Mariano wants ‘all hands on deck’ in farmers’ installation  

news reg 1 pix 1 may 15 2017AGRARIAN Reform Secretary Rafael “Ka Paeng” Mariano wants “all hands on deck” as he sought Presidential intervention to ensure the smooth and trouble-free installation of members of the Madaum Agrarian Reform Beneficiaries Association Inc. (MARBAI) at a contested landholding in Tagum City, Davao del Norte.

In a memorandum addressed to President Duterte, Mariano asked the President to order the National Police and the Armed Forces to secure the life, limbs and property to all MARBAI members and to provide “direct support and assistance” to officials and staff of the Department of Agrarian Reform (DAR) when it executes the “Writ of Installation” addressed to the management of Lapanday Foods Inc. (LFI).

The DAR chief also requested that the PNP and the AFP be directed to provide round-the-clock security to all agrarian reform beneficiaries and relatives and other persons before, during and after the installation activities, 24/7 for 60 days, in addition to other security measures, such as:

1.    Clearing the San Isidro area in Barangay Madaum of booby traps;

2.    Disarming and clearing the same area of armed LFI guards;

3.    Removal of all foxholes and sniper areas;

4.    Establishment of mobile checkpoints in the same area;

5.    Conduct of police and military roving patrols 24/7 for 60 days after installation;

6.    Establishment of PNP sub-station and AFP temporary detachment in the same area 24/7 for 60 days after the installation.

Mariano also asked for another presidential order that would create an inter-agency task force where all heads of concerned implementing agencies of the Comprehensive Agrarian Reform Program (CARP) are directed to pitch in the installation activities.

Mariano said the inter-agency task force would be named “MARBAI Task Force.” Besides DAR, it will be comprised of the Department of Agriculture (DA), Department of Social Welfare and Development (DSWD), Commission on Human Rights (CHR), National Anti-Poverty Commission (NAPC), Department of Justice (DOJ), Department of the Interior and Local Government (DILG), the Department of Health (DOH), the Provincial Governor’s and City Mayor’s Offices.

In all activities that the task force would undertake, the PNP and the AFP are expected to provide security and other assistance to ensure the smooth and orderly conduct of tasks assigned to each task force member, Mariano said.

Under the memorandum, the inter-agency task force will map out a plan for the successful installation of MARBAI members and ensure their continued stay and engagement in productive agricultural activities in the contested area.

The task force shall also put up an Agrarian Reform Inter-Agency Center to serve as a one-stop shop for the beneficiaries. It will stay in the area for 60 days, during which it will look after the needs of farmer-beneficiaries before, during and after installation.

Among the immediate needs of farmer-beneficiaries include capacity-building program, farm inputs, health-related services and medicines and agrarian justice.
