The Enhanced Partnership Against Hunger and Poverty (EPAHP) program of the government, in partnership with the Department of Agrarian Reform (DAR) has introduced a lending program, as it intensifies its support for agrarian reform beneficiaries’ organizations (ARBOs) and community-based organizations involved in EPAHP.

EPAHP, through the Land Bank of the Philippines (LBP), has provided a P2 billion budget for the program. It offers a loanable amount of up to 80 percent of the awarded contract price for goods that will be delivered by the ARBOs to a contracting government agency. Each credit facility has a short-term loan line with a five percent interest rate per annum. The EPAHP lending program is available now up to December 21, 2022.

DAR Undersecretary for support services office Emily O. Padilla said, Secretary Brother John Castriciones gave the order to start rolling out the lending program nationwide.

“As we seek to reach more farmers nationwide, we are heavily focusing on making loans accessible. The program is aggressively strengthening its goals to provide more individual borrowers with direct access to credit especially in this time of the pandemic,” Padilla said.

Padilla said a memorandum has been cascaded to all DAR offices nationwide ordering all implementers to introduce the program and orient the ARBOs under the EPAHP program with the features and details of the lending program.

In October last year, the Land Bank of the Philippines approved a P2-billion lending program that would be available to farmers who are under this marketing agreement.

“The EPAHP lending program is in support of the government’s efforts to reduce the incidence of hunger and poverty in the country. It aims to provide credit assistance to qualified community-based organizations in support of the government’s effort to address hunger, food and nutrition security, and poverty,” Padilla said.

The lending program of EPAHP will channel financing support to the sector through partner conduits such as farmers and fishers’ cooperatives, irrigators’ associations, and countryside financial institutions.

“The purpose of this loan is to finance purchase orders and/or contract receivables from government agencies for the provision of needed food items required in various government programs,” Padilla said.

Ang EPAHP, sa pamamagitan ng Land Bank of the Philippines (LBP) ay nagkaloob ng P2 bilyong pondo sa nasabing programa. Nag-aalok ito ng isang loanable amount na hanggang 80 porsyento ng iginawad na presyo ng kontrata para sa mga kalakal na ihahatid ng mga ARBOs sa mga ahensya ng pamahalaan. Ang bawat pasilidad sa kredito ay may panandaliang linya ng pautang o short-term loan line na may limang porsyentong interes kada taon. Ang programang pagpapautang sa EPAHP ay makakamit ngayon hanggang Disyembre 21, 2022.

Ayon kay DAR Undersecretary ng support services office na si Emily O. Padilla, nagbigay na ng direktiba si Secretary Brother John Castriciones na simulant ang implementasyon ng pautang na ito sa buong bansa.

"Habang hinahangad naming maabot ang mas maraming mga magsasaka sa buong bansa, ginagawa namin ang lahat para mas mapakinabangan ng nakararami ang programang ito. Pinalalakas namin ang layunin nitong maka-utang ang mga magsasaka ng mas madali at mabilis lalo na sa panahong ito ng pandemya," sabi ni Padilla.

Sinabi ni Padilla na isang memorandum ang ipinadala sa lahat ng mga tanggapan ng DAR sa buong bansa na nag-uutos sa lahat ng mga tagapagpatupad na ipakilala ang programa at ipaliwanag sa mga ARBO ang mga detalye ng programang pautang ng EPAHP.

Noong Oktubre ng nakaraang taon, inaprubahan na ng Land Bank of the Philippines ang P2-bilyong pondo para sa programa sa pautang na magagamit ng mga magsasaka sa ilalim ng programang EPAHP.

"Ang programang pautang ng EPAHP ay sumusuporta sa pagsisikap ng gobyerno na bawasan ang insidente ng gutom at kahirapan sa bansa. Nilalayon nitong magbigay ng tulong sa kredito sa mga kwalipikadong organisasyon sa mga komunidad bilang suporta sa pagsisikap ng pamahalaan na matugunan ang gutom, seguridad sa pagkain at nutrisyon, at kahirapan," ani Padilla.

Ang programa sa pagpapautang ng EPAHP ay magdadala ng suporta sa pamamagitan ng mga kooperatiba ng mga magsasaka at mangingisda, mga asosasyon ng mga patubig, at mga institusyong pampinansyal sa kanayunan.

"Ang layunin ng pautang na ito ay upang tustusan ang mga bibilhin o ang mga natanggap na kontrata mula sa mga ahensya ng pamahalaan upang makapagbigay o makapag-suplay ng mga pagkain na kinakailangan sa iba't ibang mga programa ng gobyerno," ani Padilla.
