Quezon City — Department of Agrarian Reform (DAR) Secretary Conrado Estrella III highlighted the agency’s significant achievements in agrarian reform under the administration of President Ferdinand R. Marcos Jr. during his guest appearance on Ang Bagong Pilipinas Ngayon on PTV-4 on February 14. The show, hosted by Joey Villarama and Wheng Hidalgo, provided a platform for the Secretary to discuss the department’s milestones in land distribution, support services, and agrarian justice for farmers.

As of December 31, 2024, the DAR has distributed 194,111 land titles covering 229,545 hectares of agricultural lands to 186,290 agrarian reform beneficiaries (ARBs)—a significant increase compared to past administrations. “We have made historic progress in issuing individual land titles to farmers,” Estrella stated. “Unlike before, when collective Certificates of Land Ownership Awards (CCLOAs) were given, we now ensure ARBs receive individual titles, granting them full control and security over their land.”

He explained that collective land ownership often led to boundary disputes and difficulty making long-term investments. To address this, the DAR is implementing the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, funded by the World Bank, to provide individual titles to approximately 1.38 million hectares of land, benefiting over 1.14 million ARBs.

Under the SPLIT project, 132,393 individual land titles covering 170,718 hectares have already been distributed to more than 124,000 ARBs. Meanwhile, under the regular land acquisition and distribution (LAD) program, 61,718 land titles covering 58,828 hectares were awarded to 61,669 ARBs.

Estrella credited the department’s efficient land parcelization and distribution to collaboration with agencies such as the Registry of Deeds and local government units, as well as the strong support of President Marcos Jr. He emphasized that both he and the President are committed to completing agrarian reform, continuing the legacy started by their respective predecessors — President Ferdinand Marcos Sr. and former Agrarian Reform Minister Conrado Estrella Sr.

Debt Relief for ARBS

Addressing the financial burdens of ARBs, Estrella also reported that 230,372 Certificates of Condonation with Release of Mortgage (COCROMs) have been issued under the DAR’s condonation program. This initiative, mandated by Republic Act No. 11953 or the New Agrarian Emancipation Act, signed into law by President Marcos Jr. on July 7, 2023, cancels unpaid amortizations and debts incurred under the Comprehensive Agrarian Reform Program (CARP).

The program aims to reach its 600,000 target this year, providing much-needed financial relief to ARBs burdened by climate change and the economic impact of the COVID-19 pandemic and climate change.

“We understand the struggles of our farmers. By freeing them from agrarian debt, we are giving them a fresh start—one that allows them to invest in their land, increase productivity, and improve their quality of life,” Estrella emphasized.

Support Services and Agrarian Justice

Beyond land distribution, the DAR has also invested in support services for ARBs. The agency has completed 184 irrigation projects, utilizing CARP irrigation funds worth P2.2 billion to benefit 6,803 ARBs across 7,751 hectares. Additionally, 298 farm-to-market roads worth P3.58 billion have been constructed, improving connectivity and market access for farmers.

In agrarian justice, the DAR has resolved 62,754 out of 65,822 cases, achieving a 95.34% resolution rate. Estrella revealed that some cases had remained unresolved for up to 30 years. To speed up the resolution of cases, the DAR restructured its personnel, reallocating positions to hire more lawyers and establishing task forces to address land disputes.

Future Plans

Looking ahead, the DAR aims to distribute 400,000 hectares of agricultural land to ARBs from 2025 to 2028. In line with the President’s directive, the department will introduce modern farming technologies to ARBs, including tissue-culture laboratories, tractors with balers, drone pesticide sprayers, organic fertilizers, and other advanced farming tools. Plans are also underway to establish agrarian reform training institutes in Luzon, Visayas, and Mindanao to further empower farmers with knowledge and skills for sustainable agricultural development.

With these ongoing efforts, Secretary Estrella reaffirmed DAR’s commitment to fostering rural development, ensuring ARBs gain not only land ownership but also the necessary support to thrive in the agricultural sector.

Kalihim ng DAR Ipinagmalaki ang mga Nakamit sa Repormang Pansakahan

QUEZON CITY – Ipinagmalaki ni Department of Agrarian Reform (DAR) Secretary Conrado Estrella III ang mga makabuluhang tagumpay ng ahensya sa ilalim ng administrasyon ni Pangulong Ferdinand R. Marcos Jr. sa kanyang panayam sa Ang Bagong Pilipinas Ngayon sa PTV-4 noong Pebrero 14.

Pinangunahan nina Joey Villarama at Wheng Hidalgo ang programa na nagbigay daan upang talakayin ng Kalihim ang mahahalagang tagumpay ng DAR sa pamamahagi ng lupa, suportang serbisyo, at katarungang agraryo para sa mga magsasaka.

Ayon kay Estrella, nakapamahagi na ang DAR noong Disyembre 31, 2024, ng 194,111 titulo ng lupa na may kabuuang sukat na 229,545 ektarya sa 186,290 agrarian reform beneficiaries (ARBs) – isang makabuluhang pagtaas kumpara sa mga nakaraang administrasyon. “Nakagawa kami ng makasayasayang pag-unlad sa pagbibigay ng indibidwal na titulo ng lupa sa ating mga magsasaka, ani Estrela. “Hindi tulad ng dati na pinamamahagi ang kolektibong Certificate of Land Ownership Awards (CCLOA), ngayon ay sinisigurado naming may sariling titulo ang bawat ARB upang magkaroon sila ng ganap na kontrol at seguridad sa kanilang lupa.”

