DAR Western Visayas wins civil service award

THE Department of Agrarian Reform (DAR) office in Region 6 (Western Visayas) has received the Bronze Award from the Civil Service Commission (CSC) under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (Prime-HRM).

DAR Assistant Regional Director for Support Operations Gideon Umadhay, Assistant Regional Director for Program Beneficiaries Development and Land Tenure Security Program Lucrecia Taberna, and Regional Personnel Officer Josephine Pamulag received the award on behalf of their agency.

The DAR Western Visayas office was conferred the Bronze Award for continuing its outstanding practice in human resource management. "Such award is a manifestation that DAR Western Visayas upholds 'People Excellence for Service Excellence' — a philosophy that guides the agency in helping every employee to be a 'Lingkod Bayani' in the service of agrarian reform beneficiaries in Western Visayas," the department said.

The compliance of DAR Western Visayas office to civil service laws, rules and regulations in issuing appointments and other HR programs was also recognized by the CSC through the Bronze Award.

As the recipient of the Prime-HRM Bronze Award, the DAR was also granted a 20-percent discount to Civil Service Institute training and conferences, exclusive membership to the Community of Learners (CSC's certification program), and announcement of the agency's programs and projects through the CSC website.

The DAR was also given authority to approve appointments, subject to post audit, and other privileges.

The Prime-HRM award system recognizes the initiatives of government agencies in human resource management systems, practices, and competencies of government agencies under the four core HRM areas: Recruitment selection and placement; learning and development; performance management; and rewards and recognition.
