DAR turns over P3.8 M farm machines, productivity assistance to CamSur farmers

LIBMANAN, Camarines Sur-- The Department of Agrarian Reform (DAR) recently turned over P 3.8 million worth of farm machinery and equipment to three (3) agrarian reform beneficiaries’ organizations (ARBOs) in this province to help them improve production and income generation.

“These farm implements will service more than 300 farmers here. And because the machines are mechanized, it would make farming activities easier and faster. It will also greatly improve farmers’ yield and increase their income especially in these hard times of the pandemic,” Agrarian Secretary John Castriciones said.

The DAR turned over a 4-wheeled drive, 3.5 horsepower tractor each to the Malinao Farmers Association and the San Vicente Libmanan Farmers Irrigators Association, while the Conception-Umalo Farmers’ Cooperative received a 60-horsepower harvester.

Castriciones said that the department, through its Support Services Office (SSO), gives out machinery under the PaSSOver: ARBOld Move to Heal as One Deliverance of our Farmers from the COVID-19 Pandemic.

“This project intends to provide immediate and essential support services to men and women agrarian reform beneficiaries (ARBs) to mitigate the impact of the pandemic and to address the demands affecting the agricultural sector," Castriciones said.

“But most of all, we are here because we want to give hope to our farmers. That even in these difficult times, we are ready to extend help to the best of our ability,” the Secretary said.

Assisting the Secretary in the distribution was DAR SSO Undersecretary Emily Padilla who said that the ARBOld Move project in Camarines Sur started with the distribution of Identification Cards to ARBs. The IDs were given to ARBs to facilitate their access to the government's social amelioration programs (SAPs).

“We also assisted the ARBOs in the distribution and delivery of agricultural commodities by issuing quarantine accreditation passes so they could pass through checkpoints easily, especially in critical areas under ECQ," Padilla said.

Relief packs were also given to 2,039 ARBs. The packages contained rice, canned goods, instant noodles, vitamins, bath soaps and washable face masks.

The project also extended its support to five women ARBs who each received an egg-laying machine set worth P 15,000 each.

“We gave this egg-laying business to these women to ensure that they have food on their tables and products to sell,” Padilla said.

Padilla said the five women ARBs were given priority after they have been identified as having special circumstances, either as single parents, widows, senior citizens, head of households, persons with disabilities, or belonging to a group of indigenous peoples, who undertake farming activities but lost their source of income because of the ECQ.

Currently, the DAR in Camarines Sur is working on the provision of farm productivity assistance package to be given to 847 ARBs whose primary crops are corn and vegetables.

“The farmers will be provided with farm inputs such as seedlings, fertilizers, pesticides, and farm tools to enable them to resume planting crops for continuous food supply on their tables as well as for public consumption,” Padilla said.

“In these times of the pandemic, we want the farmers to enrich their farms by helping them produce more. We want them to earn from farming for their families and for the country’s food security,” Padilla said.

The ARBold Move project is a response of the DAR to Republic Act No. 11469 or the Bayanihan to Heal as One Act, wherein President Rodrigo Roa Duterte directed all government agencies to provide, protect, and promote the welfare of the people during the COVID-19 pandemic.

LIBMANAN, Camarines Sur—Nagkaloob kamakailan ang Department of Agrarian Reform (DAR) ng mga makinaryang pangsaka na nagkakahalaga ng P3.8 milyon sa tatlong agrarian reform beneficiaries organizations (ARBOs) upang mapabuti ang kanilang produksyon at madagdagan ang kanilang kinikita.

“Ang mga makinaryang ito ay makatutulong sa mahigit na 300 magsasaka dito. At dahil ang mga ito ay gawa sa makina, mapadadali nito at mas mapapabilis ang pagsasaka. Mas mapapabuti rin nito ang kanilang ani at kita, lalo na ngayong taghirap dahil sa pandemya” sabi ni DAR Secretary John Castriciones.

