The Department of Agrarian Reform (DAR) in Agusan del Sur has joined other government agencies in the conduct of the two-day “Government on Wheels” initiative and provided information and basic services to fight insurgency cases in the area.
Provincial Agrarian Reform Program Officer (PARPO) II Loida L. Jones said the primary aim of the activity is to empower and mobilize barangay community members to combat and eliminate the influence of communist terrorist groups and eradicate communist armed conflict in the region.
“The Government on Wheels initiative has proven to be an effective vehicle for delivering much-needed government services to far-flung barangays, fostering closer ties between the LGU, national agencies, and the local populace in the fight against insurgency,” Jones said.
The DAR as represented by Senior Agrarian Reform Program Technologist Joarslee M. Ariñez, discussed the three major functions of the DAR, which include Land Tenure Improvement, Agrarian Justice Delivery, and Agrarian Reform Beneficiaries Development and Sustainability Program.
Ariñez also highlighted the ongoing Support to Parcelization of Lands for Individual Titling (SPLIT) Project which aims to empower agrarian reform beneficiaries by providing individual land titles to the agrarian reform beneficiaries (ARBs).
The initiative was held in Barangays Novele, Cabawan, Tagbayagan, and Libuac in Rosario, Agusan del Sur, and was spearheaded by the local government unit (LGU) led by Rosario Mayor Jose T. Cuyos, Sr., members of the Sangguniang Bayan, Barangay Captains and their respective councils, ensuring a well-coordinated effort between the LGU and the community, in partnership with the DAR, and the Department of Interior and Local Government (DILG).
During the event, other participating government agencies provided essential services to the local communities, addressing their immediate needs and concerns in health, agriculture, peace and order, particularly those related to the ongoing insurgency in the area.
Major services were provided by representatives of various agencies which include Delia O. Valenzuela, Municipal Agriculture Officer, Socarno O. Aquino, Municipal Civil Registrar Officer, Dr. Rebecca R. Aquino, Municipal Health Officer, Jeanette G. Celedio, RSW, Municipal Social Welfare and Development Officer, SFO1 Novem P. Dalupere, Municipal Fire Station In-Charge, and representatives from the Philippine National Police (PNP).

Nakiisa ang Department of Agrarian Reform (DAR) sa Agusan del Sur kasama ang iba pang ahensya ng pamahalaan sa pagsasagawa ng dalawang araw na inisyatiba ng “Government on Wheels” at nagbigay ng impormasyon at mga pangunahing serbisyo upang labanan ang mga kaso ng insurhensiya sa lugar.
Sinabi ni Provincial Agrarian Reform Program Officer (PARPO) II Loida L. Jones na pangunahing layunin ng aktibidad na bigyang kapangyarihan at pakilusin ang mga miyembro ng komunidad ng barangay upang labanan at alisin ang impluwensya ng mga komunistang teroristang grupo at puksain ang armadong labanan ng komunista sa rehiyon.
“Ang inisyatiba ng Government on Wheels ay napatunayang isang mabisang paraan para sa paghahatid ng mga kinakailangang serbisyo ng gobyerno sa malalayong barangay, pagpapatibay ng mas malapit na ugnayan sa pagitan ng LGU, pambansang ahensya, at lokal na mamamayan sa paglaban sa insurhensya,” ani Jones.
Tinalakay ng kinatawan ng DAR na si Senior Agrarian Reform Program Techonologist Joarslee M. Ariñez, ang tatlong pangunahing tungkulin ng DAR, na kinabibilangan ng Land Tenure Improvement, Agrarian Justice Delivery, at Agrarian Reform Beneficiaries Development and Sustainability Program.
Binigyang-diin din ni Ariñez ang patuloy pagpapatupad ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project na naglalayong bigyan ng kapangyarihan ang mga benepisyaryo ng repormang agraryo sa pamamagitan ng pagbibigay ng mga indibidwal na titulo ng lupa sa mga agrarian reform beneficiaries (ARBs).
Ang inisyatiba ay ginanap sa Barangay Novele, Cabawan, Tagbayagan, at Libuac sa Rosario, Agusan del Sur at pinangunahan ng local government unit (LGU) sa pangunguna ni Rosario Mayor Jose T. Cuyos, Sr., mga miyembro ng Sangguniang Bayan, Barangay Kapitan at kani-kanilang mga konseho, na tinitiyak ang maayos na pakikipag-ugnayan sa pagitan ng LGU at ng komunidad, sa pakikipagtulungan ng DAR, at ng Department of Interior and Local Government (DILG).
Sa naturang kaganapan, nagbigay ang iba pang mga kalahok na ahensya ng gobyerno ng mahahalagang serbisyo sa mga lokal na komunidad, na tumutugon sa kanilang mga agarang pangangailangan at alalahanin sa kalusugan, agrikultura, kapayapaan at kaayusan, partikular na ang mga may kaugnayan sa patuloy na pag-aalsa sa lugar.
Ang mga pangunahing serbisyo ay ipinagkaloob ng mga kinatawan ng iba’t ibang ahensya na kinabibilangan nina Delia O. Valenzuela, Municipal Agriculture Officer, Socarno O.
