A total of 548 agrarian reform beneficiaries (ARBs) in the Caraga region finally received their land titles as officials from the Department of Agrarian Reform (DAR) distributed certificates of landownership award (CLOA), and electronic titles, covering 634.2980 hectares of agricultural land.

The land titles, located in the provinces of Surigao del Norte, with 301.6279 hectares; Agusan del Norte, 194.8009 hectares; and Dinagat Island, with 137.8692 hectares were distributed by the DAR officials on Wednesday, February 1, 2023, in PhilRice Romualdez, Agusan del Norte.

Emma Servande, one of the land title recipients, said that this would be a big boost in improving their economic lives.

“We are more inspired to make these lands become more productive, especially since we know that it is now actually ours. We believe that DAR would continue to support us in enriching these lands,” she said.

The electronic titles given to other ARBs were provided under the Support to Parcelization of Land Titles (SPLIT) Project, which aims to subdivide lands previously awarded with collective CLOAs and issue individual land titles to the ARBs.

The SPLIT Project would strengthen the property rights of the ARBs to the lands awarded to them under collective ownership.

Atty. Kazel Celeste, DAR Undersecretary for Field Operations Office, said the DAR’s support to the farmers does not end in land distribution, as President Ferdinand Marcos Jr, has directed the department, through DAR Secretary Conrado Estrella III, to uplift the lives of the farmers by providing them with various support services to help them improve their lives.

“Aside from the provision of various infrastructures, farm machinery and equipment, farm inputs, and training, the department is in continuous coordination and dialogue with the lawmakers to seek ways on how to make your lives better,” she said.

Celeste divulged that the DAR officials are currently working out to make the lands given to all the farmers free from amortization.

After the distribution of land titles, the DAR also turned over various machinery and equipment to agrarian reform beneficiaries’ organizations in the region.

Sinabi ni Emma Servande, isa sa mga tumanggap ng titulo ng lupa, na malaking tulong ito sa pagpapa-unlad ng kanilang mga pamumuhay.

“Mas inspirado kami na gawing mas produktibo ang lupa , lalo na ngayon na alam namin na sarili na namin ang lupa. Naniniwala kami na patuloy kaming susuportahan ng DAR sa pagpapayaman sa mga lupaing ito,” aniya.

Ang mga elektronikong titulo na ipinagkaloob sa iba pang ARB, ay ibinigay sa ilalim ng Support to Parcelization of Land Titles (SPLIT) Project, na naglalayong hatiin ang mga lupang dati nang iginawad sa ilalim ng collective CLOAs at mag-isyu ng indibidwal na titulo ng lupa sa mga ARB.

Ang SPLIT Project ay magpapalakas sa mga karapatan sa pagmamay-ari ng mga ARB sa mga lupaing dating iipinagkaloob sa kanila sa ilalim ng collective ownership.

Sinabi ni Atty. Sinabi ni Kazel Celeste, DAR Undersecretary for Field Operations Office, na ang suporta sa mga magsasaka ay hindi natatapos sa pamamahagi ng lupa dahil inatasan ni Pangulong Ferdinand R. Marcos Jr, ang departamento, sa pamamagitan ni Secretary Conrado Estrella III, na iangat ang buhay ng mga magsasaka sa pamamagitan ng pagbibigay sa kanila ng iba't ibang suportang serbisyo upang matulungan silang mapabuti ang kanilang buhay.

"Bukod sa pagkakaloob ng iba't ibang mga imprastraktura, makinarya, kagamitan sa sakahan, mga input at pagsasanay sa sakahan, ang departamento ay patuloy na nakikipag-ugnayan at nakikipag-usap sa mga mambabatas upang maghanap ng mga paraan kung paano mapabuti ang inyong buhay," aniya.

Ibinunyag ni Celeste na kasalukuyan silang nagsusumikap para maging libre sa amortization ang mga lupaing ibinigay sa mga magsasaka.

Matapos ang pamamahagi ng mga titulo ng lupa, nagkaloob din ng DAR ang iba't ibang makinarya at kagamitan sa agrarian reform beneficiary organization sa rehiyon.
