DAR conducts field validation of the status of CCLOAs under Project SPLIT

ECHAGUE, ISABELA – On 06 November 2020, Cagayan Valley Regional Director Samuel S. Solomero has directed the Officials and staff both from Provincial Office of Isabela and Regional Office to proceed to Bgy. Narra, Echague, Isabela to conduct field validation of the status of Collective Certificates of Land Ownership Award (CCLOAs) issued to agrarian reform beneficiaries (ARBs) by the Department of Agrarian Reform (DAR).

RD Solomero’s move is in accordance with Agrarian Reform Secretary John R. Castriciones issuance of Administrative Order No. 02, s. 2019 concerning the Guidelines and Procedures on the Parcelization of Landholdings with CCLOAs or known as “Support to Parcelization of Lands Individual Titling” (SPLIT).

In the past, many landholdings (LHs) were awarded to ARBs under a collective and unsubdivided form ownership. Pursuant to Sec. 25 of RA No. 6657 as amended by Sec. 10 of RA No. 9700, the DAR is mandated to immediately undertake the parcelization of CCLOAs over lands that are not collectively farmed or operated in an integrated manner. These CCLOAs are part of the land and distribution process, therefore DAR shall endeavor to parcelize them to stabilize ownership, tenureship and control of the lands awarded to the concerned ARBs.

With the mobilization made by DARPO Isabela led by OIC-PARPO II Engr. Eunomio Jr. Israel and MARO Echague headed by MARPO Mel Palomo, the ARBs who were issued with CCLOAs convened in Multi-purpose Gym in Narra, Echague, Isabela to participate in the preliminary and consultation meeting.

During the meeting, PARPO II Val Cristobal explained the validation process being undertaken by the Office. Included among the information gathered from the ARBs were: actual tillage, actual occupation, mode of occupation, current land use and copy of the Owner’s Duplicate Certificate of CLOA title.

“If these CCLOAs will be subdivided the ARBs will be more productive considering that they will have “sense of ownership” on the land,” Engr. Rustico R. Turingan, OIC-PARPO I/ARDO-Caretaker said.

“In this case, the support services of the Department can easily come in and progress will be felt,” Turingan added.

“SPLIT is realization of your dreams. You can now hold your individual titles. DENR will give full support in terms of technical,” Dindo T. Velasco, Land Management Officer III of Community Environment and Natural Resources (CENRO) stressed in his message.

Immediately after the preliminaries, the program continued with the consultation. Among the issues raised by the ARBs present were boundary disputes, overlapping and survey.

SPLIT project is financed by World Bank amounting to Php 24 Million covering 1.3 Million of CCLOAs. The Project will also be undertaken by three (3) national agencies namely: Department of Agrarian Reform, Department of Environment and Natural Resources (DENR) and Land Registration Authority (LRA), in response to President Rodrigo R. Duterte’s directive to divide collective parcel of lands and constitutional mandate of social justice for ARBs.
