Mulanay, Quezon – A total of 1,124 Agrarian Reform Beneficiaries (ARBs) in Mulanay, Quezon are now free from Php 41 million worth of land debts, as part of the Department of Agrarian Reform’s (DAR) program under the leadership of Secretary Conrado M. Estrella III.

The DAR-Calabarzon recently handed out Certificates of Condonation with Release of Mortgage (COCROM) to 1,124 ARBs, clearing their unpaid amortizations and interest with the Land Bank of the Philippines (LBP).

The condonation covers 1,390 Collective Certificates of Land Ownership Award (CCLOAs) covering 1,662 hectares of agricultural land—making it one of the largest debt relief efforts led by DAR Quezon II Provincial Office.

“You are very fortunate because, under Republic Act 11953 or the New Agrarian Emancipation Act, you are no longer required to pay your land debts. This is proof that the government is sincere in helping our farmers,” said Ma. Gemma A. Esguerra, OIC-Provincial Agrarian Reform Program Officer II.

With the release of the COCROMs, the ARBs can now fully enjoy their land without the burden of monthly payments, enabling them to focus on increasing farm productivity and improving their livelihoods.

Reynaldo Roldan, one of the ARBs and Barangay Agrarian Reform Council (BARC) Chairperson of Barangay Patabog, expressed his relief and gratitude.

“It was very hard when I was still paying for the land. During dry seasons or low harvests, it was a struggle. Now, I’m free from debt and can finally focus on making my farm thrive for my family’s future,” he shared.

DAR Pinawalang-Bisa ang Php 41 Milyong Utang ng Mahigit 1,100 Mulanay ARBs sa Quezon

Mulanay, Quezon – May kabuuang 1,124 Agrarian Reform Beneficiaries (ARBs) sa Mulanay, Quezon ang wala nang kailangang bayarang utang sa lupa matapos mapawalang-bisa ng Department of Agrarian Reform (DAR) ang halos P41 milyong utang, sa ilalim ng pamumuno ni Secretary Conrado M. Estrella III.

Namahagi kamakailan ang DAR-Calabarzon ng mga Certificate of Condonation with Release of Mortgage (COCROM) sa 1,124 ARBs, na nagpapawalang-bisa sa kanilang mga hindi nabayarang utang at interes sa Land Bank of the Philippines (LBP).

Saklaw ng kondonasyon ang 1,390 Collective Certificates of Land Ownership Award (CCLOAs) na may kabuuang 1,662 ektarya ng lupaing pansakahan. Isa ito sa pinakamalalaking programa ng pagpapatawad ng utang na isinagawa ng DAR Quezon II Provincial Office.

“Mapalad kayo dahil sa Republic Act 11953 o ang New Agrarian Emancipation Act, hindi nyo na kailangang bayaran ang utang niyo sa lupa. Patunay ito na seryoso ang gobyerno sa pagtulong sa ating mga magsasaka,” ani Ma. Gemma A. Esguerra, OIC-Provincial Agrarian Reform Program Officer (PARPO) II.

Dahil sa mga COCROM, mas malaya nang magagamit ng mga ARBs ang kanilang lupa nang walang iniintinding buwanang bayarin, at mas mapagtutuunan nila ng pansin ang pagpapalago ng ani at kabuhayan.

Ibinahagi naman ni Reynaldo Roldan, isang ARB at Barangay Agrarian Reform Council (BARC) Chairperson ng Barangay Patabog, ang kanyang karanasan.

“Napakahirap noong binabayaran ko pa ang lupa. Lalo na kapag tagtuyot o mahina ang ani, halos wala nang matira. Ngayon, malaya na ako sa utang at makakatuon na sa pagpapaganda ng bukid para sa kinabukasan ng pamilya ko,” aniya.

Ang pagpapatupad ng Republic Act 11953 ay isang malaking hakbang sa reporma sa lupa, na nagbibigay ng bagong simula at pag-asa sa libu-libong ARBs sa buong bansa sa pamamagitan ng pagbura sa kanilang utang sa lupa.
