Lower House approves 2021 DAR budget

The House of Representatives has approved the proposed P8.8-billion budget of the Department of Agrarian Reform (DAR) for the fiscal year 2021 during the plenary deliberations held 14 October 2020.

Congressman Teodorico Haresco, Jr. sponsored the DAR 2021 budget and answered all the queries during the interpellations.

Interpellators were Bayan Muna Representative Eufemia Cullamat, Lanao Del Norte 1st District Representative Mohamad Khalid Dimaporo, Magsasaka party-list Rep. Argel Cabatbat, Gabriela Representative Arlene Brosas, Mindanao Rep. Aminnihilda Sangcopan, and Sagip party-list Rep. Rodante Marcoleta.

DAR’s proposed P8.8-billion budget for 2021 is around 7% lower than its current budget for 2020 worth P9.135 billion.

In previous hearings, lawmakers have asked for an additional P5 billion increase in the budget for the implementation of DAR’s “mega farms” project. Magsasaka party-list Rep. Argel Cabatbat reiterated his support for this endeavor wherein around 50 hectares of contiguous land will be developed into specialized crops production areas. The committee on appropriations will have to convene before the increase in budget will be approved.

Earlier, DAR Secretary John Castriciones justified the proposed budget saying the bulk of the funds will be used for implementing individual land titling towards land tenure security.

"It is not mandatory that all collective CLOAs (certificates of land ownership award) will be subjected to this. We would like to empower farmers so that they can have a title of their own," Secretary John Castriciones said, noting that the land titles will allow farmers to use these as collaterals to apply for loans. Such land titles can also be a source of state revenues via taxes.

DAR has distributed 168,238 hectares of farmland to agrarian reform beneficiaries from July 2016 until June 2020. As of January, the agency still has a balance of some 523,092 has. of land for acquisition and distribution.

The proposed 2021 budget will be allotted to various program components of the Comprehensive Agrarian Reform Program (CARP), such as Land Tenure Services, Agrarian Justice Delivery, Agrarian Reform Beneficiaries Development Services, Operations, and the rest are allotted to General Administration and Support to Operations.

Castriciones also said efforts are intensified to deliver timely support services to agrarian reform beneficiaries to ensure that the farmlands awarded to them would be utilized to their maximum potential and make rural communities become vibrant and self-reliant.

Inaprubahan ng House of Representatives ang panukalang P8.8-bilyong badyet ng Department of Agrarian Reform (DAR) para sa taong 2021, sa ginanap na deliberasyon sa plenaryo 14 Oktubre 2020.

Itinaguyod ni Kongresista Teodorico Haresco, Jr. ang 2021 badyet ng DAR at sinagot ang lahat ng mga katanungan sa interpelasyon sa plenaryo.

Ang iminungkahing P8.8-bilyong badyet ng DAR para sa 2021 ay mas mababa sa 7% kaysa sa kasalukuyang badyet nito para sa 2020 na nagkakahalaga ng P9.135 bilyon.

Sa mga nakaraang pagdinig, humiling ang mga mambabatas ng karagdagang P5 bilyong pagtaas sa badyet para sa pagpapatupad ng proyekto ng DAR sa “mega farms”. Muling binigyang diin ni Rep. Argel Cabatbat ng Magsasaka Party-List ang kanyang suporta para sa proyektong ito kung saan ang pinagsama-samang 50 ektaya ng lupa ay bubuuin upang maging lugar para sa maramihang produksyon ng mga pananim. Ang committee on appropriations ay kailangang magtipong muli bago maaprubahan ang karagdagang badyet.

Ang programang mega farms ay naglalayong makamit ang sariling kakayahan o seguridad para sa bansa at makamit ang isang matatag na daloy ng kita para sa mga magsasaka sa pamamagitan ng pagkaaloob ng mga suportang serbisyo at makabagong teknolohiya sa mga organisadong mga magsasaka na sa loob ng isang kolektibong agraryong komunidad.

Nauna rito, binigyang katwiran ni DAR Secretary John Castriciones ang ipinanukalang badyet at kanyang sinasabi na ang karamihan sa pondo ay gagamitin para sa pagpapatupad ng indibidwal na pagpapatitulo ng lupa tungo sa seguridad sa pananatili ng lupa.

"Hindi sapilitan na lahat ng mga collective CLOAs (certificates of land ownership award) ay sasailalim dito. Nais naming bigyan ng kapangyarihan ang mga magsasaka upang magkaroon sila ng sarili nilang titulo,” sabi ni Kalihim John Castriciones.

“Ang mga titulong ito ay kanilang magagamit bilang kolateral sa pag-aaplay ng pautang at maaari ring mapagkunan ng kita ng estado sa pamamagitan ng buwis,” dagdag pa ni Castriciones.

Ang DAR ay namahagi ng 168,238 ektarya ng lupang sakahan sa mga magsasaka mula Hulyo 2016 hanggang Hunyo 2020. Ang ahensya ay mayroon pa ring balanse na humigit-kumulang na 523,092 ektarya ng lupa simula nuong Enero na kailangang sakupin at maipamahagi sa mga magsasaka.

Ang iminungkahing badyet na 2021 ay ilalaan sa iba't ibang mga bahagi ng programa ng Comprehensive Agrarian Reform Program (CARP), tulad ng Land Tenure Services, Agrarian Justice delivery, Agrarian Reform beneficiaries Development Services, Operations, at ang iba pa ay inilaan sa General Administration at Support to Operations.

Sinabi din ni Castriciones na pinapaigting ng DAR ang pagsisikap upang maihatid ang mga napapanahong support services sa mga agrarian reform beneficiaries upang matiyak na ang mga lupang na iginawad sa kanila ay kanilang mapagyaman at ang mga pamayanan sa kanayunan ay maging masigla at magkaroon ng sariling mapagkukunan ng kita.
