55 farmer-beneficiaries in Isabela receive lands from DAR

To uplift the lives of landless farmers, the Department of Agrarian Reform (DAR) in the province of Isabela distributed 46 hectares of government-owned lands (GOLs) to 55 farmer-beneficiaries of the Comprehensive Agrarian Reform Program (CARP).

“We were able to distribute the public lands because of the issuance of Executive Order (EO) No. 75, Series of 2019, which directed the DAR to distribute idle public agricultural lands that can be covered under the CARP,” Israel said.

EO 75, Series of 2019, was signed by President Rodrigo Duterte in February 2019 to accelerate and ensure the immediate identification and segregation of all unclassified lands of public domain and all GOLs suitable for agrarian reform. DAR was named as the lead agency that will provide central direction and coordination for the implementation of the said executive order.

Israel divulged that since the distributed lands are GOLs, the agrarian reform beneficiaries (ARBs) who received them are not required to pay amortizations.

“All they need to do is to continuously cultivate and make the lands productive. The DAR is there to help the ARBs enrich their lands and improve their economic lives,” he said.

Israel also added that this endeavor is in consonance with the directive of DAR Secretary Brother John Castriciones, to fast track the distribution of agricultural lands under the leadership of Cagayan Valley Regional Director Samuel Solomero.

Also present during the distribution ceremony were City Mayor Bernard Faustino Dy, Vice-Mayor Leoncio A. Dalin Jr. all members of the Sangguniang Panlungsod, DAR personnel, Barangay officials of Sta. Maria and the ARBs.

Upang mapaunlad ang pamumuhay ng mga magsasakang walang lupain, nagkaloob ang Department of Agrarian Reform (DAR) sa lalawigan ng Isabela ng 46 na ektarya ng government-owned lands (GOLs) sa 55 farmer-beneficiaries ng Comprehensive Agrarian Reform Program (CARP).

Ayon kay Provincial Agrarian Reform Program Officer II (PARPO) Eunomio Jr. P. Israel, ang ahensya ay namigay ng may kabuuang 67 certificates of land ownership award (CLOAs) mula sa sakop na lupain ng Bureau of Soil and Water Management (BSWM) sa Sta. Maria, Cauayan City.

“Nakapamahagi kami ng mga pampublikong lupain sa bisa ng Executive Order (EO) No. 75, Series of 2019, kung saan inatasan nito ang DAR na ipamahagi ang mga nakatiwangwang na pampublikong lupain na maaaring masakop ng CARP,” ani Israel.

Ang EO 75, Series of 2019, ay nilagdaan ni Pangulong Rodrigo Duterte noong Pebrero 2019 upang mapabilis at maseguro ang agarang pagtukoy at segregasyon ng mga hindi pa nauuring mga pampublikong lupain at ng mga GOLs o lupang pag-aari ng pamahalaan na maaring isailalim sa agrarian reform. Ang DAR ang natukoy na pangunahing ahensiya na magbibigay ng pangkalahatang direksyon at koordinasyon sa pagpapatupad ng nasabing executive order.

Ayon kay Israel dahil sa ang mga ipinamigay na lupain ay GOLs, ang mga agrarian reform beneficiaries (ARBs) na tumanggap ng lupa ay hindi na kailangang magbayad ng amortisasyon.

“Ang kailangan lang nilang gawin ay gawing produktibo ang mga lupain. Ang DAR ay tutulong sa mga ARBs na mapagyaman ang mga lupa at paunlarin ang kanilang mga pamumuhay,” aniya.

Idinagdag pa ni Israel na ang aktibidad na naganap ay naaayon sa direktiba ni DAR Secretary Brother John Castriciones na pabilisin ang pamamahagi ng lupang agrikultural sa pamumuno ni Cagayan Regional Director Samuel Solomero.
