Representatives from the Project Management Service of the Department of Agrarian Reform (DAR) and the local government unit inspect the seven completed farm-to-market road projects implemented in eight remote barangays of Oras, Eastern Samar. 

ORAS, Eastern Samar – The Department of Agrarian Reform (DAR) is set to turn over seven newly completed farm-to-market road projects worth ₱100 million in eight remote villages in Oras, Eastern Samar, following a year of construction.

Representatives from DAR’s Project Management Service (PMS) inspected the roads in preparation for their turnover to the local government unit (LGU). Provincial Agrarian Reform Program Officer Randy Frogosa, who led the inspection, praised the quality of the projects, which span from Barangay San Eduardo to Barangay Nadacpan, and continue through Barangays Saurong, Agsam, Iwayan, Minap-os, Alang-Alang, and Cadi-an.

The 3-kilometer road network, financed through the Agrarian Reform Fund (ARF), was implemented by the Oras LGU.

Frogosa noted the additional “farmers’ access” pathways were built alongside the roads, even though they were not part of the original plan. These additions are expected to prevent road damage from the passage of heavy farm machinery and equipment.

While impressed with the overall construction, Frogosa pointed out minor defects that need to be addressed before the final payment and official turnover can proceed.

Oras Mayor Roy Ador expressed his gratitude to DAR for entrusting them with the substantial project. He emphasized that the newly built roads would enhance not only the town’s economic activities but also its peace and order, as the roads pass through villages identified under the End Local Communist Armed Conflict (ELCAC) initiative.

“This project strengthens our capacity to undertake similar infrastructure developments in the future. These roads will also improve the lives of over 10,000 residents, especially in accessing markets and services more efficiently,” Ador said.

The realization of these road projects is largely due to the efforts of House Minority Leader and 4Ps Party-List Representative Marcelino Libanan, who championed the project to address the long-standing transportation issues in the area.

Once turned over, the roads are expected to significantly boost local economic activity, improve access to essential services, and ensure safer and faster travel for residents and agrarian reform beneficiaries in the region.

DAR Nakatakdang Magkaloob ng 7 Kalsada sa mga Liblib na Barangay ng Eastern Samar

ORAS, Eastern Samar – Nakatakdang i-turn over ng Department of Agrarian Reform (DAR) ang pitong katatapos lamang na farm-to-market road projects na nagkakahalaga ng ₱100 milyon sa walong liblib na barangay sa Oras, Silangang Samar, matapos ang mahigit isang taong konstruksyon.

Ininspeksyon ng mga kinatawan mula sa Project Management Service (PMS) ng DAR ang kalsada bilang paghahanda para sa turnover sa local government unit (LGU). Pinangunahan ni Provincial Agrarian Reform Program Officer Randy Frogosa ang inspeksyon at pinuri ang kalidad ng mga proyekto na nagdudugtong mula Barangay San Eduardo hanggang Barangay Nadacpan, at tumutuloy sa mga Barangay Saurong, Agsam, Iwayan, Minap-os, Alang-Alang, at Cadi-an.

Ang 3-kilometrong network ng mga kalsada, na pinondohan ng Agrarian Reform Fund (ARF), ay ipinatupad ng LGU ng Oras.

Binanggit ni Frogosa na ang karagdagang “daanan ng mga magsasaka” na itinayo sa gilid ng kalsada, bagaman hindi ito kasama sa orihinal na plano. Ang mga ito ay inaasahang makatutulong na maiwasan ang pagkasira ng kalsada mula sa pagdaan ng mga mabibigat na makinarya at kagamitan sa pagsasaka.

Bagama’t humanga si Frogosa sa pangkalahatang konstruksyon, binanggit din ni Frogosa ang ilang maliliit na depekto na kailangang ayusin bago maisagawa ang huling pagbabayad at opisyal na turnover.

Nagpahayag naman ng pasasalamat si Oras Mayor Roy Ador sa DAR sa pagtitiwala at pagkakataon na ipatupad ang isang malaking proyekto. Binanggit niya na ang mga bagong kalsada ay magpapahusay hindi lamang sa pang-ekonomiyang aktibidad ng bayan kundi pati na rin sa kapayapaan at kaayusan nito, lalo’t ang mga kalsadang ito ay dumadaan sa mga barangay na sakop ng inisyatiba ng End Local Communist Armed Conflict (ELCAC).

“Pinalakas ng proyektong ito ang aming kakayahan na magpatupad ng mga katulad na proyekto sa hinaharap. Malaking tulong ang mga kalsadang ito sa mahigit 10,000 residente, lalo na sa mas madaling pagpunta sa mga pamilihan at serbisyo,” ani Ador.

Ang katuparan ng mga proyektong ito ay resulta ng inisyatiba ni House Minority Leader at 4Ps Party-List Representative Marcelino Libanan, na nagsulong ng proyekto upang tugunan ang matagal nang problema sa transportasyon sa lugar.

Sa sandaling malipat ang kalsada ay inaasahang magpapalakas ito sa lokal na akitibidad sa ekonomiya, magpapadali ng pagpunta sa mga pangunahing serbisyo, at magtitiyak ng mas mabilis at ligtas na paglalakbay para sa mga residente at agrarian reform beneficiaries sa rehiyon.
