General Santos City – To ensure the smooth and effective implementation of the Support to Parcelization of Lands for Individual Titling (Project SPLIT), the Department of Agrarian Reform (DAR) and World Bank (WB) gathered in General Santos City to ensure land tenure security for Agrarian Reform Beneficiaries (ARBs).

The Project SPLIT seeks to subdivide collective Certificates of Land Ownership Award (CCLOAs) into individual land titles, giving ARBs stronger property rights and greater control over their land. This will allow them to make independent farming decisions, to access credit, and to improve their livelihoods.

Held from March 17 to 19, 2025, at the Grand Summit Hotel, the event marked the 11th World Bank Implementation Support Mission for the SPLIT Project. Simultaneous consultations were also conducted in Bicol and Eastern Visayas to gather insights from ARBs across different regions.

During the three-day consultation, agrarian reform beneficiaries organizations (ARBOs) from Regions 11 and 12 openly shared their concerns and experiences, helping refine the project’s implementation. The discussions also included field visits, where ARBs demonstrated how land parcelization is impacting their communities.

Sarah Antos, World Bank Team Leader and Senior Land Administration Specialist emphasized the value of these consultations, which take place every six months.

“It is very educational and important for us to hear the perspectives of those directly affected. We need to reflect on what’s working well and what needs improvement,” Antos said.

While some disagreements arose, Antos highlighted that DAR and WB remain committed to the shared goal of strengthening land tenure security for ARBs. Concrete action plans will be implemented to address concerns raised during the discussions.

For many ARBs, securing individual land titles is a life-changing opportunity. Marilyn Taculoy, an ARB from Alabel, expressed her gratitude on behalf of fellow farmers.

“We thank DAR and the World Bank for their unwavering support and tireless efforts to improve our lives,” Taculoy said.

Hosted by DAR’s regional office, led by Regional Director Mariannie Lauban-Baunto, the consultation reinforced the strong collaboration between DAR, the World Bank, and agrarian reform communities. DAR at World Bank, Nagsagawa ng Pagtitipon Para Mapabilis ang Pamamahagi ng mga Titulo ng Lupa sa Mga ARB

General Santos City – Upang matiyak ang maayos at epektibong pagpapatupad ng Support to Parcelization of Lands for Individual Titling (Project SPLIT), nagtipon ang Department of Agrarian Reform (DAR) at World Bank (WB) sa General Santos City upang mapalakas ang seguridad sa pagmamay-ari ng lupa ng agrarian reform beneficiaries (ARBs).

Layunin ng SPLIT Project na hatiin ang collective Certificates of Land Ownership Award (CCLOAs) sa mga indibidwal na titulo upang mabigyan ng mas matibay na karapatan sa pagmamay-ari at mas malaking kontrol sa kanilang lupa ang mga ARB. Sa pamamagitan nito, magkakaroon sila ng kalayaang magpasya sa pagsasaka, makakuha ng pautang, at mapabuti ang kanilang kabuhayan.

Idinaos ang pagtitipon noong Marso 17 hanggang 19, 2025, sa Grand Summit Hotel. Kasabay nito, nagsagawa rin ng mga konsultasyon sa Bicol at Eastern Visayas upang makuha ang pananaw ng mga ARB mula sa iba’t ibang rehiyon.

Sa loob ng tatlong araw na konsultasyon, ibinahagi ng mga agrarian reform beneficiaries organization (ARBO) mula sa Rehiyon 11 at 12 ang kanilang mga saloobin at karanasan upang higit pang mapabuti ang pagpapatupad ng proyekto. Isinagawa rin ang mga pagbisita sa mga komunidad upang makita mismo kung paano nakakatulong sa mga ARB sa kanilang pamumuhay ang paghahati ng lupa.

Ayon kay Sarah Antos, World Bank Team Leader at Senior Land Administration Specialist, mahalaga ang mga ganitong konsultasyon na isinasagawa tuwing anim na buwan.

“Napakahalaga para sa amin na marinig ang mga pananaw ng mismong mga apektado. Kailangan naming suriin kung ano ang epektibo at kung ano pa ang kailangang pagbutihin,” ani Antos.

Bagama’t may ilang hindi pagkakaunawaan, binigyang-diin ni Antos na parehong nakatuon ang DAR at World Bank sa pagbibigay ng mas matatag na seguridad sa pagmamay-ari ng lupa ng ARBs. Magkakaroon ng konkretong aksyon upang tugunan ang mga isyung inilabas sa konsultasyon.

Para sa maraming ARB, isang napakahalagang pagkakataon ang pagkakaroon ng sariling titulo ng lupa. Nagpasalamat si Marilyn Taculoy, isang ARB mula sa Alabel, sa ngalan ng kanyang kapwa magsasaka.

“Nagpapasalamat kami sa DAR at World Bank sa kanilang patuloy na suporta at pagsisikap upang mapabuti ang aming buhay,” ani Taculoy.

Ginanap ang pagtitipon sa pangunguna ni DAR Regional Director Mariannie Lauban-Baunto, na nagpamalas sa matibay na ugnayan ng DAR, World Bank, at agrarian reform communities. Sa patuloy na dayalogo at suporta, ang Project SPLIT ay patuloy na nagdadala ng tunay at pangmatagalang pagbabago sa buhay ng mga magsasakang Pilipino.
