President Ferdinand R. Marcos Jr. and DAR Secretary Conrado M. Estrella III hand over debt condonation certificates and land titles to agrarian reform beneficiaries in a ceremony held at the Don Honorio Ventura State University in Bacolor, Pampanga.

President Ferdinand R. Marcos Jr. led the distribution of 2,939 Certificates of Condonation and Release of Mortgage (CoCRoM) to 2,487 agrarian reform beneficiaries (ARBs), covering 3,903.48 hectares of land, on Thursday, November 21, 2024, held at Don Honorio Ventura State University, Bacolor, Pampanga

Marcos said the certificates symbolize the fulfillment of the promise he made to erase the agrarian debts of the ARBs, which in Pampanga alone will condone P206 million worth of ARB debts.

Sergio Siron, 84 years old, from Mexico, Pampanga, was provided with a Certificate of Land Ownership Award (CLOA) covering 1.16 hectares which condoned his debt amounting to P113,078.40. 

“This includes amortization, interest, and other surcharges that have been anchored to your farmland for a very long time. Starting today, we are canceling your debts on the land granted to you under the agrarian reform,” the President said.

The President said the move is in line with his administration’s thrust to help farmers and the agricultural sector.

“With the help from the government’s Partnership Against Hunger and Poverty Program, one of the commendable contributions of your province is the continuous supply of eggs to our Persons Deprived of Liberty o the so-called PDLs in prisons or BJMP facilities. This program is an example of good collaboration between the private sector and the government,” the President added.

Sergio Siron, 84 years old, one of the COCROM recipients from Mexico, Pampanga, was provided with a Certificate of Land Ownership Award (CLOA) covering 1.16 hectares which condoned his debt amounting to P113,078.40.

“I am very grateful to our dear President; this is his advance Christmas gift to our family. I am a senior citizen, I will not be worried about my debts anymore,” Siron uttered.

Marcos also distributed 30 CLOAs and tax declarations to selected beneficiaries to further consolidate their ownership and legal rights to the cultivated lands.

DAR Central Luzon Asst. Regional Director Atty. Odgie Cayabyab said the distribution of CoCRoMs is divided into four districts of Pampanga. District 1 covers Angeles City, Mabalacat City, and Magalang with a total of 307 hectares of land distributed to 237 ARBs, with a total condoned amount of Php16,520,419.44. District 2 covers the towns of Floridablanca, Guagua, Lubao, Porac, and Sta. Rita, with a total of 897.0269 hectares of land for 514 ARBs, condoning Php48,806,059.51 worth of debts. District 3 covers Arayat, the City of San Fernando, Bacolor, Mexico, and Sta. Ana with a total of 558.54 hectares of land for 424 ARBs, with a total condoned amount of Php34,608,133.29. And District 4 covering Apalit, Candaba, Macabebe, Minalin, San Luis, San Simon, and Sto. Tomas with a total of 2,109 hectares of land for 1,312 ARBs, with a total condoned amount of Php106,435,346.00.

The distribution of CoCRoM is mandated under Republic Act No. 11953, also known as the New Agrarian Emancipation Act, which frees ARBs from the financial obligations of paying loans and other debts associated with their lands distributed under agrarian reform.

Pinangunahan ni Pangulong Ferdinand R. Marcos Jr. ang pamamahagi ng 2,939 Certificates of Condonation with Release of Mortgage (COCROM) sa 2,487 agrarian reform beneficiaries (ARBs) na sumasaklaw sa 3,903.48 ektarya ng lupa, noong, Huwebes, Nobyembre 21, 2024, na ginanap sa Don Honorio Ventura State University, Bacolor, Pampanga.

Sinabi ni Marcos na ang mga sertipiko ay sumisimbolo ng katuparan ng kanyang pangakong burahin ang mga utang pang-agraryo ng mga ARB, kung saan sa Pampanga lamang ay buburahin ang P206 milyong halaga ng utang ng mga ARB.

“Kasama na rito ang amortisasyon, ang interes, at iba pang mga surcharge na naka-angkla sa inyong mga lupang sinasaka sa loob ng napakahabang panahon. Simula ngayon, pinapawalang-bisa na po natin ang inyong utang sa lupang ipinagkaloob sa inyo sa ilalim ng repormang agraryo.” ayon sa Pangulo.

Sinabi ng Pangulo na ang hakbang ay naaayon sa layunin ng kanyang administrasyon na tulungan ang mga magsasaka at sektor ng agrikultura.

“Sa tulong ng Partnership Against Hunger and Poverty Program ng gobyerno, isa sa mga kapuri-puring kontribusyon ng inyong probinsya ay ang patuloy na pagsu-supply ng mga itlog sa ating mga Persons Deprived of Liberty o ‘yung tinatawag na mga PDL sa mga bilangguan o BJMP facilities. Ang programang ito ay isang halimbawa ng magandang pagtutulungan ng pribadong sektor at ng pamahalaan,” dagdag ng Pangulo

Si Sergio Siron, 84 taong gulang, isa sa mga nakatanggap ng COCROM mula sa Mabalacat, Pampanga, ay nabigyan ng Certificate of Land Ownership Award (CLOA) na sumasaklaw sa 1.16 ektarya kung saan mabubura ang kanyang utang na nagkakahalaga ng P113,078.40.

“Ako ay lubos na nagpapasalamat sa aitng mahal na Pangulo; ito ay ang kanyang advance Christmas gift sa aming pamilya. Senior citizen na ako, hindi na ako mag-aalala pa sa mga utang ko,” sambit ni Siron.

Namahagi din si Marcos ng 30 CLOA at mga tax declaration sa mga piling benepisyaryo upang mas mapatatag ang kanilang pagmamay-ari at legal na karapatan sa mga lupang sinasaka.

Sinabi ni DAR Central Luzon Assistant Regional Director Atty. Odgie Cayabyab, na ang pamamahagi ng CoCRoMs ay nahahati sa apat na distrito ng Pampanga. Sakop ng District 1 ang Angeles City, Mabalacat City, at Magalang na may kabuuang 307 ektaryang ng lupa na ipinamahagi sa 237 ARBs, na may kabuang halagang pinatawad na Php16,520,419.44. Sakop ng District 2 ang mga bayan ng Floridablanca, Guagua, Lubao, Porac, at Sta. Rita, na may kabuuang 897.03 ektaryang lupain para sa 514 benepisyaryo, at may halagang pinatawad na Php48,806,059.51. Sakop ng District 3 ang Arayat, Lungsod ng San Fernando, Bacolor, Mexico, at Sta. Ana na may kabuuang 558.54 ektaryang lupain para sa 424 ARBs, na may kabuuang halagang pinatawad na Php34,608,133.29. Ang pamamahagi ng CoCRoM ay ipinag-uutos sa ilalim ng Republic Act No. 11953, na kilala rin bilang New Agrarian Emancipation Act, na nagpapalaya sa mga ARB mula sa mga obligasyong pinansyal sa pagbabayad ng mga pautang at iba pang mga utang na nauugnay sa kanilang mga lupaing ipinamahagi sa ilalim ng repormang agraryo.
