[SPLIT News Alert] DAR distributes computerized land titles to Pangasinense farmers

Provincial Capitol of Lingayen, Pangasinan – The Department of Agrarian Reform (DAR) distributed, over the weekend, the first computerized individual land titles (c-titles) of Pangasinan through the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, the agency’s thrust in subdividing and determining the exact metes and bounds of the areas previously awarded via collective certificates of land ownership award (CCLOAs), which was covered under the Comprehensive Agrarian Reform Program.

The c-titles were awarded to 94 agrarian reform beneficiaries (ARBs) from the towns of Agno, Dasol, Bolinao, Mabini, Sual, Labrador, Alcala, Umingan, Rosales, Balungao, San Manuel, Pozzorrubio and Anda. The c-titles cover a total of 94.4 hectares of agricultural lands from various towns, which were previously awarded to the ARBs under the CCLOAs.

Foreign Assisted and Special Projects Office Undersecretary Virginia Orogo said this project of issuing individual land titles to farmers would encourage them to cultivate their lands more and double their agricultural productions.

“Now that you have your own titles, the DAR will focus on support services that will lead to a sustainable rural development. Let us work together and help each other so that we will attain the agricultural industrialization of our country,” she said.

The SPLIT project is being implemented in 78 provinces and in 15 regions. Since its implementation in the province last March 2021, up to March 31, 2022, DAR Pangasinan has validated landholdings for parcelization covering 9,093.25 hectares, benefitting 5,935 ARBs.

DAR Ilocos region Assistant Regional Director Maria Ana Francisco disclosed that since they are in close coordination with the Registry of Deeds and Land Registration Authority, the flow of issuing c-titles would be processed smoothly.

“This milestone is the first of many in Pangasinan, particularly in strengthening the land tenure security of our ARBs,” she said.

Meanwhile, Pangasinan Governor Amado Espino III advised the farmers to take good care of their lands as the provincial government would link arms with the DAR to make their farms productive.

“These lands are for your family and the next generation to come. Do not sell it because we have plans to enrich your lands and improve your livelihood,” Espino said.

DAR nagkaloob ng computerized land titles sa mga magsasakang Pangasinense

Kapitolyong Panlalawigan ng Lingayen, Pangasinan – Nagkaloob ang Department of Agrarian Reform (DAR), sa katapusan ng linggo, sa Pangasinan ng kauna-unahang computerized individual land titles (c-titles) sa lalawigang ito sa pamamagitan ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project, ang programa ng ahensiya na naghahati-hati at nagpaparsela sa mga lupang naipamahagi na sa pamamagitan ng collective certificates of land ownership award (CCLOA), na napasailalim sa Comprehensive Agrarian Reform Program.

Ang c-titles ay ipinagkaloob sa 94 agrarian reform beneficiaries (ARBs) mula sa mga bayan ng Agno, Dasol, Bolinao, Mabini, Sual, Labrador, Alcala, Umingan, Rosales, Balungao, San Manuel, Pozzorrubio at Anda. Ang c-titles ay may kabuuang 94.4 ektarya ng lupa mula sa iba’t ibang bayan, kung saan naipagkaloob na ito dati sa mga ARB sa ilalim ng CCLOA.

Ayon kay Foreign Assisted and Special Projects Office Undersecretary Virginia Orogo ang proyektong ito na naglalayong isyuhan ng mga indibidwal na land title ang mga magsasaka ay maghihikayat sa kanila na lalong linangin ang kanilang lupa upang dumoble ang kanilang mga produktong pang-agrikultura.

“Ngayong nasa inyo na ang inyong titulo, ang DAR ay tututok sa mga suportang serbisyo na magdadala sa isang napapanatiling pag-unlad sa kanayunan. Sama-sama tayong magtrabaho at magtulungan upang makamit natin ang agricultural industrialization ng ating bansa,” aniya.

Ang SPLIT project ay ipinatutupad sa 78 lalawigan, sa 15 rehiyon. Mula ng ipatupad ito sa lalawigan noong Marso 2021, hanggang Marso 31, 2022 ang DAR Pangasinan ay nakapag-validate ng mga lupaing ipaparsela na may sukat na 9,093.25 ektarya, na pakikinabangan ng 5,935 ARBs.

Inihayag ni DAR Ilocos region Assistant Regional Director Maria Ana Francisco na dahil sila ay may close coordination sa Registry of Deeds at Land Registration Authority, ang daloy ng pag-iisyu ng c-titles ay magiging madali.

“Ang kaganapang ito ay isa sa mga susunod pa sa Pangasinan, partikular na ang pagpapalakas ng land tenure security ng mga ARBs,” aniya.

Samantala, pinaalalahanan naman ni Pangasinan Governor Amado Espino III ang mga magsasaka na alagaan ang kanilang mga lupain dahil ang provincial government ay makikipagtulungan sa DAR upang maging produktibo ang kanilang mga bukirin.

“Ang lupang ito ay para rin sa inyong mga pamilya at mga susunod na henerasyon. Huwag ninyo itong ibenta dahil mayroon tayong planong pagyamanin ito at paunlarin ang inyong mga kabuhayan,” ani Espino.
