President Ferdinand R. Marcos Jr. is set to distribute 13,527 Certificates of Condonation with Release of Mortgages (CoCRoM) that will condone more than ₱ 939 million of farmers’ debt in the Soccsksargen region on Thursday, December 5, 2024, at Sarangani National Sports Center in Alabel, Sarangani.

These certificates will benefit 11,699 agrarian reform beneficiaries (ARBs), with more than 21,000 hectares of agricultural lands, from the provinces of Sarangani, South Cotabato, North Cotabato, and Sultan Kudarat.

CoCRoM fulfills the mandate of Republic Act No. 11953, or the New Agrarian Emancipation Act (NAEA), which was signed by the President on July 7, 2023, condoning all loans, including interests, penalties, and surcharges incurred by ARBs from land awarded to them under Presidential Decree 27, RA 6657, and RA 9700.

The law covers more than 1.7 million hectares of agrarian reform land nationwide, and around 610,054 farmers will benefit from it, making them debt-free from P57.65 billion of agrarian arrears.

Of the 13,527 CoCRoM, 2,828 certificates will be distributed to 2,512 ARBs from the province of Sarangani, covering 5,127.45 hectares of land canceling a total of ₱215,136,692 loan. In North Cotabato, 3,270 certificates will be distributed to 2,906 ARBs covering a total of 4,605.34 hectares of land and condoned a ₱159,129,874 loan.

The President will hand out a total of 4,805 certificates to 3,864 ARBs from the province of South Cotabato, covering 7,022.30 hectares of land canceling a total of ₱447,779,743 loan. In Sultan Kudarat, 2,624 certificates will be distributed to 2,427 ARBs, covering a total of 4,343.55 hectares, with ₱117,059,026 of loans condoned.

Marcos will also award 1,251 land titles to 1,252 ARBs covering 2,174.52 hectares of land in Sarangani.

Nakatakdang mamahagi si Pangulong Ferdinand R. Marcos Jr. ng 13,527 Certificates of Condonation with Release of Mortgages (CoCRoM) ng mahigit ₱ 939-milyong utang ng mga magsasaka sa rehiyon ng Soccsksargen sa Huwebes, Disyembre 5, 2024 sa Sarangani National Sports Center, sa Alabel, Sarangani.

Ang mga sertipikong ito ay pakikinabangan ng 11,699 agrarian reform beneficiaries (ARBs), na may mahigit sa 21,000 ektarya,ng lupaing agrikultural mula sa mga lalawigan ng Sarangani, South Cotabato, North Cotabato at Sultan Kudarat.

Tinutupad ng CoCRoM ang mandato ng Republic Act No. 11953, o ang New Agrarian Emancipation Act (NAEA), na nilagdaan ng Pangulo noong Hulyo 7, 2023, upang mawala ang lahat ng mga pautang, kabilang ang mga interes, multa, at surcharges na natamo ng mga ARB mula sa lupang iginawad sa kanila sa ilalim ng Presidential Decree (PD) 27, R.A. No. 6657, at R.A. No. 9700.

Sakop ng batas ang higit sa 1.7 milyong ektarya ng mga lupain sa repormang agraryo sa buong bansa, at humigit-kumulang 610,054 na magsasaka ang makikinabang dito, kung saan mapapatawad na ang P57.65 bilyon na utang pang-agraryo ng mga magsasaka.

Mula sa 13,527 CoCRoM, 2,828 sertipiko ay ipamamahagi sa 2,512 ARBs mula sa lalawigan ng Sarangani, na sumasakop sa 5,127.45 ektarya g lupa at nagbubura sa sa may kabuuang ₱215,136,692 utang. Sa North Cotabato, 3,270 sertipiko ang ipamamahagi sa 2,906 ARBs na may 4,605.34 ektarya at nagpapatawad sa ₱159,129,874 utang.

Magkakaloob din ang ang Pangulo ng may 4,805 sertipiko sa 3,864 ARBs mula sa South Cotabato, na may 7,022.30 ektarya ng lupa na nagpapatawad sa ₱447,779,743 utang. Sa Sultan Kudarat, 2,624 sertipiko ang ipamamahagi sa 2,427 ARBs, na may 4,343.55 ektarya, at ₱117,059,026 ng pinatawad na utang.

Magkakaloob din si Marcos ng 1,251 titulo ng lupa sa 1,252 ARBs na may sakop na 2,174.52 ektarya sa Sarangani.
