DAR Undersecretary Appointed to Highest CES Rank
Twelve (12) officials in the Executive Branch including the Department of Agrarian Reform (DAR) Undersecretary Luis Meinrado C. Pangulayan were recently appointed by President Rodrigo Roa Duterte to their respective Career Executive Service (CES) Ranks.
The President signed on 27 July 2021 the appointments to CES ranks of the 12 career officers, bringing the total to 22 CESO Rank appointments issued this year.
DAR Undersecretary Pangulayan who heads the Agrarian Legal Sector was given the highest rank of CES Officer 1. He applied for the CES position in 2018 and undertook all the preliminary examinations, immersion activities, and seminars prior to his attainment of the status of a CES Eligible (CESE) official. He garnered fifth place during the CES national written examinations in 2018.
The current batch of CES officers include 4 original appointments, 7 rank adjustments and 1 promotional appointment. The appointees came from seven (7) agencies, namely: Department of Agrarian Reform (DAR), Department of Budget and Management (DBM), Department of Education (DepEd), Department of Environment and Natural Resources (DENR), Department of Finance (DOF), Department of Health (DOH), and Department of Trade and Industry (DTI).

The CES adheres to a rank system where Career Officers who are appointed to a rank corresponding their positions, are conferred tenure to said third level posts.
