DAR, LBP conduct Joint Consultative Meeting cum Cascading of Cross Learning

The Department of Agrarian Reform Region 02 (DAR R02) together with Land Bank of the Philippines-Field Support Services 02 (LBP-FSSC 02) recently conducted a Joint Consultative Meeting cum Cascading of Cross-Learning on the Preparation of Field Investigation Report and Data Requirements in the Valuation of CARP Covered Landholdings on April 30 at Hotel Carmelita Tuguegarao City.
 
The activity aims to present and thresh out provincial’s problems, issues and concerns (PINCs) relative to land valuation of LBP compensable landholdings and arrived at agreements for early resolution of PINCS.
 
In his opening message, DAR Regional Director Primo C. Lara enthused his heartfelt gratitude to all partner agencies especially LBP for their relentlessly support in the success of the recently conducted Regionwide Mass Distribution of EP/CLOA and E-
titles held on April 17 at Cauayan City, Isabela. Around 1,200 regular and e-titles were distributed to our agrarian reform beneficiaries on this occasion.

On August 2024, we planned to distribute at least 3,000 regular and e-titles. This is consonance with the directives of President Ferdinand R. Marcos Jr. and DAR Secretary Conrado M. Estrella III to fast track the distribution of titles to our ARBs. Let's
aim for a higher and bigger milestone this time, let's master the 3,000 titles for 8-8 this year (August 08,2024)," he said.
 
Meanwhile, Atty. Gilbert R. Barsatan, AVP/Head, LBP- FSSC 02, in his talk, acknowledged the significance of pooling diverse perspectives, expertise and experience to address complex legal challenges effectively. He also highlighted the "Real State Service Act" of vacancies for evaluation and clarifies issues regarding actual landholdings and claim folders. “Rest assured that Land Bank is always in support, especially in Appraisals and

Evaluations." he said as he ended his discussion.
 
Melvida A. Camayang, Chief-Land Tenure Improvement Division has presented the result of the prior Cross-Learning between the two agencies- DAR and LBP which was recently attended by ARDO Raul Laluan and AVP Barsatan. She also discussed the five (5) milestones in LAD activities, Joint Field Investigation (JFI) and CARPER-LAD Form No. 46 (Revised 2022) to be filled-out by ARBs including the checklist of documentary requirements of claim folders for transmittal to LBP.
 
Followed by ARPO II Meliza Taguiam presented the Problems, Issues, Needs and Concerns (PINCs) re: Claim Folders of DARPO-Cagayan.
 
Present during the said activity were DAR Region key officials led by RD Lara, PARPOs II Jess Beth G. Quidasol and Eunomio Jr. Israel, OIC-PARPO I Jessberg Vaflor, CARPO Camayang, OIC-CARPOs Noel Coballes and Cesar V. Bautista, LBP key officials headed by AVP Barsatan and other personnel.
