CamSur farmers receive hope through land titles despite pandemic

LIBMANAN, Camarines Sur—A total of 260 agrarian reform beneficiaries (ARBs) received hope for a better life, as the Department of Agrarian Reform (DAR) awarded to them Certificates of Land Ownership Award (CLOAs) last June 24, 2020, amidst the crisis of facing the COVID-19 pandemic.

DAR Secretary John Castiriciones who led the CLOA Distribution said the issuance of titles, covering 394 hectares, located in barangays Tarum, Ibid, and Cuyapi, Libmanan, manifest the government’s recognition of the role of farmers as the “new heroes” of the country.

“The agrarian reform beneficiaries (ARBs) are the new heroes during this time of pandemic. Without them, there can be no food on our tables. And since no vaccine has been discovered yet against the COVID-19 virus, our farmers and ARBs literally became our savior,” Castriciones said.

During the event, Castriciones and Support Services Office Undersecretary Emily Padilla also led the distribution of farm inputs to more than 300 beneficiaries, consisting of seedlings, fertilizers, pesticides, and farm tools.

“You need to enrich the land that was awarded to you by the government. These lands were given to you not just for the benefit of your family. Every square meter of that land were provided to you so you could earn from it and uplift your lives. And if you do well, your families will prosper, and eventually, families who become successful, could help the country to become prosperous also,” Padilla said.

The farm implements distributed to farmers.

The event was graced by officials of the province led by Congressman Luis Raymund Villafuerte who signified his support to his constituents by assuring them that he would implement programs and activities to make their lives better.

“We are your allies in helping you move forward to a better life. I will be closely working with the DAR to provide them with assistance to help you achieve this goal,” said Congressman Villafuerte.

Presidential Anti-Corruption Commission (PACC) Commissioner Greco Antonious Beda Belgica reminded the farmers of the importance of finally owning the land they till.

“Please do not sell the lands awarded to you by DAR. It is a legacy that your family will live on through the years. The money will run out, but your land will forever be yours,” said Belgica.

LIBMANAN, Camarines Sur—May kabuuang 260 agrarian reform beneficiaries (ARBs) ang nagkaroon ng pag-asang magkaroon ng mabuting pamumuhay dahil sa pagkakaloob ng Department of Agrarian Reform (DAR) noong Hunyo 24, 2020 ng Certificates of Land Ownership Award (CLOAs).

Sinabi ni DAR Secretary John Castiriciones, na namuno sa pagkakaloob ng titulo ng lupa, na ang pag-iisyu ng mga CLOA, na sumasaklaw sa 394 ektarya at matatagpuan sa barangay Tarum, Ibid, at Cuyapi, Libmanan, ay nagpapahayag na kinikilala ng pamahalaan ang papel ng mga magsasaka bilang mga "bagong bayani" ng bansa.

"Ang mga agrarian reform beneficiaries (ARBs) ang mga bagong bayani sa panahong ito ng pandemya . Kung wala sila, walang pagkain sa ating mga hapag-kainan. At dahil hindi pa natutuklasan ang bakuna laban sa COVID-19 virus, ang ating mga magsasaka at mga ARBs ay literal na naging tagapagligtas natin," ani Castriciones.

Sa naturang okasyon, pinangunahan din nina Castriciones at Support Services Office Undersecretary Emily Padilla ang pamamahagi ng mga kagamitang pangsaka, gaya ng mga punla, pataba, pestisidyo sa mahigit na 300 ARBs.

"Ang lupa na ibinigay sa inyo ng pamahalaan ay kailangan ninyong pagyamanin. Hindi po yan ibinigay sa inyo para lang sa inyong pamilya. Ang bawat metro-kuadrado ng lupa ay ipinagkaloob sa inyo upang kayo ay kumita at maging maunlad ang inyong pamumuhay. At kapag naging maayos ang inyong pamumuhay, ang inyong pamilya ay magiging maunlad. Ang pagkakaroon ng maunlad na pamilya ay tutulong upang ang ating bayan ay maging maunlad din," ani Padilla.

Ang kaganapan ay dinaluhan ng mga opisyales ng lalawigan na pinamunuan ni Congressman Luis Raymund Villafuerte na nagpahayag ng kanyang suporta sa kanyang mga nasasakupan sa pamamagitan aniya ng pagpapatupad ng mga programa at gawain upang mapabuti ang kanilang pamumuhay.

"Kami sa pamahalaan ang inyong mga kaalyado sa pagtulong sa inyo upang mapabuti ang inyong pamumuhay. Ako ay makikipagtulungan sa DAR upang bigyan sila ng suporta at upang matulungan kayong makamit ang mithiing ito,”ani Congressman Villafuerte.

Nagpaalala naman si Presidential Anti-Corruption Commission (PACC) Commissioner Greco Antonious Beda Belgica sa mga magsasaka ng kahalagahan ng pagkakaroon ng sariling lupa.

“Huwag po ninyiong ibebenta ang lupang ipinagkaloob sa inyo ng DAR. Iyan ay isang pamanang bubuhay sa inyong pamilya at mananatili sa mga susunod pang mga taon. Ang pera ay nauubos, ngunit ang lupa ay panghabang buhay na magigiging pagmamay-ari ng inyong pamilya,” sabi ni Belgica.
