A total of 5,549 agrarian reform beneficiaries (ARBs) in Negros Oriental province received 6,707 certificates of condonation and release of mortgage (CoCRoMs) covering 71,580.42 hectares of agricultural land held at the Plenary Hall, Convention Center, Dumaguete City, November 16, 2024.
DAR-Central Visayas Regional Director Atty. Sheila B. Enciso said the significant act will relieve the ARBs from paying β±727,750,154.39 agrarian debts, marking a pivotal step in ensuring economic independence for the ARBs.
Enciso disclosed that the distribution of CoCRoMs is part of the nationwide initiative under π₯π²π½ππ―πΉπΆπ° ππ°π π‘πΌ. πππ΅π±π―, also known as the New Agrarian Emancipation Act (NAEA), to empower the agricultural sector and enhance economic independence for Filipino farmers.
CoCRoM beneficiaries include farmers from La Libertad, Bindoy, San Jose, Bacong, Dauin, and Zamboanguita.
She added that 75 Certificates of Land Ownership Award (CLOA) were distributed to 98 ARBs covering 73.13 hectares, while 2,225 Electronic Titles (E-Titles) were given to 1,642 ARBs covering a total of 2,269.53 hectares of land.
Manuel Galon, DAR Provincial Agrarian Reform Program Officer said the ARBs now possess individual land titles, as compared to before when they received collective titles distributed by the DAR.
The e-title recipients are from Canlaon City, Vallehermoso, Guihulngan City, Jimalalud, Tayasan, Ayungon, Manjuyod, Bais City, Mabinay, Tanjay City, Pamplona, Amlan, Siaton, Sta. Catalina, Bayawan City, and Basay.
DAR Undersecretary for Support Services Office Rowena NiΓ±a Taduran and Undersecretary for Office of Mindanao Affairs Amihilda J. Sangcopan, and local government officials from Negros Oriental also graced the event.

Sinabi ni DAR Central Visayas Regional Director Atty. Sheila B. Enciso na ang makabuluhang aksyon ay magpapagaan sa mga ARB mula sa pagbabayad ng β±727,750,154.39 na utang pang-agraryo, na nagmamarka ng isang mahalagang hakbang sa pagtiyak ng kalayaan sa ekonomiya para sa mga ARB.
Ibinunyag ni Enciso na ang pamamahagi ng CoCRoMs ay bahagi ng isang pambansang inisyatiba sa ilalim ngΒ π₯π²π½ππ―πΉπΆπ°Β ππ°πΒ π‘πΌ.Β πππ΅π±π―, na kilala rin bilang New Agrarian Emancipation Act (NAEA), na bigyang kapangyarihan ang sektor ng agrikultura at pahusayin ang kasarinlan sa ekonomiya para sa mga magsasakang Pilipino.
Kabilang sa mga benepisyaryo ng CoCRoM ang mga magsasaka mula sa La Libertad, Bindoy, San Jose, Bacong, Dauin, at Zamboanguita.
Idinagdag niya na 75 Certificates of Land Ownership Award (CLOA) ang naipamahagi sa 98 ARBs na sumasaklaw sa 73.13 ektarya, habang 2,225 Electronic Titles (E-Titles) ang ipinagkaloob sa 1,642 ARBs na sumasaklaw sa kabuuang 2,269.53 ektarya ng lupa.
Ayon kay Manuel Galon, DAR Provincial Agrarian Reform Program Officer, ang mga ARB ay mayroon na ngayong mga indibidwal na titulo ng lupa, kumpara sa dati noong sila ay nakatanggap ng mga kolektibong titulo na unang ipinamahagi ng DAR.
Ang mga nakatanggap ng E-Titles ay mula sa Canlaon City, Vallehermoso, Guihulngan City, Jimalalud, Tayasan, Ayungon, Manjuyod, Bais City, Mabinay, Tanjay City, Pamplona, Amlan, Siaton, Sta. Catalina, Bayawan City, at Basay.
