It should not come as a surprise to critics of the administration as to why President Rodrigo Duterte, and even his daughter and Davao City Mayor Sara Duterte-Carpio, continues to enjoy high numbers in public surveys.
This was the pronouncement of the Duterte’s chief legal counsel, Secretary Salvador Panelo, on Saturday, pointing to the various accomplishments of different government agencies since becoming the Chief Executive.
Among the most recent ones, Panelo cited were the newly rehabilitated Kalibo International Airport (KIA) in Aklan spearheaded by the Department of Transportation (DoTr), the roll out of the Philippine ID Sytem (PhilSys), the continuing hand out of Certificates of Land Ownership Award (CLOA) to beneficiaries under the Department of Agrarian Reform (DAR), and the repatriation of overseas Filipino workers (OFW) affected by the coronavirus pandemic under the Department of Labor and Employment (DoLE).
“You wonder why the trust and public ratings of the President remain high. This is why. He really has accomplished so much as president of the country,” Panelo said in his digital show “Counterpoint” on Saturday.
The expanded and improved Passenger Terminal Building of the KIA was inaugurated just last Friday, 4 June, led by DoTr Secretary Arthur Tugade together with Civil Aviation Authority of the Philippines Director General Capt. Jim Sydiongco.
Said facility now has the capacity to handle 406 passengers from the previous 344-passenger volume, while the Domestic Passenger Terminal Building has a total of 400-passenger capacity.
The PhilSys project of the Philippine Statistics Authority meanwhile, has paved the way for 2,481,788 unbanked Filipinos to attain financial inclusivity in partnership with state-owned Landbank of the Philippines.
According to an earlier PSA report, 82 percent of the initial 10.52 Filipinos who have registered for PhilSys do not have formal bank accounts.
Through PhilSys, registrants will be issued their Agent Banking Cards from LandBank for free and without initial deposit and allow them to withdraw at Mastercard-accepting automated teller machines, perform cashless transactions, and shop online.
Beneficiaries of the government’s Pantawid Pamilyang Pilipino Program can also withdraw their cash grants through the bank’s agent partners.
As for the granting of land ownership to poor Filipinos, Panelo shared that DAR Secretary John Castriciones has ordered the immediate release of the still pending 95,546 CLOA to their rightful recipients.
“Secretary Castriciones is really bent on cleaning up the vaults storing land titles yet to be handed out. Exempted are the land titles already scheduled for distribution,” stated the Palace official, adding that said directive was given by the DAR chief in a recent meeting with all of the agency’s 15 regional directors.
“They (beneficiaries) have been waiting for years and years to get their certificate of land ownership award. As a matter of fact, many of them have gotten old and sickly because of the long wait,” he added.
Meanwhile, more than 500,000 OFW hit by the pandemic have been repatriated by the DoLE while around 130,000 are still awaiting to be sent back to the country.
“These are all for free and at the government’s expense. Free airfare, free swab test, free quarantine. These are what critics overlook,” Panelo said.
“This is why the President has high ratings — trust and popularity rating. It’s because of his genuine service,” he added.
Such is Duterte’s impact on Filipinos and his accomplishment which is why, according to Panelo, there is a clamor for him to run for the vice-presidency in next year’s polls.
The President’s popularity has also rubbed off on his daughter reason why not a few influential individuals and groups have called for the Davao City mayor to gun for the highest elected post in the land for the continuity of her father’s programs.
