news reg 2 pix 1 nov. 3 2016The Office of the Cabinet Secretary under the Duterte administration instructed the Department of Agrarian Reform (DAR) to conduct a two-day rural development summit at the Waterfront Insular Hotel in Davao City on November 3 and 4.

DAR Undersecretary Luis Pangulayan, head of the organizing committee of the rural development summit, said the agenda of the two-day summit is to come up with a list of priorities and recommendations on food security, land tenure improvement and environmental protection which would be submitted to the President for consideration in the drafting of the 2017-2022 Philippine Development Plan (PDP).

“This summit would push the rural sector’s agenda of developing programs and solutions to problems on food, land and environmental protection,” Pangulayan said.

The proponents of the rural development agenda are the DAR, the Department of Agriculture (DA) and the Department of Environment and Natural Resources (DENR), who, together with nongovernment organizations, and social development experts will attend the two-day summit.

Pangulayan said the DAR, DA and DENR would give updates, statuses of the programs, and plans on the first day of the workshop and presentation of the recommendations to Cabinet Secretary Leoncio Evasco on the second day.

The President’s order

 President Rodrigo Duterte has ordered the National Economic and Development Authority (NEDA) through Memorandum Circular No. 12 dated Oct. 24, to craft the country's development plan for his term and to ensure that marginalized sectors are consulted.

"All departments, offices and instrumentalities of the government, including government-owned or controlled corporations shall formulate their respective medium-term development plans and action programs," Duterte said in the order.

"All sectors of society, both public and private, shall be consulted to the fullest to obtain their opinions and positions on matters relayed to the plans," the president added.

The PDP shall contain development goals and objectives, strategic framework to attain its targets and a results matrix with indicators that can be monitored to assess its progress.

Line agencies and state-run firms have been directed to draw input from their regional offices and to make sure their plans are consistent with local needs.

The development plan will be forwarded to the NEDA Board and the Legislative Executive Development Advisory Council by January next year.

Ambisyon Natin 2040

Duterte said the plan should be anchored in the Ambisyon Natin 2040, the Agenda for Sustainable Development led by NEDA.

Launched in March, Ambisyon Natin 2040 was aimed at tripling the Filipinos’ per capita income to about $11,000 in 25 years’ time such that the country would become a high-income country in 2040 by implementing “right” policies as well as efficiency and productivity improvements.

A survey conducted early this year in line with the Ambisyon Natin 2040 visioning exercise showed that the majority of Filipinos aspire for a “simple and comfortable life,” which NEDA had said reflected a middle-class lifestyle—earning enough, educating all children until college, owning a car, owning a medium-sized house, finding time to relax with family and friends, owning a business, and being able to travel around the country.
