[SPLIT News Alert] DAR, LRA sign joint AO to speed up registration of computerized individual land titles
The Department of Agrarian Reform (DAR) and Land Registration Authority (LRA) has signed a joint administrative order (JAO) that would speed up the generation and registration of computerized individual land titles (C-titles) in connection with the implementation of the World Bank-funded Support to Parcelization of Lands for Individual Titling (SPLIT) Project.
DAR Secretary Bernie F. Cruz and LRA OIC-Administrator Robert Nomar V. Leyretana led the signing of the joint AO entitled “Guidelines Governing the Issuance of Certified True Copies (CTC), Annotation, Registration, and Issuance of Computerized Individual/New Collective Certificate of Land Ownership Award, and Cancellation of CCLOA under the SPLIT Project” held May 24, 2022, in Clarkield, Pampanga.
DAR Undersecretary for Legal Affairs Office Luis Meinrado C. Pañgulayan said Project SPLIT is a realization of the directive given by President Rodrigo Duterte to the DAR to provide individual titles to the agrarian reform beneficiaries (ARBs) covered under the Comprehensive Agrarian Reform Program (CARP).
“The joint AO will expedite the generation and registration of computerized individual titles since it will no longer require submission of the Owner's Duplicate Copy of the CCLOA title to the Registry of Deeds as a requirement for the processing of the C-titles,” Pañgulayan said.
He disclosed that currently, about 90,000 hectares of validated CCLOAs are ready for registration but only 4,000 hectares have been registered.
Leyretana said that the entire LRA force will aggressively look forward and assured the finalization of the JAO.
DAR Central Luzon Regional Director James Arsenio Ponce said the joint DAR and LRA guidelines will revitalize the rediscovered synergy to efficiently and effectively ensure land tenure security and strengthen the property rights of the agrarian reform beneficiaries (ARBs).
“With greater and improved partnership, we can move mountains, and there is no let-up in this upward trajectory, hand in hand and side by side, we can accomplish more,” Ponce said.
Assistant Secretary and SPLIT Deputy National Project Director Joey Sumatra said that in the earlier technical discussion and consultation meeting, both agencies reviewed and revisited the draft JAO. He said that they were able to recommend enhancement measures and processes in the draft JAO and finalized the JAO acceptable to both DAR and LRA/Land Registration Systems, Inc (LARES) officials.
