The Department of Agrarian Reform (DAR) is set to enhance the economic well-being of farmers in the Cordillera Administrative Region (CAR) in Luzon and Region 12 in Mindanao through the implementation of the Value-chain Innovation for Sustainable Transformation in Agrarian Reform Communities (VISTA) Project.

The VISTA Project is an initiative aimed at supporting rural communities, increasing food security, and protecting natural ecosystems in vulnerable upland areas. It will strengthen inclusive value chains by promoting land conservation, sustainable resource use, and climate-resilient farming practices.

DAR Foreign-Assisted and Special Projects Office Assistant Secretary Rene Colocar emphasized that the project ensures comprehensive support at every stage of the farming process, from seed selection to market access, addressing the overall needs of agrarian reform communities (ARCs).

“Under this project, cacao and coffee are the priority crops for 70,000 households in ARCs and adjacent non-agrarian reform communities in the two regions. We will also promote diversified farming to allow farmers to continue harvesting and earning while waiting for the yields of these priority crops,” Colocar said.

The P8.02-billion VISTA Project, funded by the International Fund for Agricultural Development (IFAD), will be implemented over six years (2025-2030). It aims to enhance productivity, improve market access, and foster economic stability, ultimately contributing to peace and development in the targeted regions.

To meet the specific needs of farmers, the project will provide farm machinery, equipment, and critical infrastructure projects, including farm-to-market roads, irrigation systems, and post-harvest facilities.

Of the 70,000 target beneficiaries, 50% are women, 30% are indigenous people, and 20% are youth.

Colocar added that DAR will work closely with local governments and key agencies such as the Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), and others to improve the lives of the ARBs, ensure the project’s success and sustainability throughout and beyond its duration.

“This project, under the leadership of DAR Secretary Conrado Estrella III, aligns with the directives of President Ferdinand R. Marcos Jr. to uplift farmers and enhance the quality of life in rural communities,” he concluded.

Ang VISTA Project ay isang inisyatiba na naglalayong suportahan ang mga komunidad sa kanayunan, dagdagan ang seguridad sa pagkain, at protektahan at pagyamanin ang mga natural na ekosistema sa mga mahihinang lugar sa kabundukan. Palalakasin nito ang mga inclusive value chains sa pamamagitan ng pagtataguyod ng konserbasyon ng lupa, napapanatiling paggamit ng mga likas na yaman, at mga climate-resilient na pamamaraan sa pagsasaka.

Paliwanag ng DAR Assistant Secretary ng Foreign Assisted and Special Projects Office, Rene Colocar na tinitiyak ng proyekto ang komprehensibong suporta sa bawat yugto ng proseso ng pagsasaka, mula sa pagpili ng binhi hanggang sa pagbebenta, na tumutugon sa pangkalahatang pangangailangan ng agrarian reform communities (ARCs).

“Sa ilalim ng proyektong ito, ang cacao at kape ang mga prayoridad na pananim para sa 70,000 na mga pamilya mula sa ARCs at mga karatig na non-agrarian reform communities sa dalawang rehiyon. Isusulong din natin ang sari-saring pagsasaka upang bigyang-daan ang mga magsasaka na magpatuloy sa pag-aani at kumita habang hinihintay ang ani mula sa mga pangunahing pananim,” aniya.

Ibinahagi ni Colocar na ang VISTA Project ay inangkop upang matugunan ang mga partikular na pangangailangan ng mga magsasaka sa mga target na lugar. Magbibigay ito ng mga kinakailangang makinarya sa pagsasaka, kagamitan, at mahahalagang proyekto sa imprastruktura tulad ng farm-to-market roads, irigasyon, at mga pasilidad para sa post-harvest, na layong mapabuti ang produktibidad at akses sa merkado.

Ang P8.02-bilyong VISTA Project, na pinondohan ng International Fund for Agricultural Development (IFAD), ay ipatutupad sa loob ng anim na taon mula 2025 hanggang 2030. Layunin ng proyekto na pahusayin ang produktibidad, pagbutihin ang pagbebenta, at pagyamanin ang katatagan ng ekonomiya, na sa huli ay mag-aambag sa kapayapaan at pag-unlad sa mga target na rehiyon.

Upang matugunan ang mga partikular na pangangailangan ng mga magsasaka, ang proyekto ay magkakaloob ng makinarya sa sakahan, kagamitan, at mga kritikal na proyektong pang-imprastraktura, kabilang ang mga farm-to-market roads, mga sistema ng irigasyon, at mga pasilidad pagkatapos ng anihan.

Sa 70,000 target na benepisyaryo, 50% ay kababaihan, 30% ay katutubo, at 20% ay kabataan.

Idinagdag ni Colocar na makikipagtulungan ang DAR sa mga lokal na pamahalaan at mga pangunahing ahensya tulad ng Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), at iba pa upang mapabuti ang buhay ng mga ARB, matiyak ang tagumpay at pagpapanatili ng proyekto sa panahon ng pagpapatupad at pagkatapos nito.

“Ang proyektong ito, sa pamumuno ni DAR Secretary Conrado Estrella III, ay umaayon sa mga direktiba ni Pangulong Ferdinand R. Marcos Jr. upang paunlarin ang mga magsasaka at itaas ang kalidad ng buhay sa mga komunidad sa kanayunan,” pagtatapos niya.
