DAR chief signs CLOAs to transfer 346 hectares of MinSU to 220 Oriental Mindoro ARBs
Department of Agrarian Reform (DAR) Acting Secretary Bernie F. Cruz for the first time signed today, November 29, 2021, certificates of land ownership award (CLOAs) to jumpstart the distribution of titles to 220 identified agrarian reform beneficiaries (ARBs) comprising of 346 hectares of land out of the 700-hectare Mindoro State University (MinSU).
“The MinSU (formerly Mindoro State College of Agriculture and Technology (MinSCAT), located in barangay Alcate and Villa Cerveza, Victoria, Oriental Mindoro, was placed under the coverage of the Comprehensive Agrarian Reform Program (CARP), pursuant to Executive Order No. 75, series of 2019,” Cruz said.
He disclosed that there were issues during the coverage of the property under EO 75, which include among others, the claim of the National Commission on Indigenous Peoples (NCIP) of the 101 hectares as ancestral domain.
“During the online deliberation on June 30, 2020, the DAR Provincial Office proposed not to include the 101 hectares because of the issue with the NCIP,” Cruz said.
Cruz stressed that out of the 700 hectares, only 500 hectares was approved for coverage excluding the 99 hectares school campus and 101 hectares claimed by NCIP.
“MinSCAT President Levy Arago requested for revalidation of the property and the revalidation was approved by the DAR Central Office and Regional Office. During the last revalidation, the parties agreed to include the demonstration farm of the school in their retention area,” he said.
He said that after the last revalidation, an estimated area of 346 hectares will be covered by CARP out of the 700 hectares retention area.
Cruz said that the DAR Oriental Mindoro provincial office has generated two (2) collective CLOAs involving two (2) lots covered under EO 75 and the final retention of the MinSU.
“Transaction of the latest subdivision will then be annotated for easy evaluation of the Register of Deeds examiners, and upon approval of the survey plan, individual CLOAs will then be generated,” Cruz added.
Executive Order 75 was signed by President Rodrigo Duterte in 2019, which mandates the distribution of government-owned lands under the second phase of the agrarian reform program.
