[SPLIT News Alert] Sarangani farmers get full ownership of their agri lands

The DAR’s distribution of electronic land titles to the ARBs of Sarangani province.

One hundred eleven (111) agrarian reform beneficiaries (ARBs) in the province of Sarangani recently received their electronic land titles (e-titles) from the Department of Agrarian Reform (DAR) as part of the agency’s land parcelization activities to strengthen ARBs’ individual ownership of the lands they are actually tilling.

This undertaking is implemented under the Support to Parcelization of Land Through Individual Titling (SPLIT) Project, which aims to fast-track the subdivision of collective or co-owned Certificate of Land Ownership Award (CCLOA) into individual land parcels and issue individual titles.

Anecito Hibanada, former Chairperson of Fleischer Estate Integrated Multi-purpose Cooperative (FEIMCO) said that although the previously issued CCLOA gave them rights to till their own lands, they experienced several contentions as there arose countless issues on management.

"In 1996, FEIIMCO was awarded with 214 hectares. We encountered ups and downs as an ARB cooperative involving land ownership. But now differences and contentions will surely be avoided through the SPLIT Project and with God’s grace we proudly say that we have fully paid our amortization," he said.

In a ceremonial distribution of e-titles, H. Roldan Ali, Al-Haj, DAR-12 Assistant Regional Director, recognized how the ARBs benefited from tilling their lands, as he had seen them able to provide for the necessities of life, send their children to school, and able to improve their living conditions.

“The parcelization of land is in line with the directive of President Ferdinand R. Marcos Jr. to DAR Secretary Conrado Estrella III, to improve the ARBs’ security of tenure. Strengthening their property ownership will eventually lead to more successful agricultural ventures,” he said.

Cenon Original, OIC-Provincial Agrarian Reform Program Officer II, divulged that, to date, under the SPLIT Project, the DAR provincial office of Sarangani has already distributed 807 e-titles to 555 ARBs, covering an area of 816.2879 hectares.

Ayon kay Anecito Hibanada, dating Tagapangulo ng Fleischer Estate Integrated Multi-purpose Cooperative (FEIMCO), kahit na ang dating inilabas na CCLOA ay nagbigay sa kanila ng mga karapatan na magbungkal ng kanilang sariling mga lupain, nakaranas sila ng ilang mga hindi pagkakasunduan dahilan para magkaroon sila ng mga isyu sa pamamahala.

"Noong 1996, ang FEIIMCO nagawaran ng 214 na ektarya. Bilang isang kooperatiba ng ARB nagkaroon ng kaunting problema sa pagmamay-ari ng lupa. “Ang paghahati-hati ng lupa ay alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. kay DAR Secretary Conrado Estrella III, para mapabuti ang seguridad ng panunungkulan ng mga ARB. Ang pagpapalakas ng kanilang pagmamay-ari ng ari-arian ay hahantong sa mas matagumpay na mga pakikipagsapalaran sa agrikultura," aniya.

Ibinunyag ni Cenon Original, OIC-Provincial Agrarian Reform Program Officer II, na sa kasalukuyan, sa ilalim ng SPLIT Project, ang DAR provincial office ng Sarangani ay nakapamahagi na ng 807 e-titles sa 555 ARBs, na sumasaklaw sa isang kabuuang sukat na 816.2879 ektarya.
