facilities and improvement of livelihood which can help eradicate poverty.

As of March 31, 2014, DAR has already accomplished several projects under ARISP III which covers nine ARCs in different provinces namely: the Namlugsad ARC in the municipality of San Fernando and EKSP ARC in the municipality of Kitaotao, Bukidnon, the RAKIM ARC in the municipality of Sultan Naga Dimaporo and KALAMBUAN ARC in the municipality of Kolambugan, Lanao del Norte, the COSIBA ARC in the municipality of Tudela in Misamis Occidental, and the LST ARC in the municipality of Libertad, PALS ARC in the municipality of Laguindingan, KAMADA ARC in Balingoan and UPTA ARC in the municipality of Lugait, Misamis Oriental.


Implemented by the Department of Public Works and Highways, the ARISP III farm-to-market road project has already completed 82% of concrete roads that cover a total length of 53.42 km. in Region 10. The rehabilitation of Namnam Poblacion-Sitio Langasihan 4.20-km road in the municipality of San Fernando is worth PhP10.24 M and the rehabilitation of the 7.0 km Kitubo-Pagan FMR in the municipality of Kitaotao is worth PhP41.3 M. Both are located in the province of Bukidnon.

There are also two (2) FMRs constructed in Lanao del Norte namely: the 6.7-km Kulasihan-Palao road in the municipality of Kolambugan worth PhP28.77M and the improvement of the 2.2-km junction of national highway Poblacion-Sitio Langoyo-Ramain road in the municipality of Sultan Naga Dimaporo worth PhP10.3M.

In Misamis Occidental, the rehabilitation of the 6.10-km Maribojoc-Placer-Sinuza FMR in the municipality of Tudela which costs PhP12.54M has been completed.

In Misamis Oriental ARISP III has completed 5 projects namely: the 6.33-km junction of national highway Bauk-Bauk-Kabangahan-Mapua-Dahilig FMR in the municipality of Balingaon worth PhP41.2 M; the 1.93-km junction of provincial road involving barangays Aromahon and Sinai in the municipality of Laguindingan with spillway worth PhP11.15M; the 4.40-km Junction of provincial road Sitio Benigwayan-Purok 2 Lapad that traverses the municipalities of Alubijid and Laguindingan with 2 reinforced concrete box culvert worth PhP33.3 M; the rehabilitation of 5.50-km junction national highway Gimaylan-Tangcub in the municipality of Libertad worth Php18.1M, and the rehabilitation/improvement of 2.90-km Sto. Nino-Sitio Oguis in the municipality of Initao worth PhP16.18M road.

The construction of the 6.15 km. junction national highway Poblacion-Upper Talacogocon-Aya-aya in the municipality of Lugait, Misamis Oriental worth PhP35.2 M is currently ongoing.


ARISP III also includes the construction of irrigation systems in 3 ARCs in the provinces of Bukidnon, Lanao del Norte and Misamis Oriental with the National Irrigation Administration as the implementing agency.

There are three packages that await implementation for the 300-has Tigua CIP in Bukidnon which are the following: (1) Package I: construction of teruvian dam,main canal structure and access road costing PhP23.6 M (2) Package II: construction of canal and structures costing PhP28.5 M (3) Package III: construction of 300-has. of lateral canal and structures costing PhP13.6 M.

In Lanao del Norte, the construction of Maguindanao CIP has recently started which covers 60 has. that costs PhP19.8 M. Meanwhile , the 103-has. Kulasihan CIP that costs PhP25.75M has been bidded and awarded.

In Misamis Oriental, construction of KAMADA ARC CIP in the municipality of Balingoan worth PhP24.5 M and covers 100-has. has likewise been bidded and awarded.


In Misamis Occidental, the construction of 1 unit warehouse and solar dyer worth PhP4.5 M has been completed in COSIBA ARC in the municipality of Tudela.

While in Misamis Oriental, the construction of 1 unit warehouse and solar dryer in LST ARC, municipality of Libertad worth PhP3.5 M is on-going. (Ace Neri/TSC/ERS)
