Quezon City — More farmers are set to gain secure land ownership in 2025 as the Department of Agrarian Reform (DAR) intensifies its efforts to distribute 396,430 electronic titles (e-titles), covering 400,000 hectares to agrarian reform beneficiaries (ARBs) under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project. The announcement was made during the CY 2024 SPLIT Project National Assessment and CY 2025 Direction-Setting Conference held on February 10-14, 2025, at Luxent Hotel, Quezon City.

Under the leadership of Secretary Conrado M. Estrella III, DAR reported its accomplishments under Project SPLIT as of December 31, 2024: 1,322,379 hectares validated in the field, 312,421 hectares redocumented, and 174,111 hectares registered and distributed to ARBs. For CY 2025, DAR has set its goal of registering and distributing 396,430 e-titles, covering approximately 400,000 hectares of agricultural land nationwide.

World Bank Extends Support for DAR’s Agrarian Reform Initiative

The conference took place amid continued support from the World Bank, which recently extended its land titling loan to sustain Project SPLIT. Following the project’s restructuring in December 2024, the World Bank extended the closing date to December 31, 2027.

This extension provides financial stability to Project SPLIT, ensuring that farmers will receive their titles without delay while allowing DAR to streamline its processes for efficiency. The additional time and funding will help strengthen on-ground validation, redocumentation, and registration efforts, ensuring a seamless transition from collective to individual land ownership. This financial backing reinforces the government’s commitment to agrarian reform and rural development, ensuring sustained funding and technical assistance for its implementation.

“In consonance with the directive of the President to accelerate the distribution of land titles, combined with this extension, let us take this as a fresh jumpstart. This serves as the full-year jumpstart for the project implementation of SPLIT. This would enable the whole of DAR, especially those engaged directly in the implementation of Project SPLIT, to refine strategies for the whole year until its full completion by 2027,” said Undersecretary for Finance, Management and Administration Office (FMAO) Lani C. De Leon during the five-day conference, emphasizing the significance of this initiative.

Strengthening Land Ownership for Farmers

Project SPLIT is a flagship initiative of DAR that aims to fast-track the subdivision of collective Certificates of Land Ownership Award (CLOAs) into individual titles. By securing individual land titles, ARBs will have improved access to government programs, financial support, and a stronger sense of ownership over their agricultural land. While challenges remain, DAR has laid out strategic measures to overcome these hurdles and ensure efficient implementation.

With a strong action plan and international support, DAR is confident in reaching its 2025 target, reinforcing its commitment to agrarian justice and rural development.

DAR at World Bank, Magkakaloob ng Mahigit 300,000 E-Titles sa mga Magsasaka sa 2025 sa ilalim ng Project SPLIT

Quezon City — Mas maraming magsasaka ang magkakaroon ng seguradong pagmamay-ari ng lupa sa 2025 habang pinapalakas ng Department of Agrarian Reform (DAR) ang pamamahagi ng 396,430 electronic titles (e-titles), na sasaklaw sa 400,000 ektarya ng lupa sa mga agrarian reform beneficiaries (ARBs) sa ilalim ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project. Ang anunsyo ay ginawa sa CY 2024 SPLIT Project National Assessment at CY 2025 Direction-Setting Conference na ginanap noong Pebrero 10-14, 2025, sa Luxent Hotel, Quezon City.

Sa pangunguna ni Secretary Conrado M. Estrella III, iniulat ng DAR ang mga naging tagumpay ng Project SPLIT hanggang Disyembre 31, 2024: 1,322,379 ektarya ng lupa na na-validate sa field, 312,421 ektarya ng lupa ang redocumented at 174,111 ektarya ng lupa na nairehistro at naipamahagi sa mga ARB. Para sa 2025, itinakda ng DAR ang layuning makapagtala at makapamahagi ng 396,430 e-titles, na sasaklaw sa humigit-kumulang 400,000 ektarya ng lupang agrikultural sa buong bansa.

World Bank, Pinalawig ang Suporta para sa Inisyatibo ng DAR sa Repormang Agraryo

Ginawa ang kumperensya sa gitna ng patuloy na suporta mula sa World Bank, na kamakailan ay pinalawig ang pautang nito para sa pagpapatitulo ng lupa upang mapanatili ang Project SPLIT. Matapos ang muling pagsasaayos ng proyekto noong Disyembre 2024, pinalawig ng World Bank ang pagtatapos ng proyekto hanggang Disyembre 31, 2027.

Ang ekstensyong ito ay nagbibigay ng katatagang pinansyal sa Project SPLIT, na tinitiyak na matatanggap ng mga magsasaka ang kanilang titulo nang walang pagkaantala habang pinapayagan ang DAR na ayusin ang mga proseso nito upang maging mas episyente. Ang karagdagang oras at pondo ay makatutulong sa na palakasin ang on-groung validation, redocumentation, at mga pagsusumikap sa pagpaparehistro ng mga lupa, upang matiyak ang maayos na paglipat mula sa kolektibong pagmamay-ari patungo sa indibidwal na pagmamay-ari ng lupa. Ang suportang pinansyal na ito ay nagpapatibay sa pangako ng gobyerno sa repormang agraryo at pag-unlad sa kanayunan, na tinitiyak ang patuloy na pagpopondo at tulong teknikal para sa pagpapatupad nito.

“Alinsunod sa direktiba ng Pangulo na pabilisin ang pamamahagi ng mga titulo ng lupa, kasama ng extension na ito, gawin natin ito bilang isang bagong pagsisimula. Ito ang nagsisilbing isang-buong taon ng pagsisimula para sa pagpapatupad ng proyekto ng SPLIT. Ito ay magbibigay-daan sa buong DAR, lalo na sa mga direktang nakikibahagi sa pagpapatupad ng Project SPLIT, na pinuhin ang mga estratehiya para sa buong taon hanggang sa ganap itong makumpleto sa 2027,” ani Undersecretary for Finance, Management and Administration Office (FMAO) Lani C. De Leon sa naturang limang araw na kumperensya, na nagbibigay-diin sa kahalagahan ng inisyatiba.

Mas Matibay na Pagmamay-ari ng Lupa para sa Magsasaka

Ang Project SPLIT ay isang flagship initiative ng DAR na naglalayong pabilisin ang paghahati-hati ng mga collective Certificates of Land Ownership Award (CLOAs) tungo sa indibidwal na mga titulo. Sa pagkakaroon ng sariling titulo, ang mga ARB ay magkakaroon ng mas madaling access sa mga programa ng gobyerno, tulong pinansyal, at mas matibay na seguridad sa kanilang lupa. Bagamat may mga hamon sa implementasyon, nakahanda na ang DAR na tugunan ang mga ito sa pamamagitan ng mabisang estratehiya at mas pinahusay na proseso.

Sa pamamagitan ng matibay na plano ng aksyon at suportang internasyonal, tiwala ang DAR na maaabot nito ang target para sa 2025, patuloy na pinagtitibay ang pangako nito sa katarungang agraryo at pagpapaunlad ng kanayunan.
