ARSP is the first European Union co-financed technical cooperation project on agrarian reform issues in the Philippines. ARSP is fully within the context of the Comprehensive Agrarian Reform Law (CARL) of 1988 and thus, is part of the Comprehensive Agrarian reform Program (CARP).
ARSP Agrarian Reform Support Project
ARSP was implemented in Irosin Municipal ARC for the period of five years (1993-1998) and these are the support services availed by the community:


1.    Carriedo Level II Water System Rehabilitation Project (2.5 KM).
2.    Extension of Level II Water System in Liang, Irosin, Sorsogon (2.5 KM).
3.    Level I (Construction of Jetmatic Pump Water System) in Brgy. Tinampo and Monbon (2.5 LM)
4.    Construction of Multi-Purpose Building in Gabao, Irosin, Sorsogon with an area of 84 square meters.
5.    Solar Dryer in the Barangay of  Gabao, Tongdol, Bolos, and Macawayan with an area of 375 square meters    each.
6.    2.2 kilometers Gabao-Gulanggulang FMR Concreting.

Aside from that, various livelihood projects were provided to the farmers/farmer's cooperatives, these were the following:

1.    Tree Farming - Commercial Trees and Fruit Trees in the Barangays of Batang, Bolos, Gulang-gulang, Carriedo, Cogon, Liang,          
        Monbon, and Patag  - - 128 ARBs benefited.
2.    Shallow Tube Well in the Barangay of Gabao. - - 10 ARBs benefited.
3.    Papaya Production in the Barangay of Carriedo. - - 2 ARBs benefited.
4.    Hand Tractor in the Barangays of Bolos, Gulang-gulang, Gabao, and Macawayan. - - 76 ARBs benefited.
5.    Palay Thresher in the Barangays of Bolos and Gabao. - - 31 ARBs benefited.
6.    Abaca Rehabilitation in the Barangay of Patag. - - 12 ARBs benefited.
7.    Farm Implements - Harrow, Pick Muttock, Steel Plow, and Bull Cart in the Barangays of Liang, Macawayan and Patag. - - 18 ARBs
       benefited.
8.    Pili Processing in the Barangays of Batang and Patag. - - 18 ARBs benefited.
9.    Duck raising in the Barangay of Carriedo. - - 2 ARBs benefited.
10.    Upgraded Chicken in the Barangays of Macawayan and Patag. - - 26 ARBs benefited.
11.    Goat Raising in the barangays of Cogon, Monbon, Bolos and Macawayn. - - 86 ARBs benefited.
12.    Pre HF - Power Tiller (Chinese Type) in the barangay of Liang. - - 10 ARBs benefited.
13.    Soil Fertility Management - Soil Analysis in the Barangays of Batang, Bolos, Carriedo, Cogon, Gabao, Gulang-gulang, Liang,
        Macawayan, Monbon, Patag, and Tabon-tabon. - - 971 ARBs benefited.
14.    Native Chicken Raising in the Barangays of Carriedo, Gabao, Liang, Macawayan, Monbon, Patag, and Cogon. - - 90 ARBs benefited.
15.    Salted egg Production in the Barangay of Carriedo. - - 3 ARBs benefited.
16.    Carabao Loan Acquisition Project in the Barangays of Batang, Bolos, Cogon, Gabao, Gulang-gulang, Liang, Macawayan, Monbon,
        Patag, and Tongdol. - - 71 ARBs benefited.
17.    Coffee Production and Rejuvenation in the Barangays of Bolos, Cogon, and Monbon. - - 41 ARBs benefited.

There were also Credit assistance provided to the ARC. These were:

1.    Palay Prduction Loan in the Barangays of Carriedo, Gabao, and Tongdol. - - 36 ARBs benefited.
2.    Seedbank in Barangay of Gabao. - - 43 ARBs benefited.
