Agrarian Reform Secretary Conrado M. Estrella III expressed his gratitude to the representatives of the World Bank (WB) and congratulated the agencies including the Land Registration Authority (LRA), Department of Budget and Management (DBM), Department of Finance (DOF), Office of the President, and various sectors for their great teamwork for successfully implementing the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.
Estrella expressed this message during the World Bank 10th Implementation Support Mission (ISM) of Project SPLIT which was conducted from November 5-8, 2024 at DAR Central Office, Quezon City.
Project SPLIT is a flagship initiative of DAR funded by the WB with a total project cost of PhP 24.625 billion.
The project is expected to benefit over 1.14 million agrarian reform beneficiaries (ARBs) by providing them with individual land titles through the subdivision of previously distributed collective Certificates of Land Ownership Award (CCLOAs) covering 1.38 million hectares of agricultural land nationwide.
“We are now beginning to successfully implement the Project SPLIT and have gained momentum to break a lot of records,” Estrella said.
Estrella recalled that during the pandemic period, the DAR was only able to distribute 26,000 land titles. Upon his assumption as DAR Secretary in July 2022, the DAR was able to match within only six months the distribution of land titles under the parcelization program, as compared to what was distributed for 1 year by the previous administration.
“This year, we were able to award at least 100,000 individual land titles. We are also committed to award the balance of land titles to be distributed before the end of President Ferdinand R. Marcos Jr.’s term,” he said.
DAR Undersecretary and SPLIT Project Implementation Officer Jesry T. Palmares said that a total of 54,000 individual land titles are still scheduled to be distributed nationwide before the end of 2024, of which the President expressed his willingness to personally distribute the land titles to the ARBs.

Estrella III sa mga kinatawan ng World Bank (WB) at binati ang mga ahensya kabilang ang Land Registration Authority (LRA), Department of Budget and Management (DBM), Department of Finance (DOF), Office of the President, at iba’t ibang sektor para sa kanilang mahusay na pagtutulungan para sa matagumpay na pagpapatupad ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project.
Ipinahayag ni Estrella ang mensaheng ito sa World Bank 10th Implementation Support Mission (ISM) ng Project SPLIT na isinagawa noong Nobyembre 5-8, 2024 sa DAR Central Office, Quezon City.
Ang Project SPLIT ay isang flagship initiative ng DAR na pinondohan ng WB na may kabuuang halaga ng proyekto na PhP 24.625 bilyon.
Inaasahang makikinabang sa proyekto ang mahigit 1.14 milyong agrarian reform beneficiaries (ARBs) sa pamamagitan ng pagbibigay sa kanila ng mga indibidwal na titulo ng lupa sa pamamagitan ng paghahati-hati ng dati nang ipinamahagi na collective Certificates of Land Ownership Award (CCLOAs) na sumasaklaw sa 1.38 milyong ektarya ng lupang agrikultural sa buong bansa.
“Nagsisimula na kaming matagumpay na ipatupad ang Project SPLIT at nakakuha ng momentum upang lagpasan ang dating mga rekord,” ani Estrella.
Ipinaalala ni Estrella na noong panahon ng pandemya, 26,000 lamang ang naipamahagi ng DAR na titulo ng lupa. Sa kanyang pagkakaupo bilang Kalihim ng DAR noong Hulyo 2022, naitugma ng DAR sa loob lamang ng anim na buwan ang pamamahagi ng mga titulo ng lupa sa ilalim ng programang parcelization, kumpara sa naipamahagi sa loob ng 1 taon ng nakaraang administrasyon.
Sa taong ito, nakapagbigay kami ng hindi bababa sa 100,000 indibidwal na titulo ng lupa. Nakatuon din kami na maipagkaloob ang balanse ng mga titulo ng lupa na ipapamahagi bago matapos ang termino ni Pangulong Ferdinand R. Marcos Jr.,” aniya.
Sinabi ni DAR Undersecretary at SPLIT Project Implementation Officer Jesry T. Palmares na may kabuuang 54,000 indibidwal na titulo ng lupa ang nakatakdang ipamahagi sa buong bansa bago matapos ang 2024, kung saan ang Pangulo ay nagpahayag ng kanyang pagpayag na personal na maipamahagi ang mga titulo ng lupa.
