Department of Agrarian Reform (DAR) Secretary John R. Castriciones has commended officials and staff of the DAR-Central Luzon for a “job-well-done” after immediately distributing 2,815 or 75 percent of the 3,763 undistributed land titles – Certificates of Land Ownership Award (CLOAs) – to farmer-beneficiaries.

Bro. John, as Castriciones is fondly called, gave the regional office, headed by Director Maria Celestina M. Tam, a thumb’s up sign after leaving 948 land titles still to be distributed to the identified agrarian reform beneficiaries covered under the seven provinces of the region.

Tam, a lawyer by profession, explained that many of the farmer-beneficiaries could hardly be located and are deemed to have relocated elsewhere, while others are not known in the area listed as their residential addresses and have no records at all at the civil registry offices.

DAR-Pampanga, headed by provincial agrarian reform program officer-in-charge, Atty. Joseph D. Sagampud Jr., took the honors as the best performer for delivering all 1,180 land titles as of April 30, 2021, to the rightful beneficiaries.

The same compliment was bestowed on DAR-Zambales officer, Engr. Emmanuel G. Aguinaldo for distributing all 140 land titles. Aguinaldo proved himself worthy of the accolade as he nearly delivered all but seven of the 583 undistributed land titles in the DAR-Bataan, of which he is also the provincial officer.

“All land titles that have been registered and turned over to the DAR office should be distributed right away to give justice to the beneficiaries who have waited for too long for their most cherished dream – the land titles,” Bro. John stressed.

He added: “Once these land titles are turned over to the DAR, there is already a presumption of regularity and, therefore, these should be distributed right away.”

Kontento si Bro. John, nakasanayang tawag kay Castriciones, sa nagawa ng nasabing regional office na pinamumunuan ni Director Maria Celestina M. Tam kung saan may natitira na lamang na 948 na mga titulo ng lupa na nananatiling nasa mga kamay ng mga opisyales upang maipamahagi sa mga agrarian reform beneficiaries mula sa pitong mga lalawigan ng rehiyon.

Ayon kay Tam, isang abogada, karamihan sa mga benepisyaryong nakapangalan sa mga titulo ay hindi na makita dahil lumipat na ng tirahan, samantalang ang iba naman ay sadyang hindi kilala sa lugar kung saan sila nakalistang nakatira o sadyang walang pagkakakilanlan.”

Ang DAR-Pampanga, na pinamumunuan ni officer-in-charge, Atty. Joseph D. Sagampud Jr., ang nakakuha ng pinakamataas na bilang dahil nagawa nitong ipamudmod ang lahat ng 1,180 mga titulo sa mga nararapat na benepisyaryo.

Pinuri rin ni Bro. John si DAR-Zambales officer, Engr. Emmanuel G. Aguinaldo nang maipamahagi rin niya ang lahat ng mga 140 titulo ng lupa sa mga dapat magmay-ari nito. Ipinakita ni Aguinaldo na karapat-dapat siya sa papuring iyon dahil nagawa rin niyang ipamahagi ang halos lahat ng 583 mga titulo ng lupa na nabinbin sa DAR-Bataan, maliban sa pitong natira.

“Lahat ng mga titulo ng lupa na nai-rehistro at naibigay na sa opisina ng DAR ay dapat ipamahagi agad upang mabigyang hustisya ang ating mga benepisyaryo na matagal nang hinhintay ang pinakamimihi nilang pangarap, ang mga titulo ng lupa,” ani Bro. John sa pulong na nilahukan ng mga opisyales ng DAR-Central Luzon.

Dagdag pa niya: “Kapag ang mga titulo ng lupa ay naibigay na sa DAR, nagpapahayag ito ng ‘presumption of regularity’ at, dahil dito, nararapat lang na ipamahagi agad ang mga ito.”
