JOHN R. CASTRICIONES
SECRETARY John Rualo Castriciones graduated as Magna cum Laude with a bachelor’s degree in political science at the then Trinity College of Quezon City, now Trinity University of Asia. He studied in the Philippine Military Academy and is a member of the PMA Maharlika Class 1984 before studying law at the San Beda College of Law and Arellano Law School where he was a consistent Dean’s Lister. After passing the bar exams in 1993, he pursued further studies and obtained a master’s degree in comparative government and international law from the prestigious Notre Dame University in London Law Centre, UK. His masteral thesis, “The Viability and Wisdom of Adopting the Jury System in the Philippines Legal System” earned him a Grade A, which was consequently published in the Arellano Policy Review.
Secretary John is also a tenured professor of law and the social sciences. Apart from teaching subjects at Xavier School Greenhills for five years, and lecturing to police officers in Philippine Public Safety College, he also taught several law subjects at the Arellano Law School for more than nine years, including Corporate Law, Obligations and Contracts, Sales, Investment Law, Practicum 1 and 2, Legal Ethics, Public and Private International Law and Criminal Procedure. He was also an MCLE lecturer for three years for subjects in International Law, Arbitration Law and Adoption Law, among others.
Moreover, Secretary John has authored several books such as: Internal Revolution: Political Vengeance and Societal Perdition, published in 2011, endorsed by Bishop Broderick Pabillo and Fr. Ted Gonzales; “A Risen Catholic Christian Soldier,” endorsed by the late Archbishop Cardinal Sin, published in 1998; Philippine Military Academy Hazing Case: A General’s Son Dies, published in 1990; and Sagutin Natin, published in 1984, endorsed by the late Msgr. Cesar F. Solomon and Bishop Pelayo of the military diocese.
For more than 23 years, Secretary John was a law practitioner who appeared in inferior and superior courts throughout the country. During this period, he also served as legal counsel for several corporations and top government officials in controversial and precedent-setting cases.
In 2009, He served as Director for Investigation, Security and Law Enforcement Services (ISLES) of the Department of Transportation and Communication, and as assistant spokesman and deputy chairman of the Task Force Gabay of the Tagapagligtas sa Karagatan. In the beginning of the current administration, he served as undersecretary for operations for the Department of the Interior and Local Government until his recent appointment.
At present, Department of Agrarian Reform Secretary Castriciones is the national president of Mayor Rodrigo Roa Duterte National Executive Coordinating Committee (MRRD-NECC); and founding senior partner of the Castriciones Legal Consultancy, where his children, who are also lawyers, practice their profession.

1. Resolved problems on appointments of DAR Officials and Employees due to the failed DAR Rationalization Plan way back 2013.
2. Resolved the DAR Employee’s Association (DAREA) – DAR Administration conflict.
3. Achieved Zero Backlog of Pending Cancellation, Agrarian Law Implementation and other Agrarian Reform Cases dating back to the 1990s.

5. Enacted Enhanced Support Services through the Convergence on Livelihood Assistance for Agrarian Reform Beneficiaries Project (CLAAP) and the ARBOLD Program for the Assistance of the Agrarian Reform Beneficiaries during the COVID 19 Pandemic.
-CLAAP: Thirty Five Thousand Three Hundred Ninety Five (35,395) ARBs assisted
-ARBOLD: One Hundred Twenty Five Thousand One Hundred Seventy Five (125,175) ARBs given food packs during the pandemic
6. Oversaw the issuance of a comprehensive Agrarian Reform Beneficiaries (ARB) Identification System.
-Four Hundred ninety Two Thousand Four hundred Seventy Nine (492,479) IDs encoded as of the present and still ongoing
7. Proposed and secured the approval from the Office of the President for the enactment of Executive Order No. 75, Series of 2019 for the redistribution of idle government owned lands to qualified beneficiaries without need for amortization payments, with a universal set of Two Hundred Eighty Thousand (230,000) hectares.
8. Consistent distribution of Certification of Land Ownership Awards (CLOAs), including the landmark largest and second largest single day CLOA Distribution Ceremonies in the history of the implementation of the Comprehensive Agrarian Reform Program (CARP) by DAR.
-General Santos City: Twenty Thousand Nine Hundred Eighty Six (20,986) Hectares
-North Cotabato: Eleven Thousand Four Hundred Forty Three (11,443) Hectares
9. Spearheaded the Housing Program for Agrarian Reform Beneficiaries (ARBs), which was launched in Umingan, Pangasinan and in Solano, Nueva Vizcaya.
10. Streamlined the Legal Procedures in the processing of Agrarian Reform Cases through the issuance of Administrative Orders such as Administrative Order No. 1 of 2019 which streamlined the processing of applications for Land Use Conversion and Administrative Order No. 2 Series of 2018 otherwise known as the Omnibus rules for cancellation cases, emancipation patents, certificates of land ownership awards, and other titles awarded under CARP.

