[SPLIT News Alert] DAR officials and Project SPLIT coordinators create opportunities for women in agrarian reform

The Department of Agrarian Reform (DAR) officials and coordinators of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project have committed to support and recognize gender perspective and issues in the design and implementation of the DAR’s plans and programs that will create opportunities for women in agrarian reform and ensure gender equality and women empowerment.

In a briefing conducted by the Philippine Commission on Women (PCW) for the DAR third level officials and Project SPLIT coordinators, PCW Executive Director Atty. Khay Ann C. Magundayao-Borlado, Macario T. Jusayan and May Angelica A. Saludez from the Sectoral Coordination Division, commended the DAR’s best practices on Gender and Development (GAD), as they present an overview on the PCW, its mandates, key programs, priority sectors, gender issues, sectoral plans for women’s economic empowerment and the importance of GAD mainstreaming to achieve gender equality and women empowerment.

“We hope to serve our women in conflict-stricken areas and ensure their access to our programs. We can only achieve this by having inclusive policies and programs,” Taduran said.

Taduran emphasized that the DAR will institutionalize the GAD Focal Point System from the central, regional, provincial, and municipal offices, which would include the institutionalization of DAR Women’s Desks and Women’s Desk Officers,

“We would also include the names of the women ARBs in land titling at land distribution, which we hope to create significant change and trust in empowering our women ARBs,” she added.

Taduran also noted that the revised Administrative Order No. 1, Series of 2011 on DAR Gender Mainstreaming is already responsive to the needs of women ARBs. The said AO is still subject to appreciation and discussion with the GAD National Steering Committee and hoping to have this approved by October 2024.

The GAD mainstreaming is the major global strategy to ensure that the government pursues gender equality in all aspects of the development process to achieve the vision of a gender-responsive society where women and men equally contribute to its development.

Nangako ang mga opisyal Department of Agrarian Reform (DAR) at coordinator ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project na susuportahan at kikilalanin ang pananaw at isyu ng kasarian sa disenyo at pagpapatupad ng mga plano at programa ng DAR para lumikha ng mga oportunidad para sa kababaihan sa repormang agraryo at titiyakin ang pagkakapantay-pantay ng kasarian at pagbibigay-kapangyarihan sa kababaihan.

Sa isang briefing na isinagawa ng Philippine Commission on Women (PCW) para sa DAR third level officials at Project SPLIT coordinators, sinabi ni PCW Executive Director Atty. Sina Khay Ann C. Magundayao-Borlado, Macario T. Jusayan at May Angelica A. Saludez mula sa Sectoral Coordination Division, ay pinuri ang pinakamahuhusay na kagawian ng DAR sa Gender and Development (GAD), habang naglalahad sila ng pangkalahatang-ideya sa PCW, mga mandato nito, susi. mga programa, prayoridad na sektor, isyu ng kasarian, sektoral na plano para sa pagpapalakas ng ekonomiya ng kababaihan at ang kahalagahan ng GAD mainstreaming upang makamit ang pagkakapantay-pantay ng kasarian at pagpapalakas ng kababaihan.

Sinabi ni DAR Undersecretary for Support Services at National GAD Steering Committee Chairperson Rowena Niña Taduran na layunin ng DAR na lumikha ng isang inclusive community para pagsilbihan ang mga empleyado nito at agrarian reform beneficiaries (ARBs).

“Inaasahan naming paglingkuran ang mga kababaihan sa mga lugar na may kaguluhan at tiyakin ang kanilang access sa mga programang DAR. Makakamit lamang namin ito sa pamamagitan ng pagkakaroon ng mga inklusibong polisiya at programa,” ani Taduran.

Binigyang-diin ni Taduran na ipapatupad ng DAR ng institusyonalisasyon ng GAD Focal Point System mula sa opisina ng central, rehiyon, lalawigan at mga munisipalidad, na kinabibilangan ng institusyonalisasyon ng DAR Women’s Desks at Women’s Desk Officers,

"Isasama rin namin ang mga pangalan ng mga kababaihang ARB sa pagpapatitulo ng lupa hanggang sa pamamahagi ng lupa, na inaasahan naming lilikha ng makabuluhang pagbabago at pagtitiwala sa pagbibigay kapangyarihan sa mga kababaihang ARB," dagdag niya.

Binanggit din ni Taduran na ang narebisang Administrative Order No. 1, Series of 2011 sa DAR Gender Mainstreaming ay tumutugon na sa mga pangangailangan ng kababaihang ARB. Ang nasabing AO ay sumasailalim pa rin para sa pagpapahalaga at talakayan ng GAD National Steering Committee at siya ay umaasa na maaprubahan ito sa Oktubre 2024.

Ang GAD mainstreaming ay ang pangunahing pandaigdigang estratehiya upang matiyak na ang gobyerno ay nagsusumikap sa pagkakapantay-pantay ng kasarian sa lahat ng aspeto ng proseso ng pag-unlad upang makamit ang pananaw ng isang lipunang tumutugon sa kasarian kung saan ang kababaihan at kalalakihan ay pantay na nag-aambag para sa pag-unlad nito.
