To enhance leadership and strategic decision-making in agrarian reform, key officials from the Department of Agrarian Reform (DAR) participated in the Wise (Phronetic) Leadership Class (WLC) Batch 7 from March 3 to 7, 2025, at the Athletics Stadium, New Clark City, Tarlac.

Representing DAR were Undersecretary of Office of Mindanao Affairs and Policy, Planning, and Research Office Amihilda J. Sangcopan, Assistant Secretary of Finance Management and Administration Office Vinci A. Beltran, and Assistant Secretary of Finance and Management Service and Procurement-Related Services Quintin O. Magsico, Jr.

Usec. Sangcopan emphasized the importance of the training, given the dynamic nature of agrarian reform.

“This program allows us to reassess our strategies, ensuring that our initiatives remain feasible and effective under any circumstances,” Usec. Sangcopan said.

The Wise (Phronetic) Leadership Class was developed by the Development Academy of the Philippines (DAP) in partnership with Japan’s National Graduate Institute for Policy Studies (GRIPS). It is designed for government executives involved in the planning and implementing of key programs.

The training featured in-depth discussions, case studies, and interactive sessions on Wise (Phronetic) Leadership and Knowledge-Based Management to strengthen strategic management skills and ethical leadership.

“Our participation in the Wise (Phronetic) Leadership Class reaffirms the DAR’s commitment to transformative leadership and digital innovation – ensuring that our agrarian reform policies remain responsive to the needs of our beneficiaries and adaptive to evolving rural development program,” Usec. Sangcopan stressed.

The program for this year’s class aligns with the Philippine Development Plan (PDP) 2023-2028, focusing on digital transformation to enhance service efficiency and accelerate service delivery to stakeholders.

Notable resource speakers included Hideki Kawada, Chief Executive Officer (CEO) of Phronetic Co., Ltd.; Magdalena L. Mendoza, Officer-in-Charge of DAP; Jose Miguel R. Dela Rosa, Vice President for Administration and Finance Group of Clark Development Corporation; Benjamin E. Diokno, Monetary Board Member of Bangko Sentral ng Pilipinas; and Nanette C. Caparros and Sheryl D. Reyes of Center for CES Development.

The training will continue with a five-day observational study mission to be scheduled later in Tokyo, Japan in partnership with the GRIPS. Participants will engage with Japan’s top phronetic leaders and develop a co-creation project proposal that offers practical and innovative solutions to key challenges in agrarian reform and knowledge-based management.

DAR, Palalakasin ang Pamumuno sa Repormang Agraryo sa Pamamagitan ng Wise (Phronetic) Leadership Class

Upang mapahusay ang pamumuno at pagpaplano sa repormang agraryo, lumahok ang mga opisyal ng Department of Agrarian Reform (DAR) sa Wise (Phronetic) Leadership Class (WLC) Batch 7 noong Marso 3 hanggang 7, 2025, sa Athletics Stadium, New Clark City, Tarlac.

Ayon kay Usec. Sangcopan, mahalaga ang pagsasanay na ito lalo na sa kasalukuyang estado ng repormang agraryo.

“Ang programang ito ay nagbibigay sa amin ng pahintulot upang muling suriin ang ating mga estratehiya at tiyakin na ang ating mga inisyatibo ay epektibo at maaaring ipatupad sa anumang sitwasyon,” ani Usec. Sangcopan.

Ang Wise (Phronetic) Leadership Class ay binuo ng Development Academy of the Philippines (DAP) kasama ang Japan’s National Graduate Institute for Policy Studies (GRIPS). Ito ay dinisenyo para sa mga pinuno ng pamahalaan na may direktang papel sa pagpaplano at pagpapatupad ng mahahalagang programa.

Kabilang sa pagsasanay ang masusing talakayan, case studies, at interactive sessions tungkol sa Wise (Phronetic) Leadership at Knowledge-Based Management upang mapahusay ang kasanayan sa pamamahala at etikal na pamumuno.

“Ang aming pakikilahok sa Wise (Phronetic) Leadership Class ay patunay ng pangako ng DAR sa transformative leadership at digital innovation—na tinitiyak na ang aming mga patakaran sa repormang agraryo ay nananatiling tumutugon sa pangangailangan ng mga benepisyaryo at akma sa patuloy na pag-unlad ng kanayunan,” dagdag ni Sangcopan.

Ang pagsasanay na ito ay nakahanay sa Philippine Development Plan (PDP) 2023-2028, na nakatuon sa digital transformation upang mapabuti ang serbisyo ng gobyerno at mapabilis ang pagbibigay ng tulong sa mga stakeholder.

Magtutuloy ang pagsasanay sa limang-araw na observational study mission sa Tokyo, Japan, kung saan makikipagpulong ang mga kalahok sa mahuhusay na phronetic leaders ng Japan. Magbuo rin sila ng isang co-creation project proposal na naglalaman ng praktikal at makabagong solusyon sa mga pangunahing hamon sa repormang agraryo at knowledge-based management.

Ang pakikilahok ng DAR sa WLC ay patunay ng pangako nito sa pagpapalakas ng pamumuno, pagpapaunlad ng kanayunan, at pagpapatupad ng pangmatagalang mga patakaran sa repormang agraryo para sa kapakinabangan ng mga magsasaka at pamayanang agraryo.
