DAR holds national conference for PARCCOM Bicol and Visayas chairpersons

The Department of Agrarian Reform (DAR) held its national conference for the Bicol and Visayas chairpersons of Provincial Agrarian Reform Coordinating Committees (PARCCOM) to discuss with them the new developments and latest policy issuances on the Comprehensive Agrarian Reform Program (CARP) and discuss other matters involving the implementation of agrarian reform.

DAR Secretary Bernie Cruz, through a virtual message, said this conference plays a vital role in strengthening PARCCOM, which is one of the DAR’s instruments in successfully implementing agrarian reform in the countryside.

“The PARCCOM is the partner of the Presidential Agrarian Reform Council (PARC), the highest policy-making body of the CARP, at the provincial level. They are in charge of coordinating and monitoring the programs, activities and projects implemented at the field level,” Cruz said.

The national conference is an annual event spearheaded by the PARC Secretariat to strengthen the 76 PARCCOMs nationwide. This event, a combination of face-to-face and virtual approach, would run from November 24-26, 2021, held in Iloilo City.

Western Visayas Regional Director Shiela Enciso said this event would update PARCCOM chairpersons on the new policies and programs of the department and it would also serve as an avenue to address their issues and concerns in implementing CARP at the provincial level.

“There will be an open forum and sharing of PARCCOM’s best practices in resolving the problems they encountered in the past,” Enciso said.

PARC Secretariat OIC-Director Belle Estrada said that apart from discussing their accomplishment for the past year, they would also talk about their plan of action for the succeeding year.

“The PARCCOM should be updated on the latest developments so that their plan of actions would coincide on the latest programs such as House Bill No. 5507, instituting the 2nd phase of agrarian reform program, Project SPLIT(Support for Parcelization of Lands for Individual Titling), Barangay Agrarian Reform Committee (BARC) reorganization and strengthening, among others,” Estrada said.

The PARCCOM’s Mindanao group was held last November 9-11, 2021, in General Santos City, while the Luzon group will be held in Cavite City from December 1-3, 2021.

Nagsagawa ang Department of Agrarian Reform (DAR) ng national conference para sa mga chairperson ng Provincial Agrarian Reform Coordinating Committees (PARCCOM) ng Bicol at Visayas group upang bigyan sila ng update sa mga bagong development at latest policy issuances sa Comprehensive Agrarian Reform Program (CARP) at upang talakayin ang iba pang usapin sa pagpapatupad ng agrarian reform.

Sinabi ni DAR Secretary Bernie Cruz, sa pamamagitan ng virtual message, na ang conference na ito ay may mahalagang papel na ginagampanan upang palakasin ang PARCCOM, kung saan ito ay isa sa mga instrumento ng DAR upang matagumpay na ipatupad ang agrarian reform sa kanayunan.

“Ang PARCCOM ay ang kabalikat ng Presidential Agrarian Reform Council (PARC), ang pinakamataas na policy-making body ng CARP, sa provincial level. Sila ang namamahala sa koordinasyon at pag-monitor ng mga programa, aktibidad at proyekto na ipinatutupad sa field level,” ani Cruz.

Ang national conference ay taunang kaganapan na pinangungunahan ng PARC Secretariat upang palakasin ang 76 PARCCOMs sa bansa. Ang kaganapang ito, na kumbinasyon ng face-to-face at virtual approach, ay gaganapin mula Nobyembre 24-26, 2021, sa Iloilo City.

Ayon kay Western Visayas Regional Director Shiela Enciso ang conference ay magbibigay ng update sa mga PARCCOM chairperson tungkol sa mga bagong patakaran at programa ng ahensya at magsisilbi ring lugar upang mabigyang kasagutan ang mga isyu at alalahanin sa pagpapatupad ng CARP sa mga lalawigan.

“Magkakaroon din ng open forum at pagbabahagi ng mga sa kanilang PARCCOM best practices sa paglutas sa mga problemang kinaharap nila sa nakaraan,” ani Enciso.

Sinabi naman ni PARC Secretariat OIC-Director Isabelita Estrada na bukod sa tatalakaying nagawa nila sa nagdaang taon, pag-uusapan din ang kanilang mga plano sa susunod na taon.

“Kailangang ma-update ang PARCCOM sa mga latest development upang ang kanilang mga plano ay alinsunod sa mga bagong programa gaya ng House Bill No. 5507, na nagtataguyod sa 2nd phase ng agrarian reform program, Project SPLIT(Support for Parcelization of Lands for Individual Titling), reorganisasyon at pagpapalakas sa Barangay Agrarian Reform Committee (BARC), at iba pang programa,” ani Estrada.

Ang national conference ng PARCCOM ng Mindanao group ay ginanap noong Nobyembre 9-11, 2021, sa General Santos City, samantalang ang Luzon group ay gagawin naman sa Cavite City mula Disyembre 1-3, 2021.
