ANGELES CITY, Pampanga—In its effort to help more farmers get agrarian justice, the Department of Agrarian Reform (DAR) yesterday, June 21, signed an agreement with the Integrated Bar of the Philippines (IBP).

The initiative, dubbed as “Abogado para sa mga Magsasaka ng Central Luzon,” is a program of the DAR that aims to provide free legal consultation, and counseling to indigent agrarian reform beneficiaries (ARBs).

DAR Secretary Bernie Cruz said the department, in its mandate to distribute lands to the landless farmers, is also required to look after their welfare.

“Legal problems are stressful and could affect our ARBs’ productivity, the best thing we could do is help, be with them and support them in facing their challenges. The farmers, especially those deprived of the means to help themselves will greatly benefit from this program,” Cruz said.

DAR Regional Director James Arsenio Ponce said that Central Luzon has an overwhelming number of agrarian legal cases for farmers.

“Resolving cases, mediation and legal representation are among the legal services we give our ARBs for free. This agreement with the IBP will intensify our drive to provide legal help to ARBs of Central Luzon,” Ponce said.

Under the agreement, the ARBs will be provided early representation in cases involving agrarian disputes as well as civil and criminal proceedings.

“The great thing about this agreement with the IBP is, the provision of legal service is not limited to agrarian cases only, we will also help the farmers if they are confronted with civil and criminal charges,” Ponce said.

Atty. Peter Paul Maglalang, the governor for IBP-Central Luzon and co-signee of the agreement said the legal help that will be provided to ARBs also extends to their spouses and children.

“With this program, we want to help not only the ARB but also their immediate family. We want to provide hope and let the farmers know that the DAR and we in the IBP are with them in their fight for justice,” Maglalang said.

ANGELES CITY, Pampanga—Sa pagsisikap nitong matulungan ang mas maraming magsasaka na makamit ang hustisyang pang-agraryo, lumagda ang Department of Agrarian Reform (DAR) kahapon, Hunyo 21, sa isang kasunduan sa Integrated Bar of the Philippines (IBP).

Ang inisyatiba, na tinawag na “Abogado para sa mga Magsasaka ng Central Luzon,” ay isang programa ng DAR na naglalayong magbigay ng libreng legal na konsultasyon, at pagpapayo sa mga mahihirap na agrarian reform beneficiaries (ARBs).

Sinabi ni DAR Secretary Bernie Cruz na ang departamento, sa mandato nitong ipamahagi ang mga lupa sa mga walang lupang magsasaka, ay kinakailangan ding pangalagaan ang kanilang kapakanan.

“Nakaka-stress ang mga legal na problema at maaaring makaapekto sa pagiging produktibo ng mga ARB, ang pinakamagandang magagawa natin ay tumulong, makasama sila at suportahan sila sa pagharap sa kanilang mga hamon. Ang mga magsasaka, lalo na yung mga walang matatakbuhan ay lubos na makikinabang sa programang ito,” ani Cruz.

Sinabi ni DAR Regional Director James Arsenio Ponce na ang Gitnang Luzon ay may napakaraming bilang ng mga kasong legal na pang-agraryo para sa mga magsasaka.

“Ang paglutas ng mga kaso, sa pamamagitan ng legal na representasyon ay kabilang sa mga serbisyong legal na ibinibigay namin sa aming mga ARB nang libre. Ang kasunduang ito sa IBP ay magpapatindi sa ating pagsisikap na magbigay ng legal na tulong sa mga ARB ng Central Luzon,” sabi ni Ponce.

Sa ilalim ng kasunduan, ang mga ARB ay bibigyan ng maagang representasyon sa mga kaso na kinasasangkutan ng mga alitang pang-agraryo gayundin sa sibil at kriminal na paglilitis.

“Ang magandang bagay sa kasunduang ito sa IBP ay ang pagbibigay ng legal na serbisyo ay hindi limitado sa mga kasong pang agraryo lamang, tutulungan din natin ang mga magsasaka kung sila ay nahaharap sa mga kasong sibil at kriminal,” ani Ponce.

Sinabi ni Atty. Peter Paul Maglalang, ang gobernador ng IBP-Central Luzon at kasamang lumagda ng kasunduan na ang legal na tulong na ibibigay sa mga ARB ay abot din sa kanilang mga asawa at mga anak.

“Sa programang ito, nais naming makatulong hindi lamang sa ARB, kundi maging sa kanilang pamilya. Nais naming magbigay ng pag-asa at ipaalam sa mga magsasaka na ang DAR at kami sa IBP ay kasama nila sa kanilang laban para sa hustisya,” ani Maglalang.
