QUEZON CITY—The Department of Agrarian Reform (DAR) officially launched the Value Chain Innovation for Sustainable Transformation in Agrarian Reform Communities (VISTA) Project on February 17 at Plaza Ibarra in Quezon City. This six-year, P8-billion project, funded by the International Fund for Agricultural Development (IFAD), aims to improve the livelihoods of upland farmers, particularly women, youth, and indigenous peoples (IPs).

DAR Secretary Conrado Estrella III highlighted the importance of the project in strengthening rural communities. “Through the VISTA Project, we are increasing agricultural productivity and creating sustainable livelihoods for our farmers. This initiative reflects our commitment to reducing rural poverty, improving food security, and protecting the environment,” he said.

VISTA will strengthen value chains for key crops like coffee and cacao while ensuring environmental sustainability. It aims to increase farmers’ income, provide more job opportunities, and improve their resilience to climate change.

The project will cover 86 agrarian reform communities (ARCs) in two regions: the Cordillera Administrative Region (Benguet, Apayao, Ifugao, Abra, Mt. Province, and Kalinga) and Region 12 (Sarangani, Sultan Kudarat, North Cotabato, and South Cotabato). The project will provide farm machinery, equipment, and essential infrastructure such as farm-to-market roads, irrigation systems, and post-harvest facilities to support farmers.

DAR Undersecretary and VISTA Project Implementation Officer Jesry Palmares emphasized the project’s long-term impact. “VISTA is more than just an agricultural program—it empowers farmers by providing access to better technologies, financial resources, and markets. This ensures that their hard work leads to real economic benefits,” he said.

IFAD Country Director Umit Mansiz expressed the organization’s commitment to the project. “IFAD is proud to partner with DAR to support Filipino farmers. VISTA represents our shared goal of inclusive and sustainable rural development,” he stated.

The project targets 70,000 beneficiaries, of which, 50% are women, 30% IPs, and 20% are youth. To ensure the project’s success and sustainability, DAR will work closely with local government units and key agencies, including the Department of Agriculture (DA) and the Department of Environment and Natural Resources (DENR).

“With the leadership of Secretary Estrella and the full support of President Ferdinand R. Marcos Jr., VISTA will make a lasting impact on the agricultural sector, helping farmers thrive for years to come,” Palmares added.

DAR Inilunsad ang P8-B VISTA Project para Suportahan ang mga Magsasaka sa Kabundukan

QUEZON CITY — Opisyal na inilunsad ng Department of Agrarian Reform (DAR) ang Value Chain Innovation for Sustainable Transformation in Agrarian Reform Communities (VISTA) Project noong Pebrero 17 sa Plaza Ibarra, Quezon City. Ang anim na taong proyektong ito, na nagkakahalaga ng P8 bilyon na pinondohan ng International Fund for Agricultural Development (IFAD), ay naglalayong mapabuti ang kabuhayan ng mga magsasaka sa kabundukan, partikular na ang mga kababaihan, kabataan, at katutubong pamayanan.

Binigyang-diin ni DAR Secretary Conrado Estrella III ang kahalagahan ng proyekto sa pagpapalakas ng mga komunnidad sa kanayunan. “Sa pamamagitan ng VISTA Project, pinapataas natin ang produktibidad ng agrikultura at lumilikha ng pangmatagalang kabuhayan para sa ating mga magsasaka. Ang inisyatibong ito ay patunay ng ating dedikasyon sa pagbabawas ng kahirapan sa kanayunan, pagpapabuti ng seguridad sa pagkain, at pagprotekta sa kalikasan,” aniya.

Palalakasin ng VISTA ang value chain para sa pangunahing pananim tulad ng kape at kakaw, habang sinisiguro ang pangangalaga sa kapaligiran. Layunin nitong pataasin ang kita ng mga magsasaka, magbigay ng mas maraming oportunidad sa trabaho, at palakasin ang kanilang kakayahang harapin ang epekto ng pagbabago ng klima.

Saklaw ng proyekto ang 86 na agrarian reform communities (ARCs) sa dalawang rehiyon: Cordillera Administrative Region (Benguet, Apayao, Ifugao, Abra, Mt. Province, at Kalinga) at Rehiyon 12 (Sarangani, Sultan Kudarat, North Cotabato, at South Cotabato). Ang proyekto ay magbibigay ng makinarya sa pagsasaka, kagamitan, at mahahalagang imprastraktura tulad ng mga farm-to-market roads, irigasyon, at pasilidad para sa post-harvest processing upang suportahan ang mga magsasaka.

Binigyang-diin ni DAR Undersecretary at VISTA Project Implementation Officer Jesry Palmares ang pangmatagalang epekto ng proyekto. “Ang VISTA ay higit pa sa isang programang pang-agrikultura—ito ay nagbibigay-lakas sa mga magsasaka sa pamamagitan ng pagbibigay ng access sa mas mahusay na teknolohiya, pinansyal na suporta, at merkado. Sisiguraduhin nito na ang kanilang pagsisikap ay magbubunga ng tunay na benepisyong pang-ekonomiya,” aniya.

Ipinahayag naman ni IFAD Country Director Umit Mansiz ang suporta ng kanilang organisasyon sa proyekto. “Ipinagmamalaki ng IFAD ang pakikipagtulungan sa DAR upang suportahan ang mga magsasakang Pilipino. Ang VISTA ay kumakatawan sa aming hangarin na magkaroon ng inklusibo at napapanatiling pag-unlad sa kanayunan,” aniya.

Target ng proyekto ang 70,000 benepisyaryo, kung saan, 50% ay kababaihan, 30% ay katutubong pamayanan, at 20% ay kabataan. Para matiyak ang tagumpay at pangmatagalang pagpapatupad ng proyekto, makikipagtulungan ang DAR sa mga lokal na pamahalaan at mga pangunahing ahensya, kabilang ang Department of Agriculture (DA) at Department of Environment and Natural Resources (DENR).

“Sa pamumuno ni Secretary Estrella at sa buong suporta ni Pangulong Ferdinand R. Marcos Jr., ang VISTA ay gagawa ng pangmatagalang epekto sa sektor ng agrikultura, na tutulong sa mga magsasaka na umunlad sa mga darating na taon,” dagdag ni Palmares.
