DAR Caraga officials convene for 2-day Q2 Management Committee and ISO-QMS Core Group Meeting

As presided over by Regional Director Atty. Merlita S. Capinpuyan, she along with her top officials of DAR Regional Office Caraga assembled for a 2-day Management Committee (ManCom) meeting on May 2-3, 2024 at Palmera Coastline Resort, Lianga, Surigao del Sur.

 In her opening statement, ManCom Chairperson, RD Capinpuyan, stressed that her only goal for each quarterly meeting is to monitor and better evaluate the next steps of DAR Caraga for a more systematized delivery of targets, especially more so that the regional office is striving for ISO-certification later this year.

 She continued on with the strategies that must be undertaken, “for the budget that we are given, we must properly align it with our physical accomplishment because we are given this trust by the people and we must not forget that this is for our agrarian beneficiaries.”

 Included as one of the main agenda for this meeting, the first day was all about the accomplishment status of all three (3) major programs of DAR which are: Land Tenure Security Program (LTSP), Agrarian Justice Delivery Program (AJDP), and Agrarian Reform Beneficiaries Development and Sustainability Program (ARBDSP).

 Under Assistant Regional Director for Operations, Agnes L. Dela Cerna’s coverage, the Land Tenure Improvement Division (LTID) as reported by Chief Agrarian Reform Program Officer (CARPO) Josephine L. Yordan displayed promising Q2 mid-quarter accomplishment results in the key areas of research and documentation and Certificate of Land Ownership Awards (CLOA) registration.

 As the significant half of the AJDP, Regional Agrarian Reform Adjudicator (RARAD) Atty. Glenn L. Auza proudly shared the commendations received by the Regional DAR Adjudication Board (DARAB) for its zero-case backlog for three (3) years. RARAD Auza also showed recent updates of the RARAD’s jurisdiction as mandated by the Central DARAB.

Updates and concerns from the administration and finance sector, better known as the Support-to-Operations (STO) sector, also formed part of the presentations as discussed by OIC-Assistant Regional Director for Administration and Support Services, Joie L. Ceballos. Pertinent sections of the STO for the report touched on the funds allocation, budget utilization rate, and the customer satisfaction report ratings, among others.

 Both the Legal Services Division (LSD) and Support Services Division (SSD), as reported by chiefs Attorney V Marie Lou L. Nueva-Ruiz and Hermegina M. Gabor, respectively, showed their busy Q2 calendars emphasizing milestone activities that the regional office will undertake in improving and updating its implementation of each sector.

 Particularly for the SSD, OIC-CARPO Gabor revealed that a DAR Caraga and SM Butuan partnership is already in the works for a collaboration later this May to bolster and further support the product marketing of the agrarian reform beneficiaries’ organizations (ARBOs).

 On the second day, the ManCom reconvened to discuss the progress of processes to be enrolled and standardized, and the much-needed Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis of the organization.

The Quality Management Team which mostly consists of members of the ManCom, along with additional officials and employees from the Regional Office, thoroughly presented samples of the processes’ finalization so far across all sectors.

 In total RD Capinpuyan was satisfied of the office’s Q2 performance and the progress and rate of DAR Caraga’s ISO journey so far. But she stressed that there are still indicators that the different sectors need to cope with in consideration with the annual accomplishment rate.

 RD Capinpuyan also expressed her gratefulness for the cooperation of everyone involved as she could see the commitment and participation displayed for the ISO-certification goal.

 She further closed the activity by saying, “all of your hard work that will lead to the accomplishment of our targets and the ISO-certification will certainly be rewarded by the knowledge that we are aiding the fight in uplifting the Filipino farmers.”

 With no other matters to discuss, the ManCom adjourned with the ways forward in mind to accomplish at least 50% of all major targets by the 1st semester and comply with all ISO-required documentation to ensure a solid CY 2024 performance.
