Women farmers of Leyte obtain documents to prove ownership of lands, thank DAR for the help

Newly assigned Hilongos, Leyte Municipal Agrarian Reform Program Officer Ruben Rebato visits the female-dominated Barangay Agutayan Farmers Association in the mountain village of Agutayan on International Women’s Day.

HILONGOS, Leyte –A female-dominated agrarian reform beneficiaries’ organization (ARBO) in a remote village in this town thanked the Department of Agrarian Reform (DAR) for helping them obtain legal documents that would strengthen their claim as legitimate owners over two lots they acquired.

The 272 members of the Barangay Agutayan Farmers Association (BAFA), including the 63 agrarian reform beneficiaries (ARBs), where 165 of them are women, learned that the properties they have acquired for several years now could be taken back from them because they do not have the legal documents to prove ownership. This was discovered when Ruben Rebato, DAR Municipal Agrarian Reform Program Officer (MARPO) visited them in the mountain village of Agutayan 2nd week of March 2023.

Vermicast production is one of the livelihood activities of the female-dominated Barangay Agutayan Farmers Association in Hilongos, Leyte.

While checking the documents, Rebato found out that although BAFA was progressing as an organization with assets now reaching ₱4.5-million, legal documents that would prove ownership over a lot they had purchased and another one donated to them, were missing.

BAFA lady-president, Vicenta Jaray, even hinted Rebato that the heirs of the previous owner who donated the lot where their organization’s building was constructed, are allegedly planning to take the property back from them.

Rebato, who used to be a legal officer of DAR, is now helping the BAFA officers obtain the “Extrajudicial Settlement with Deed of Sale” for the lot they had purchased and “Deed of Transfer” for the donated lot, to secure their claims of ownership over these lands.

Further, Rebato promised to guide them in preparing business contracts for the organization’s various business ventures, which include vermicast production.

Happy with the turnout of their first meeting with Rebato, Jaray said, “We hope that you will not be transferred immediately to another office, sir.”

Program Beneficiaries Development lawyering (PBD-Lawyering), according to PBD Chief, Melecia Ong, is one of the assistance being extended by the DAR to the ARBs and ARBOs to make their activities and assets legitimate, among others.

HILONGOS, Leyte –Nagpasalamat ang mga kababaihang miyembro ng agrarian reform beneficiaries organization (ARBO) sa isang liblib na baryo sa bayang ito sa pagtulong ng Department of Agrarian Reform (DAR) sa kanila na makakuha ng mga legal na dokumento na magpapatibay sa kanilang pag-angkin bilang mga lehitimong may-ari sa dalawang lote na kanilang nakuha.

Napag-alaman ng 272 miyembro ng Barangay Agutayan Farmers Association (BAFA), kabilang ang 63 agrarian reform beneficiaries (ARBs), kung saan 165 sa mga ito ay kababaihan, na ang mga ari-arian na nakuha nila sa loob ng ilang taon ay maaaring bawiin sa kanila. Wala silang hawak na mga legal na dokumento upang patunayan ang kanilang pagmamay-ari. Natuklasan ito nang bumisita sa kanila si Ruben Rebato, DAR Municipal Agrarian Reform Program Officer (MARPO) , sa bulubunduking nayon ng Agutayan noong ikalawang lingo ng Marso 2023.

Habang sinusuri ang mga dokumento, nalaman ni Rebato na bagama't umuunlad ang BAFA bilang isang organisasyon na may asset na umaabot na sa ₱4.5-milyon, nawawala ang mga legal na dokumento na magpapatunay sa pagmamay-ari ng lote na kanilang binili at ng isa pang lote na donasyon sa kanila.

Ipinahiwatig pa ni Vicenta Jaray, and presidente ng BAFA, kay Rebato na ang mga tagapagmana ng dating may-ari na nag-donate ng lote kung saan itinayo ang gusali ng kanilang organisasyon, ay nagbabalak umano na bawiin ang ari-arian sa kanila.

Si Rebato, na dating legal officerl ng DAR, ay tumutulong na ngayon sa mga opisyal ng BAFA na makuha ang “Extrajudicial Settlement with Deed of Sale” para sa lote na kanilang binili at “Deed of Transfer” para sa donasyong lote, para masigurado ang kanilang claim sa pagmamay-ari sa mga lupaing ito.

Dagdag pa dito, nangako si Rebato na gagabayan sila sa paghahanda ng mga kontrata sa negosyo para sa iba't ibang negosyo ng organisasyon, na kinabibilangan ng vermicast production.

Dahil sa kagalakan sa nangyaring pagtulong na ito ni Rebato, nasambit ni Jaray: “Sana di po muna kayo matransfer sa ibang opisina, sir.”

Ang Program Beneficiaries Development lawyering (PBD-Lawyering), ayon kay PBD Chief Melecia Ong, ay isa sa mga tulong na ipinapaabot ng DAR sa mga ARB at mga kooperatiba upang gawing lehitimo ang kanilang mga aktibidad at ari-arian, bukod sa iba pang serbisyong binibigay ng DAR.
