Prior to his official appointment as Agrarian Reform Secretary last 30 June 2010,
Secretary Virgilio de los Reyes served as Undersecretary of the Department of Agrarian Reform (DAR) from 2001 to 2003. He was Vice-Dean of the College of Law of the De La Salle University in Manila and became a consultant to various agencies on issues about land and agrarian reform law.
He completed his Bachelor of Arts in Business Administration (1983) and Bachelor of Laws (1990) from the University of the Philippines (UP). He passed the bar in 1991 and became the principal of the De Los Reyes Law Office. He is a founding member of LIBERTAS, an association of lawyers focused on human rights and judicial reform.
Secretary de los Reyes earned his Master of Arts degree in International Affairs from the Fletcher School of Law and Diplomacy, Tufts University, USA in 2007. Preceding this he was a recipient of the US State Department Humphrey Fellowship with emphasis on international trade and human rights.
