LTI or Land Tenure Improvement is the program of CARP which is concerned about the distribution of landholdings to the qualified landless farmers as stated in RA 6657 and RA 9700.
DAR's Operation Division leads in performing these tasks along with the DAR Municipal Offices.
Under this program, these are the following activities:
LAD (Land Acquistion and Distribution) - this is the activity under the LTI wherein the process of acquisition of land and its
distribution to the farmers is made. There are 3 modes of acquisition for distribution under CARP, these are the following:
OLT (Operation Land Transfer) is governed by PD 27 and has been in operation since 1972. It follows a different set of
procedures, particularly in land valuation. It is done through the mandate of the law whether or not the landowner
disagrees to part with his property.
CA (Compulsory Acquistion) - follows the schedule of CARP implementation based on the area of the landowner's
landholdings. It is also done through the mandate of the law whether or not the landowner disagrees to part
with his property.
VOS (Voluntary Offer to Sell) - is a scheme wherein landowners come forward and voluntarily offer their agricultu-
ral lands for coverage.
Leasehold - not all activities under LTI are land acquisition and distribution because there are also landholdings which are tenanted but not covered by CARP. Thus, these are placed under the leasehold system to protect and improve the tenurial and economic status of tenant-tiller in agricultural lands within the retained areas and in area not yet covered by CARP.
Other Activties. There are also other activities under LTI which are LAD or Non-LAD
such as:
Land Survey - surveying of land.
Occular Inspection - occular inspection of subject landholding by DAR, LBP
representative, and BARC Chairperson.
Transfer Action - the transfer of land title from deceased ARB to an heir or
from a waiver to the waivee.
Deed of Partition - the process of subdividing a collective CLOA to generate
an individual title.
