[SPLIT News Alert] DAR distributes 525 computerized titles (c-titles) in Bicol Region

The Department of Agrarian Reform (DAR) in Bicol region distributed, on Monday, May 2, 2022, its first computerized individual land titles (c-titles) to agrarian reform beneficiaries (ARBs) who were previously awarded with lands under collective certificates of land ownership award (CCLOAs).

DAR Secretary Bernie F. Cruz led the distribution of 525 c-titles, covering 965.2426 hectares of agricultural lands, to 522 ARBs to strengthen their land tenure security and property rights to their lands.

“This is the legal proof and the security of your individual land rights. We expect that this will encourage you to invest in your property and adopt better technologies for greater productivity and higher incomes,” Cruz said

DAR Bicol Regional Director Rodrigo Realubit said this is the first set of c-titles distributed in the region.

“We have gone through the tedious process of validating the lands and resolving various land issues and disputes among the farmers. We ensure a fair and just issuance of new, individual, and computerized land titles to these ARBs,” he said.

The DAR officials and personnel, with recipients of the c-titles from different provinces of Bicol region.

The distributed lands are from the provinces of Albay with 66.16 hectares; Camarines Norte, 243.89 has.; Camarines Sur A, 129.59 has.; Camarines Sur B, 113.88 has.; Masbate, 220.31 has.; and Sorsogon, 191.38 has.

"We have been waiting for a long time for this day to happen, to have a clear and defined ownership of the parcels of land we are tilling,” said Rogelio Sabas, 66 years old, an ARB from Bariis, Legazpi City.

The c-titles were distributed through the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, a process of individually subdividing and determining the exact metes and bounds of the areas covered under the Comprehensive Agrarian Reform Program (CARP), involving awarded lots to ARBs under CCLOA.

Sorsogon province was the 1st to generate c-titles, the 1st ARBs who were able to pay tax, and the 1st-full group of ARBs who were able to pay full land amortization to the Land Bank of the Philippines (LBP).

Namahagi ang Department of Agrarian Reform (DAR) sa Bicol Regio, Lunes, Mayo 2, 2022, ng kauna-unahang computerized individual land titles (c-titles) sa mga agrarian reform beneficiary (ARB) na dati ng pinagkalooban ng lupa sa pamamagitan ng collective certificate of land ownership award (CCLOA).

Pinangunahan ni DAR Secretary Bernie F. Cruz ang pamamahagi ng 525 c-titles, na sumasakop sa 965.2426 ektarya ng mga lupain, sa 522 ARB upang palakasin ang kanilang land tenure security at property rights.

“Ito ang legal na patunay at ang seguridad ng inyong mga indibidwal na karapatan sa lupa. Inaasahan namin na ito ay maghihikayat sa inyo na mamuhunan sa inyong ari-arian at magpatibay ng mas mahusay na mga teknolohiya para sa higit na produktibo at mas mataas na kita," ani Cruz

Ipinahayag ni DAR Bicol Regional Director Rodrigo Realubit na ito ang unang set ng mga c-titles na ipinamahagi sa rehiyon.

“Nadaanan natin ang matrabahong proseso sa pag-validate sa mga lupain at pagresolba ng iba’t ibang isyu at alitan sa lupa at di-pagkakasundo ng mga magsasaka. Siniseguro namin ang patas at makatarungang pag-isyu ng bago, indibidwal at computerized na titulo ng lupa sa mga ARB,” aniya.

Ang mga lupang ipinamahagi ay mula sa mga lalawigan ng Albay na may 66.16 ektarya; Camarines Norte, 243.89 ektarya; Camarines Sur A, 129.59 ektarya; Camarines Sur B, 113.88 ektarya; Masbate, 220.31 ektarya; at Sorsogon, 191.38 ektarya.

“Matagal na naming hinihintay na mangyari ang araw na ito, upang magkaroon ng malinaw at tiyak na pagmamay-ari ng mga parsela ng lupang aming sinasaka,” ani ni Rogelio Sabas, 66 taong gulang, isang ARB mula sa Bariis, Legazpi City.

Ang mga c-title ay ipinamahagi sa ilalim ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project, isang proseso ng indibidwal na paghahati-hati at pagtukoy ng mga eksaktong sukat at hangganan ng mga lugar na sakop sa ilalim ng Comprehensive Agrarian Reform Program (CARP), na kinasasangkutan ng mga naipamahaging mga lupa sa mg ARB sa pamamagitan ng CCLOA.

Ang lalawigan ng Sorsogon ang unang nakabuo ng c-title, ang kauna-unahang mga ARB na nakabayad ng buwis, at ang unang grupo ng ARB nakabuo ng land amortization payment sa Land Bank of the Philippines (LBP).
