DAR distributes land titles and relief packs to Cagayan and Isabela farmers

Faeldon and Amulung Municipal Mayor Elpidio Rendon led the distribution of CLOAs and relief packs in Barangay Cordova, Amulung, Cagayan.

Despite the danger posed by Covid-19 pandemic, the Department of Agrarian Reform (DAR) pursued its assistance to agrarian reform beneficiaries (ARBs) affected by typhoon Ulysses with the distribution of Certificate of Land Ownership Awards (CLOAs) and relief packs containing essential food and non-food items to the ARBs of Cagayan and Isabela on November 21-22, 2020.

DAR Secretary Brother John R. Castriciones represented by Bureau Agrarian Legal Assistance (BALA) Director Atty. Marjorie P. Ayson and Administrative Service Director Cupido Gerry Asuncion, Cagayan Valley Regional Director Samuel S. Solomero, and Cagayan Provincial Agrarian Reform Program Officer Engr. Arthur E. Faeldon led the distribution in the four towns of Cagayan and two towns in Isabela.

The DAR team distributed 47 CLOAs and 900 relief packs in the far-flung areas of towns of Enrile, Solana, Amulung at Alcala in Cagayan province and in San Pablo and Sto. Tomas in Isabela province.

The relief packs for the registered ARBs or those with ARB IDs contain DAR pail packages complete with essentials for their needs. Non-ARBs were also provided with basic food and non-food packages, while those who are present in the venue were given cooked meals and used clothing.

The relief operation is a DAR national office-initiated project for Region 2 and is made possible with the help of Secretary Brother John Castriciones, his Undersecretaries, Assistant Secretaries, Service and Bureau Directors, Regional Directors, and Provincial Agrarian Reform Officers. The project is an integral part of “Serbisyong DAR to Door” program of the agency called, “DAR to Door: Tulong-tulong sa Pagbangon.”

Land distribution, under Brother John Castriciones is marked by “Serbisyong DAR-to-Door” wherein the DAR officials take time to personally hand over CLOAs to selected farmer-beneficiaries, mostly aging or ailing farmers, who have long been waiting to receive their CLOAs from the DAR. This is usually done before the DAR officials proceed to a designated venue for the ceremonial CLOA distribution and turnover of the package of support services to ARB organizations (ARBOs).

“Ang pamamahagi po na ito ay kusang loob at mula sa puso para sa ating mga agrarian reform beneficiaries,” DAR-BALA Director Atty. Marjorie P. Ayson said.

Solana Vice Mayor Jojo Carag said “Nagagalak po kami at bumibisita kayo at nakikita ninyo ang actual na kalagayan namin dito, kayo na mismo ang magsasabi sa amin kung ano ng puede ninyo itulong.”

“Kung meron po tyansa na mabigyan ng long term solution. Yun pong problema ng mga kababayan natin, hindi naman po sila mahirap na mahirap, pero dahil sa kalamidad, humihirap ang buhay. Sana mabigyan sila ng livelihood program,” Carag added.

 

 

DAR namahagi ng tituto at relief packs sa mga agrarian reform beneficiaries’ ng Cagayan at Isabela

Sa kabila ng banta ng pandemyang Covid-19, puspusan pa rin ang isinagawang pamamahagi ng Department of Agrarian Reform (DAR) ng titulo at relief packs na naglalaman ng sari-saring pagkain at mahahalagang mga gamit sa mga agrarian reform beneficiaries na nasalanta ng bagyong Ulysses sa lalawigan ng Cagayan at Isabela nitong November 21-22, 2020.

Si DAR Secretary Brother John R. Castriciones ay kinatawan nina Bureau Agrarian Legal Assistance (BALA) Director Atty. Marjorie P. Ayson at Administrative Service Director Cupido Gerry Asuncion, Cagayan Valley Regional Director Samuel S. Solomero at Cagayan Provincial Agrarian Reform Program Officer Engr. Arthur E. Faeldon na namuno sa pamamahagi sa apat na bayan ng Cagayan at dalawang bayan sa Isabela.

Ang grupo ay namahagi ng 47 CLOAs at 900 relief packs sa malalayong bayan ng Enrile, Solana, Amulung at Alcala sa lalawigan ng Cagayan at sa San Pablo at Sto. Tomas sa lalawigan ng Isabela.

Ang relief packs para sa mga ARBs o mga magsasakang may ARB IDs ay naglalaman ng balde ng DAR na kumpleto sa kanilang mga pangunahing pangangailangan. Samantalang ang mga non-ARBs ay napagkalooban din ng paketeng naglalaman ng pagkain at iba’t-ibang gamit. Ang lahat ng mga lumahok sa okasyon ng pamamahagi ay binigyan din ng lutong pagkain at mga donasyong damit.

Ang relief operations ay proyekto na pinangunahan ng DAR central office para sa Rehiyon 2 at naging possible dahil sa tulong ni Kalihim Brother John Castriciones, ang kanyang mga Underecretaries, Assistant Secretaries, Service at Bureau Directors, Regional Directors, at Provincial Agrarian Reform Program Officers. Ang proyekto ay bahagi ng programang “Serbisyong DAR to Door” ng ahensya na ngayon ay tinawag na “DAR to Door: Tulong-tulong sa Pagbangon.”

Ang pamamahagi ng lupa, sa ilalim ni Brother John Castriciones ay tinawag na "Serbisyong DAR-to-Door" kung saan ang mga opisyales ng DAR ay personal na mag-aabot ng mga CLOA sa mga piniling agrarian reform beneficiaries, na karamihan ay mga matatanda o may sakit na magsasaka, na matagal nang naghihintay na matanggap ang kanilang mga CLOA mula sa DAR. Ang ganitong aktibidad ay karaniwang ginagawa bago magpatuloy sa isang itinalagang lugar para sa seremonyal na pamamahagi ng CLOA at paglilipat o pamamahagi ng mga suportang serbisyo sa mga ARB organizations (ARBOs).