Binisita ng DAR ang lalawigan ng La Union upang ipamahagi ang mga Certificates of Land Ownership Award (CLOAs), mga makinarya at gamit sa pagsasaka ng mga Agrarian Reform Beneficiaries (ARBs) kasama sina San Gabriel Mayor Herminigildo Velasco at San Fernando Vice Mayor Chary Nisce.
Episode 16: Rodriguez, Rizal
Namahagi ang DAR ng mga Certificates of Land Ownership Award (CLOAs) at mga gamit sa pagsasaka sa mga agrarian reform beneficiaries (ARBs) sa Rodriguez, Rizal. Ito ay sa pamamagitan ng "DAR-to-Door" Program at isang opisyal na seremonya ng pamamahagi sa Macabud Covered Courts, kasama sina Bise Gobernador Reynaldo San Juan, Mayor Dennis Hernandez, Barangay Captain Judith Gandia, at iba pang mga opisyal ng LGU mula sa Macabud, Rodriguez, Rizal.
Episode 15: Cuyapo and Talavera, Nueva Ecija
Namahagi ang DAR ng mga Certificates of Land Ownership Award (CLOAs), mga gamit sa pagsasaka at suporta sa mga agrarian reform beneficiaries (ARBs) sa Cuyapo at Talavera, Nueva Ecija kasama sina Mayor Flor Paguio-Esteban at Mayor Nerivi Santos-Martinez.
Episode 14: City of Muñoz, Nueva Ecija and Benito Soliven, Isabela
Namahagi ang DAR ng mga Certificates of Land Ownership Award (CLOAs) sa mga agrarian reform beneficiaries, at nilagdaan ang isang Enhanced Program Against Hunger and Poverty (EPAHP) Memorandum of Agreement sa Philippine Carabao Center sa Science City ng Munoz, Nueva Ecija. Kinabukasan, dumalo naman ang DAR sa isang Tulay ng Pangulo (TNP) turn-over ceremony, CLOA and support services distribution sa Benito Soliven, Isabela kasama sina Secretary Silvestre Bello, Governor Rodito Albano, Congresswoman Sheena Tan, Congressman Christopher Go, Congressman Alan Ty, at PNP General Nieves. Kinagabihan, nagsagawa ang DAR ng isang Deed of Transfer signing sa mga government-owned lands (GOL) sa ilalim ng EO 75 sa pagitan ng Cagayan State University at ng DAR.

Dahil sa pandemya ng COVID19, isinagawa ng DAR ang isang virtual na Oath-Taking Ceremony sa pamamagitan ng DAR Access Portal System (APS) kasama ang DAR Third Level at Presidential Agrarian Reform Coordinating Committee (PARCCOM) Appointees.
Episode 12: Buenavista, Quezon
Nagpunta ang DAR sa bayan ng Buenavista sa lalawigan ng Quezon para mamahagi ng mga tulong-produksiyon sa mga agrarian reform beneficiaries (ARBs) at binisita ang mga organisasyon ng mga magsasaka kasama sina Mayor Medy Rivera at Vice Mayor AR Rivera.

Nagtungo ang DAR sa San Andres, Quezon upang personal na iabot sa mga agrarian reform beneficiaries ang kanilang Certificates of Land Ownership Awards (CLOAs) kasama sina Mayor Giovanne Lim at Congresswoman Aleta Suarez.
Episode 10: Anao, Tarlac
Dinayo ng DAR ang Anao, Tarlac para mamahagi ng mga Certificates of Land Ownership Award (CLOAs), suportang serbisyo, makinarya at iba pang tulong sa mga mga agrarian reform beneficiaries. Lumagda rin ang DAR ng isang Memorandum of Agreement (MOA) kasama ang Bureau of Jail Management and Penology (BJMP) at Anao Agrarian Reform Beneficiary Organization para sa isang proyekto.
Episode 9: Cabanatuan, Nueva Ecija
Nagtungo ang DAR sa Cabanatuan, Nueva Ecija upang mamahagi ng mga Certificates of Land Ownership Award (CLOAs), suportang serbisyo, at iba pang tulong sa mga agrarian reform beneficiaries, kasama ang mga opisyales ng lalawigan, DAR central office, at sina Mayor Myca Vergara at Congresswoman Ria Vergara.
Episode 8: Morong, Bataan
Namahagi ang DAR ng mga Certificates of Land Ownership Award (CLOAs), suportang serbisyo, at iba pang tulong sa mga agrarian reform beneficiaries sa Morong, Bataan, kasama ang mga opisyales ng lalawigan, DAR central office, at si Congresswoman Geraldine Roman.
Episode 7: Palauig, Zambalez
Nagtungo ang DAR sa Palauig, Zambales upang personal na iabot sa mga agrarian reform beneficiaries ang kanilang Certificates of Land Ownership Awards (CLOAs) at namahagi ng mga gamit sa pagsasaka, suportang serbisyo at iba pang tulong para sa mga magsasaka.
Episode 6: Paete and Siniloan, Laguna
Binisita ng DAR ang isang government-owned land (GOL) na maaring maipamahagi sa mga agrarian reform beneficiaries sa Paete, Laguna. Inilunsad rin ng DAR ang sistemeng “DAR-to-DOOR” na pamamahagi ng Certificates of Land Ownership Award (CLOAs) at namigay ng mga gamit sa pagsasaka, suportang serbisyo at iba pang tulong para sa mga magsasaka sa Siniloan, Laguna.
Episode 5: Pinagsibaan, Batangas
Namahagi ang DAR ng mga gamit sa pagsasaka at suportang serbisyo para sa mga agrarian reform beneficiaries ng Pinagsibaan, Batangas sa ilalim ng "PaSSOver: ARBold Move for the Deliverance of our farmers from COVID 19 Pandemic" program ng DAR.

Nagtungo ang DAR sa Clark, Pampanga upang lumagda ng isang Memorandum of Agreement (MOA) kasama ang Bureau of Jail Management and Penology (BJMP) para sa isang proyektong handog sa mga agrarian reform beneficiaries ng Central Luzon.

Dinalaw ng DAR ang mga agrarian reform beneficiaries sa Baras, Rizal upang palakasin ang kanilang loob laban sa pandemya at hatiran ng mga suportang serbisyo at tulong.