Nagkaloob ang DAR nag tig-isang 4-wheeler drive, 3.5 horsepower na traktora sa Malinao Farmers Association at sa San Vicente Libmanan Farmers Irrigators Association, samantalang tumanggap naman ang Conception-Umalo Farmers’ Cooperative ng isang 60-horsepower harvester.

Sinabi ni Castriciones na ang kagawaran, sa pamamagitan ng Support Services Office (SSO) ay nagkaloob ng mga makinarya sa ilalim ng proyektong PaSSOver: ARBOld Move to Heal as One Deliverance of our Farmers from COVID-19 Pandemic.

"Layon ng proyektong ito na magbigay ng agarang tulong at mahahalagang serbisyo sa mga kalalakihan at kababaihang agrarian reform beneficiaries (ARBs) upang maibsan ang hirap na dulot ng pandemya sanhi ng Covid-19 at upang matugunan ang mga pangangailangan ng sektor ng agrikultura,” sabi ni Castriciones.

“Higit sa lahat, nandito kami dahil nais naming bigyan ng pag-asa ang mga magsasaka, na kahit sa gitna ng kahirapan na dulot ng pandemya, kami ay handing tumulong sa abot ng aming makakaya,” dagdag pa ni Castriciones.

Kasama ni Castriciones sa pagkakaloob ng mga ayuda ay si SSO Undersecretary Emily Padilla. Sinabi ni Padilla na nagsimula ang ARBOld Move project sa Camarines Sur sa pamamahagi ng Identification Cards sa mga ARBs. Ito ay ipinamigay upang sila ay mabilis na makatanggap ng mga benepisyo mula sa social amelioration programs (SAPs) ng pamahalaan.

“Tinulungan din namin ang mga ARBOs sa pamamahagi at paghahatid ng mga produktong agraryo sa pamamagitan ng pag-iisyu ng quarantine accreditation passes upang mabilis silang makadaan sa mga checkpoints at makapag-hatid ng kanilang mga produkto lalo na sa mga kritikal na lugar na apektado ng ECQ,” sabi ni Padilla.

Nagbigay din ang kagawaran ng mga relief packs sa 2,039 ARBs. Ito ay naglalaman ng bigas, mga de latang pagkain, instant noodles, vitamins at washable face masks.

Nagkaloob din ang ARBOld Move project ng tulong sa limang kababaihang ARBs na egg-laying machine na nagkakahalaga ng P15,000 bawat isa.

“Ibingay namin ang negosyong ito upang masiguro na sila ay may maiapapakain sa pamilya at may maibebenta rin,” sabi ni Padilla.

Sinabi ni Padilla na ang limang kababaihan ay binigyang prayoridad matapos na sila ay may matukoy na kabilang sa may espesyal na kalagayan tulad ng pagiging solong magulang, biyuda, matatanda, may kapansanan, at miyembro ng mga katutubo, na mga nagsasaka nguni’t nabawasan ang pinagkukunan ng kanilang kita sanhi ng ECQ.

Sa kasalukuyan, and DAR-Camarines Sur ay naghahanda upang mabigyan ng tulong produksyon ang 847 ARBs na ang pangunahing pananim ay mais at gulay.

Ang mga ARBs ay bibigyan rin ng mga gamit sa pagsasaka gaya ng binhi, pataba at pestisidyo upang sila ay tuloy-tuloy na makapagtanim at upang maseguro na sila ay may makakain at kikitain para sa kani-kanilang mga pamilya.

“Sa gitna ng pandemyang ito, nais naming mapagyaman ng mga magsasaka ang kanilang mga lupa sa pamamagitan ng mga tulong produksyon na ito. Nais naming sila ay kumita di lamang para sa kanilang pamilya kundi para na rin maseguro ang supply ng pagkain ng bansa,” sabi ni Padilla.

Ang proyektong ARBold Move ay binuo bilang sagot sa Bayanihan to Heal as One Act o Republic Act 11469, kung saan iniutos ni Pangulong Rodrigo Duterte sa mga sangay ng pamahalaan ang malawakang pagbibigay ng tulong at serbisyo, proteksyon at pagsulong sa kapakanan ng mga tao sa panahong ito ng pandemya.
