The Department of Agrarian Reform (DAR) continues to strengthen the capabilities of its field officers in Mindanao to ensure that its programs and projects effectively benefit the Agrarian Reform Beneficiaries (ARBs).

The 5-day Competency Development Program initiative was carried out for the Chief Agrarian Reform Program Officers (CARPOs) and Municipal Agrarian Reform Program Officers (MARPOs) from the Mindanao regions.

Led by DAR Undersecretary for Field Operations Office Atty. Kazel C. Celeste, the program aimed to assess the performance of field officers, address operational challenges and develop effective solutions to improve the implementation of the Land Acquisition and Distribution (LAD) process and the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

“This initiative allows us to evaluate the performance of our CARPOs and MARPOs, identify obstacles in program implementation, and develop concrete solutions to challenges encountered in the field,” Usec. Celeste said.

The program focused on providing a comprehensive orientation and re-orientation for CARPOs and MARPOs on the LAD process and Project SPLIT to improve implementation efficiency. It also focused on identifying execution challenges and proposing practical solutions through peer collaboration and management interventions. Additionally, the program targeted on resolving operational issues within the year to enhance program effectiveness. Lastly, it evaluated the scope of landholdings and determined eligible beneficiaries for land title distribution.

Usec. Celeste emphasized the importance of addressing challenges in the LAD process and outlined six strategic directives aimed at strengthening DAR’s field operations:

1. Accelerate digital transformation of field operations;
2. Strengthen collaboration with partner agencies;
3. Empower grassroots leaders;
4. Adopt a collaborative, bottom-up approach;
5. Ensure accountability among field offices, the Bureau of Land Acquisition and Distribution (BLAD), and the Bureau of Land Tenure Improvement (BLTI); and
6. Foster a positive and supportive management culture.

With its strong emphasis on capacity building and problem-solving, this initiative is a significant step toward advancing DAR’s mission of empowering Filipino farmers through effective and equitable agrarian reform.

Held from March 4-8, 2025, this program reinforced DAR’s commitment to improving land distribution efficiency and effectiveness efforts. DAR Pinahusay ang Kasanayan ng mga Field Officer sa Mindanao para sa mga ARB

Pinalakas ng Department of Agrarian Reform (DAR) ang kasanayan ng mga field officers nito sa Mindanao upang matiyak na patuloy na makikinabang ang mga Agrarian Reform Beneficiaries (ARBs).

Ang inisyatibang ito ay sinagawa sa pamamagitan ng Competency Development Program para sa mga Chief Agrarian Reform Program Officers (CARPOs) at Municipal Agrarian Reform Program Officers (MARPOs) mula sa mga rehiyon ng Mindanao.

Pinangunahan ni DAR Undersecretary for Field Operations Office Atty. Kazel C. Celeste, layunin ng programan na suriin ang pagganap ng mga field officer, tugunan ang mga hamon sa operasyon, at bumuo ng epektibong solusyon upang mapabuti ang pagpapatupad ng Land Acquisition and Distribution (LAD) process at Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

“Ang inisyatibang ito ay nagbibigay-daan upang suriin ang pagganap ng ating mga CARPO at MARPO, matukoy ang mga balakid sa pagpapatupad ng programa, at bunuo ng mga konkretong solusyon sa mga hamong naranasan,” ayon kay Celeste.

Nakatuon ang programa sa pagbibigay ng komprehensibong orientation at re-orientation sa mga CARPOs at MARPOs tungkol sa LAD process at Project SPLIT upang mapahusay ang kanilang kakayahan sa pagpapatupad ng mga ito. Nakatuon din ito sa pagtukoy sa mga hamon sa implementasyon at pagmungkahi ng mga praktikal na solusyon sa pamamagitan ng peer collaboration at management interventions. Dagdag pa rito, layunin din nito ang agarang paglutas ng mga suliranin sa operasyon upang mapahusay ang epektibidad ng programa ngayong taon., Panghuli sinuri nito ang saklaw ng pagmamay-ari ng lupa at mga kwalipikadong benepisyaryo para sa pamamahagi ng titulo.

Binigyang-diin ni Usec. Celeste ang kahalagahan ng pagtugon sa mga hamon sa LAD process at inilatag ang anim na pangunahing estratehiya upang mapalakas ang field operations ng DAR:

1. Pabilisin ang digital transformation ng field operations;
2. Palakasin ang pakikipagtulungan sa mga katuwang na ahensya;
3. Bigyang-kapangyarihan ang mga grassroots leaders;
4. Ipatupad ang collaborative at bottom-up approach;
5. Tiyakin ang pananagutan sa mga field offices, Bureau of Land Acquisition and Distribution (BLAD), at Bureau of Land Tenure Improvement (BLTI); at
6. Magtatag ng positibo at sumusuportang pamunuan.

Sa pagbibigay-diin sa capacity building at problem-solving, isinusulong ng DAR ang misyon nito na bigyang kapangyarihan ang mga Pilipinong magsasaka sa pamamagitan ng epektibo at makatarungang reporma sa lupa.

Idinaos ang programa mula Marso 4-8, 2025, na nagpapakita sa patuloy na pagsusumikap ng DAR na pagbutihin ang proseso ng pamamahagi ng lupa. Isang katulad na programa rin ang isinagawa para sa mga CARPO at MARPO sa Luzon at Visayas, bilang bahagi ng mas malawakang pagsisikap ng DAR upang suportahan ang mga magsasakang Pilipino sa buong bansa.
