Government gives P1.7 million for Davao del Sur town tillers

business mirrorTHE Department of Agrarian Reform (DAR) has recently released a P1.7-million budget for a proposed drainage-improvement project that it claims will benefit hundreds of farmers and residents in the municipality of Sulop, Davao del Sur.

The project would cover the rehabilitation of 1,092 meters of drainage linings through grouted riprapping. Each meter, hence, would have a budget of P1,556.78.

According to Provincial Agrarian Reform Officer Juancho Calud, the project aims to address the perennial flooding woes of people living in Barangay Poblacion, a low-lying area that serves as the catch basin of rainwater from Mckinley.

Calud said the area is frequently flooded during rainy seasons, which adversely affects agricultural production in the area.

Sulop Mayor Jimmy Sagarino, who accepted a check for the amount, said around 8,000 residents, 104 of which are agrarian-reform beneficiaries of Barangay Poblacion, will benefit from the flood-control project.

“Once the drainages are improved, flooding, especially along agrarian communities, will be minimized, if not averted. It will also minimize damages caused by these floods on houses and infrastructure. Most of all, farmers and residents will no longer be as afraid every time there is a precipitation,” Sagarino was quoted in the statement as saying.

According to the DAR, the project is being funded through the Grassroots Participatory Budgeting Process (GPBP).

Formerly known as “Bottoms-Up Budgeting,” the GPBP is described as a clone of the controversial Disbursement Acceleration Program by Party-list Rep. Terry Ridon of Kabataan.

The DAR is among the 13 participating government agencies in the implementation of the GPBP.

Over P20 billion has been allocated by the national government for various anti-poverty projects through the GPBP this year.
