A total of 401 agrarian reform beneficiaries (ARBs) in Samar were freed from their financial obligations, while 87 others received their individual land titles as the DAR Provincial Office simultaneously distributed Certificates of Condonation with Release of Mortgage (COCROM) and e-titles under the Project SPLIT.

Jiabong, Samar – Over Php 8 million worth of unpaid land amortizations have been wiped out for Agrarian Reform Beneficiaries (ARBs) in Samar following the Department of Agrarian Reform’s (DAR) two-day simultaneous distribution of Certificate of Condonation with Release of Mortgage (COCROM).

DAR Region VIII awarded a total of 690 COCROMs and 100 Certificates of Land Ownership Award (CLOAs) covering 728.3497 hectares of agricultural land to ARBs by in the cities of Catbalogan and Calbayog and in 16 municipalities in Samar.

“We are so grateful for this help given to us by the President relieving us of our financial burden. We are so grateful to our government, especially to President Ferdinand “Bongbong” Marcos,” said Juliana Cabubas, one of the beneficiaries, who received condonation for her 1,893 sq.m. farm lot awarded under the Comprehensive Agrarian Reform Program (CARP).

A total of 401 agrarian reform beneficiaries (ARBs) in Samar were freed from their financial obligations, while 87 others received their individual land titles as the DAR Provincial Office simultaneously distributed Certificates of Condonation with Release of Mortgage (COCROM) and e-titles under the Project SPLIT.

The simultaneous distribution was led by DAR Provincial Agrarian Reform Program Officer II (PARPO II) Segundino Pagliawan in the municipalities of Basey, Marabut, Pinabacdao, Sta. Rita, and Villareal; Land Tenure Improvement Division Chief Engr. Lucena Mancol in Gandara, San Jorge, Sta. Margarita and Tarangnan; and PARPO I Josefina Amande in Jiabong, Daram, Zumarraga, Hinabangan, San Sebastian, Motiong, Paranas and Catbalogan City.

The mass condonation was made possible through Republic Act No. 11953 or the New Agrarian Emancipation Act, which cancels unpaid principal amortizations, interest, and penalties on lands awarded under the agrarian reform program.

In addition, 92 ARBs received CLOAs during the event. including 87 individual e-titles under the World Bank-funded Support to Parcelization of Lands for Individual Titling (SPLIT) Project. Five (5) ARBs received CLOAs for newly awarded agricultural lands.

Higit Php 8 Milyon Utang sa Agraryo, Pinawalang-Bisa para sa Agrarian Reform Beneficiaries sa Samar

Jiabong, Samar – Pinawalang-bisa na ang mahigit P8 milyong halaga ng pagkakautang sa lupa ng Agrarian Reform Beneficiaries (ARBs) sa Samar matapos ang dalawang araw na sabayang pamimigay ng Certificate of Condonation with Release of Mortgage (COCROM) ng Department of Agrarian Reform (DAR).

Sa Rehiyon VIII, namigay ang DAR ng kabuuang 690 COCROM at 100 Certificate of Land Ownership Award (CLOA) na sumasaklaw sa 728.3497 ektarya ng lupang pansakahan sa ARBs mula sa mga lungsod ng Catbalogan at Calbayog at sa 16 na bayan sa Samar.

“Lubos po kaming nagpapasalamat sa tulong na ito mula sa ating Pangulo na nag-alis ng aming pinansyal na pasanin. Salamat po sa ating pamahalaan, lalo na kay Pangulong Ferdinand “Bongbong” Marcos,” pahayag ni Juliana Cabubas, isa sa mga ARB na nabigyan ng condonation para sa kanyang 1,893 metro kwadrado na lupa sa ilalim ng Comprehensive Agrarian Reform Program (CARP).

Pinangunahan nina DAR Provincial Agrarian Reform Program Officer II (PARPO II) Segundino Pagliawan ang pamamahagi sa mga bayan ng Basey, Marabut, Pinabacdao, Sta. Rita, at Villareal; Land Tenure Improvement Division Chief Engr. Lucena Mancol sa Gandara, San Jorge, Sta. Margarita, at Tarangnan; at PARPO I Josefina Amande sa Jiabong, Daram, Zumarraga, Hinabangan, San Sebastian, Motiong, Paranas, at sa lungsod ng Catbalogan.

Ang malawakang condonation ay naging posible sa bisa ng Republic Act No. 11953 o New Agrarian Emancipation Act, na nagpawalang-bisa sa mga hindi pa nababayarang utang, interes, at multa sa mga lupang ibinigay sa ilalim ng repormang pansakahan.

Bukod dito, 92 ARBs din ang nabigyan ng CLOA sa nasabing aktibidad, kasama ang 87 individual e-titles mula sa Support to Parcelization of Lands for Individual Titling (SPLIT) Project na pinondohan ng World Bank. Lima (5) pang benepisyaryo ang nakatanggap ng CLOA para sa bagong lupaing pansakahan.

Sa pamumuno ni Secretary Conrado M. Estrella III, patuloy na isinusulong ng DAR ang pag-angat ng buhay ng mga magsasakang Pilipino sa pamamagitan ng makatarungan at pantay-pantay na pamamahagi at seguridad sa pagmamay-ari ng lupa.