Ipinaliwanag niya na ang kolektibong pagmamay-ari ng lupa ay madalas humantong sa mga hindi pagkakaunawaan sa hangganan at kahirapan sa paggawa ng mga pangmatagalang pamumuhunan. Upang matugunan ito, ipinatutupad ng DAR ang Support to Parcelization of Lands for Individual Titling (SPLIT) Project, na may pondo mula sa World Bank, upang makapagbigay ng indibidwal na titulo sa humigit-kumulang 1.38 milyong ektarya ng lupa para sa mahigit 1.14 milyong ARB.

Ipinagmalaki rin ni Estrella na ang maayos na paghahati-hati at pamamahagi ng lupa ay dahil sa pakikipagtulungan ng DAR sa iba pang ahensya ng gobyerno tulad ng Registry of Deeds at mga lokal na pamahalaan, gayundin ang matibay na suporta ni Pangulong Marcos Jr. Binigyang-diin niya na kapwa siya at ang Pangulo ay nangangako na kumpletuhin ang repormang agraryo, bilang pagpapatuloy na pamanang sinimulan ng kani-kanilang mga angkan – si dating Presidente Ferdinand Marcos Sr. at dating Minister Conrado Estrella Sr.

Kaluwagan sa Utang Para sa mga ARB

Bilang tugon sa mga pasaning pinansyal ng ARB, iniulat din ni Estrella na 230,372 Certificates of Condonation with Release of Mortgage (COCROMs) ang naipamahagi sa ilalim ng programa ng DAR para sa condonation. Ang programang ito, na isinabatas sa pamamagitan ng Republic Act No. 11953 o ang New Agrarian Emancipation Act, na nilagdaan ni Pangulong Marcos Jr. noong Hulyo 7, 2023, ay naglalayong burahin ang hindi pa nababayarang amortisasyon at utang sa ilalim ng Comprehensive Agrarian Reform Program (CARP).

Target ng programa na maabot ang 600,000 benepisyaryo ngayong taon, upang mapagaan ang pasanin ng mga magsasakang naapektuhan ng pandemya at pagbabago ng klima.

“Nauunawaan namin ang hirap ng ating mga magsasaka. Sa pamamagitan ng pagpapalaya sa kanila mula sa utang pang-agraryo, binibigyan natin sila ng bagong simula—isang pagkakataon upang mamuhunan sa kanilang lupa, pataasin ang produktibidad, at mapabuti ang kalidad ng kanilang buhay,” diin ni Estrella.

Suportang Serbisyo at Hustisyang Pang-agraryo

Higit pa sa pamamahagi ng lupa, aktibo rin ang DAR sa pagbibigay ng serbisyong suporta sa ARB. Nakumpleto na ng ahensya ang 184 na proyekto sa irigasyon, gamit ang P2.2 bilyong pondo ng CARP upang makinabang ang 6,803 ARB sa 7,751 ektarya ng lupa. Dagdag pa rito, nakapagtayo na ang DAR ng 298 farm-to-market roads na may kabuuang halaga na P3.58 bilyon upang mapadali ang pagbebenta ng produkto ng mga magsasaka sa merkado.

Sa katarungang agraryo, nakapagresolba ang DAR ng 62,754 mula sa 65,822 kaso, na may resolution rate na 95.34%. Isiniwalat ni Estrella na may ilang kaso na hindi pa nareresolba sa loob ng 30 taon. Upang mapabilis ang paglutas ng mga ito, muling inayos ng DAR ang kanilang mga tauhan, binawasan ang ilang posisyon upang makakuha ng mas maraming abogado, at bumuo ng mga task force upang harapin ang mga alitan sa lupa.

Mga Plano sa Hinaharap

Sa hinaharap, target ng DAR na maipamahagi ang 400,000 ektarya ng lupang pang-agrikultura sa mga ARB mula 2025 hanggang 2028. Alinsunod sa direktiba ng Pangulo, ilulunsad ng ahensya ang makabagong teknolohiya sa pagsasaka para sa ARB, kabilang ang mga tissue-culture laboratory, traktora na may baler, drone pesticide sprayers, organikong pataba, at iba pang modernong kagamitan. Nakatakda ring itayo ang mga agrarian reform training institute sa Luzon, Visayas, at Mindanao upang palakasin pa ang kakayahan ng mga magsasaka sa pagsasaka at agrikultura.

Sa patuloy na pagpapatupad ng mga programang ito, muling tiniyak ni Kalihim Estrella ang dedikasyon ng DAR sa pagpapaunlad ng kanayunan, hindi lamang sa pamamagitan ng pagbibigay ng lupa kundi pati na rin sa pagsuporta sa mga magsasaka upang umunlad at maging mas produktibo sa sektor ng agrikultura.
