OPEC-IDF funded projects boost productivity of agrarian reform communities

piaCOTABATO CITY, Oct. 9 (PIA) - The Department of Agrarian Reform in Maguindanao (DAR-Maguindanao) has lined-up a number of infrastructure projects coupled with technical assistance and trainings to help boost the productivity of agrarian reform communities (ARC) in the area.

According to Maguindanao Provincial Agrarian Reform Officer (PARO) Cabayan “Bing” Bacar these projects form part of government’s support services to beneficiaries of DAR’s Certificate of Land Ownership Award (CLOA) under the agrarian reform program.

Bacar disclosed that among these government support services include the construction of the 5,6km farm-to-market (FMR) concrete road in Matanog, Maguindanao to benefit farmers of Sitio Palidan ARC located in the boundary between the municipalities of Kapatagan, Lanao del Sur and Matanog to be completed in 270 calendar days.

With funding assistance of US$1M from the OPEC-International Development Fund (IDF), other projects include the 6km farm-to-market concrete road in Datu Paglas, 3km FRM in Kabuntalan, 2.9km FMR for the Alamada ARC in the municipality of Sultan Kudarat, another 3.4km FMR for Tinungkaan ARC in North Upi and construction of an irrigation canal in Barira.

The ongoing construction of the 6km project in Datu Paglas is scheduled to be turned over to the local government unit before the year ends, according to Bacar.

Under the agreement, an equity of 60 percent of the project cost is to be shouldered by the identified LGU partner and 40 percent to be financed by the OPEC-IDF, Bacar said.

“It’s a requirement for LGU to have a counterpart, otherwise we cannot engage with them. No counterpart, no project,” Bacar said.

However, Bacar said, considering that Matanog is a 4th class municipality, 40 percent of the LGU equity is shouldered by the national government through the National Assisance for Local Government Units or NALGU adding these projects are idientified by DAR as implementing agency in close coordination with local officials.
